 - THE PPRC COMMENTS SHALL BE SUFFICIENTLY ADDRESSED AND

 COMMENTS WITHIN 60 DAYS FROM THE DATE OF THE PPRC
 MEETING (OCTOBER 10, 2011), THE CASE SHALL BE
 CONSIDERED WITHDRAWN. ANY FURTHER ACTION SHALL REQUIRE
 A NEW DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ACCESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE ($600).
  
 1) THE SUBMITTED MASTER PLAN INCLUDES NORTHERN PALM
 BEACH COUNTY WATER CONTROL DISTRICT CANAL RIGHT-OF-WAY
 AND PARCEL (AS SHOWN ON THE SURVEY). THIS PROPERTY IS
 NOT OWNED BY NORTHWOOD UNIVERSITY AND SHALL BE REMOVED
 FROM THE MASTER PLAN, INCLUDING THE MASTER PLAN DATA
 TABLES.
  
 2) A PLAT WILL BE REQUIRED TO CREATE THE TWO OUT
 PARCELS. THE PLAT SHALL INCLUDE ALL OF THE NORTHWOOD
 UNIVERSITY PROPERTIES. THE PROPERTIES SOUTH OF THE
 NORTHERN CANAL SHALL BE JOINED AS ONE TRACT ON THE NEW
 PLAT. THE PLAT SHALL BE FILED FOLLOWING THE MINOR
 SUBDIVISION PROCESS. A DISCUSSION NEEDS TO OCCUR
 REGARDING THE TIMING OF THE PLAT AS RELATED TO THE CASE
 BEING HEARD BY THE CITY COMMISSION.
  
 3) THE SUBMITTAL DOES NOT INCLUDE THE NEW LEGAL
 DESCRIPTION AND SKETCH OF THE NORTHWOOD UNIVERSITY SITE
 WITHOUT THE OUT PARCELS. PLEASE PROVIDE THE LEGAL
 DESCRIPTION IN WORD FORMAT AND THE SKETCH AS A .PNG.
  
 4) THE MASTER PLAN SHOWS FUTURE ACCESS TO VILLAGE
 COMMONS WITH THE TRAFFIC STUDY PERFORMED BASED ON THE
 CONNECTION TO THE VILLAGE BOULEVARD. NORTHWOOD
 UNIVERSITY DOES NOT HAVE AN AGREEMENT IN PLACE WITH
 VILLAGE COMMONS TO ALLOW THE CROSS ACCESS. IN THE
 ABSENCE OF A CROSS ACCESS AGREEMENT, THE CITY CAN NOT
 APPROVE THE MASTER PLAN SHOWING ACCESS TO VILLAGE
 BOULEVARD.
  
 5) NO TRAFFIC CONCURRENCY LETTER WAS PROVIDED APPROVING
 THE DISTRIBUTION OF THE 1,800 STUDENTS TO INCLUDE
 VILLAGE BOULEVARD. NOTE: IN THE ABSENCE OF THE CROSS
 ACCESS AGREEMENT TO VILLAGE BOULEVARD NO NEW TRAFFIC
 ANALYSIS FOR JUST MILITARY TRAIL NEEDS TO BE COMPLETED
 SINCE THE CONSTRUCTION OF THE STUDENT LIFE CENTER
 VESTED THE 1,800 STUDENT COUNT APPROVED BY ORDINANCE
 NO. 3688-03.
  
 6) AT THE MEETING ON JULY 5, 2011, THERE WERE SEVERAL
 POTENTIAL OPTIONS FOR THE VILLAGE BOULEVARD ACCESS
 DISCUSSED. PLEASE NOTE THAT ORDINANCE NO. 1874-85, THE
 ADOPTING ORDINANCE FOR VILLAGE COMMONS, INCLUDES A
 DEVELOPMENT CONDITION OF NO SEPARATE RIGHT TURN LANES
 OFF OF VILLAGE BOULEVARD INTO THE CPD. IF THE ACCESS
 ACROSS VILLAGE COMMONS REQUIRES THAT A RIGHT TURN LANE
 BE INSTALLED ON VILLAGE BOULEVARD, THEN A MAJOR PLANNED
 DEVELOPMENT AMENDMENT TO THE VILLAGE COMMONS CPD WILL
 BE REQUIRED. IF NO TURN LANE IS REQUIRED, THEN A MINOR
 PLANNED DEVELOPMENT AMENDMENT IS REQUIRED.
  
 7) THE NORTHWOOD UNIVERSITY CSPD "MASTER PLAN" SHALL
 SHOW WHERE FUTURE DEVELOPMENT IS TO OCCUR. AS SUCH IT
 SHALL SHOW THE FUTURE DEVELOPMENT AREAS SHADED,
 INCLUDING THE AREA PROPOSED FOR THE RECONFIGURATION OF
 THE EASTERN PARKING AND THE POTENTIAL ACCESS DRIVE,
 LABELED AS "EAST PARKING LOT" AND "FUTURE ACCESS" AND
 THE ADDITION TO THE DALBY COMMONS BUILDING SHALL BE
 SHADED.
  
 8) THE SPECIFIC LAYOUT OF THE REVISED PARKING, AS SHOWN
 ON THE PLANS WITH THE BISECTING ACCESS ROAD, IS NOT
 APPROPRIATE TO REVIEW WITHOUT HAVING THE CROSS ACCESS
 AGREEMENT IN PLACE. ADDITIONALLY, IN ORDER FOR STAFF TO
 REVIEW THE PROPOSED RECONFIGURED PARKING AND DRIVES,
 THE DALBY COMMONS EXPANSION AND THE NEW GUARDHOUSE
 LOCATION AT THIS TIME, THE APPLICATION SHALL INCLUDE A
 DETAILED SITE PLAN, A CODE COMPLIANT LANDSCAPE PLAN,
 AND PRELIMINARY ENGINEERING PLANS.
  
 9) THE SITE DATA TABLE ON THE MASTER PLAN SHALL BE
 REVISED TO SHOW THE PARKING REQUIRED UPON FULL
 BUILD-OUT, BUT NOT PROVIDED PARKING. PLEASE VERIFY THE
 NUMBER OF SEATS IN THE BASKETBALL ARENA. AT THE MEETING
 ON JULY 5, 2011, THERE WAS A DISCUSSION THAT A
 FOOTBALL/SOCCER STADIUM WAS A POSSIBILITY. IS THIS
 STILL THE CASE? IF SO, THIS NEEDS TO BE ACCOUNTED FOR
 EITHER NOW, OR IT WILL BE RECOGNIZED THAT THE STADIUM
 WILL REQUIRE A MAJOR AMENDMENT AT A FUTURE DATE. FINAL
 BICYCLE PARKING (146) AND LOADING (3 SPACES) SPACE
 REQUIREMENTS SHALL BE SHOWN.
  
 10) PLEASE DESCRIBE WHAT THE FUTURE ATHLETIC COMPLEX
 WILL CONSIST OF. PLEASE NOTE THAT THE CURRENT
 REGULATIONS DON NOT ALLOW STADIUMS (RECREATION,
 OUTDOOR, HIGH INTENSITY).
  
 11) IN ADDITION TO THE MASTER PLAN, THERE SHALL BE AN
 OVERALL EXISTING SITE PLAN AND EXISTING LANDSCAPE PLAN
 FOR THE CSPD. AS NEW FACILITIES ARE APPROVED, THEY
 SHALL BE ADDED TO THE OVERALL EXISTING PLANS.
