DIXIE/MANGO PROMENADE POCKET PARKING LOT Class B Special Use Permit approved by the HPB on August 26, 2014 for a parking lot as a principal use in the General Commercial (GC) zoning district for property located at 1604 S. Dixie Hwy.with the following conditions: This recommendation is made with the following conditions: 1. Waiver of the minimum four (4) foot high wall required on the east side of the subject property is conditioned upon the applicant providi ng a notarized letter clearly stating an objection to the wall from th e property owner of 328 Mango Promenade in accordance with ZLDR Sectio n 94-273(d)(54)(b)(14). 2. The applicant shall obtain necessary landscaping, engineering, and building permits for proposed site improvements and to rectify any pre viously unpermitted site improvements. 3. At time of permitting the applicant shall: a) Provide a striping detail on the site plan that is in compliance wi th city standards; b) Provide a landscape buffer around the proposed utility area shown o n the landscape plan; c) Provide proper stop signage for exiting the site, as required by co de; d) Demonstrate placement of pay meter kiosks along sidewalks will be i n compliance with ADA requirements; e) Indicated on the site/landscape plan that the ?landscape pavers? wi ll be a grass permeable paver; f) Provide detail for proper signage of the handicap accessible parkin g space; g) Revise the Swale Detail: There is a Swale Detail showing the swale with a top width of seven feet, one foot deep and 4:1 slopes. These di mensions do not work with each other. Either the top width will need t o increase or the side slopes steepened to 3.5:1. There is plenty of b ackup aisle space between the parking spaces that the swale could be w idened; h) Call out the location of the swale on the site plan and show how th e swale will work with the existing trees that are to remain; i) Evaluate the southeast corner of the site which may need to be re-g raded to direct runoff to the swale; j) Verify on the site/landscape plan that the proposed landscaping wil l not interfere with the function of the swale, which is to store stor mwater runoff for treatment through percolation; k) Provide drainage water quality treatment calculations, signed and s ealed by a Florida registered professional engineer. The calculations should include pervious/impervious areas; l) Provide existing spot grades along the east property line to determ ine if the swale will overflow across this property line; m) Revise site plan dimensions as the location of the 16' depth dimens ion for east side parking stalls does not take into account the 4' pav ement removal; n) Provide vertical datum for the spot grades shown on the Boundary Su rvey. The vertical datum needs to be NGVD 1929 and the spot grades are not shown in the Legend; o) Revise landscaping plan to demonstrate compliance with minimum inte rior landscaping requirement; p) Provide a calculation on the landscaping plan demonstrating that no more than 35 percent of the required flowering or shade trees are bei ng substituted with palms per ZLDR Section 94-442(c); q) Provide a calculation on the landscaping plan demonstrating complia nce with minimum tree planting buffer requirement requiring a tree eve ry 30 feet; r) Provide curbing or other alternative material sufficient to protect the landscaping on the south side if the property and around the vehi cular access point; and s) Reduce the width of the drive aisle and curb cut to achieve additio nal green space on the subject parcel. The drive aisle and curb cut sh all be no less than 24 feet in width. 4. The applicant shall be responsible for obtaining and maintaining a business tax receipt for operation of the paid parking lot.
