 (A) SUBSTANTIAL IMPROVEMENT MEANS ANY COMBINATION OF
 REPAIR, RECONSTRUCTION, REHABILITATION, ALTERATION,
 ADDITION OR OTHER IMPROVEMENT OF A BUILDING OR
 STRUCTURE FOR WHICH THE CUMULATIVE COST IN ANY FIVE
 YEAR PERIOD EQUALS OR EXCEEDS 50 PERCENT OF THE MARKET
 VALUE ...
 FBC R322.2FLOOD HAZARD AREAS (INCLUDING A ZONES). AREAS
 THAT HAVE BEEN DETERMINED TO BE PRONE TO FLOODING AND
