 4. BUILDINGS AND STRUCTURES IN FLOOD HAZARD AREAS NOT
 DESIGNATED AS COASTAL A ZONES SHALL HAVE THE LOWEST
 FLOORS ELEVATED TO OR ABOVE THE BASE FLOOD ELEVATION
 PLUS ONE FOOT, OR THE DESIGN FLOOD ELEVATION, WHICHEVER
