 553.902?DEFINITIONS.?AS USED IN THIS PART, THE TERM:
 (1)??ENERGY PERFORMANCE LEVEL? MEANS THE INDICATOR OF
 THE ENERGY-RELATED PERFORMANCE OF A BUILDING,
 INCLUDING, BUT NOT LIMITED TO, THE LEVELS OF
 INSULATION, THE AMOUNT AND TYPE OF GLASS, AND THE HVAC
 AND WATER HEATING SYSTEM EFFICIENCIES.
 (2)??EXEMPTED BUILDING? MEANS:
 (A)?A BUILDING OR PORTION THEREOF WHOSE PEAK DESIGN
 RATE OF ENERGY USAGE FOR ALL PURPOSES IS LESS THAN 1
 WATT (3.4 BTU PER HOUR) PER SQUARE FOOT OF FLOOR AREA
 FOR ALL PURPOSES.
 (B)?A BUILDING THAT IS NEITHER HEATED NOR COOLED BY A
 MECHANICAL SYSTEM DESIGNED TO CONTROL OR MODIFY THE
 INDOOR TEMPERATURE AND POWERED BY ELECTRICITY OR FOSSIL

 THE FLORIDA BUILDING COMMISSION MAY RECOMMEND TO THE
 LEGISLATURE ADDITIONAL TYPES OF BUILDINGS WHICH SHOULD
 BE EXEMPTED FROM COMPLIANCE WITH THE FLORIDA BUILDING
 CODE-ENERGY CONSERVATION.

 LOCAL GOVERNMENT WHICH HAS THE AUTHORITY TO MAKE
 INSPECTIONS OF BUILDINGS AND TO ENFORCE THE FLORIDA
 BUILDING CODE. THE TERM INCLUDES ANY AGENCY WITHIN THE
 DEFINITION OF S. 553.71(5).
 (6)??RENOVATED BUILDING? MEANS A RESIDENTIAL OR
 NONRESIDENTIAL BUILDING UNDERGOING ALTERATION THAT
 VARIES OR CHANGES INSULATION, HVAC SYSTEMS, WATER
 HEATING SYSTEMS, OR EXTERIOR ENVELOPE CONDITIONS, IF
 THE ESTIMATED COST OF RENOVATION EXCEEDS 30 PERCENT OF
 THE ASSESSED VALUE OF THE STRUCTURE.
  
 THE ABOVE FLORIDA STATUE MENTIONS HVAC SYSTEMS
 EFFICIENCIES BUT DOES NOT MENTION THE MECHANICAL
 EQUIPMENT SIZING CALCULATIONS.
  
  
 PLEASE SEE BELOW CODE REFERENCES FROM THE 2020 FEC AND
 THE 2020 FRC WHICH APPLY TO THIS ACCESSORY STRUCTURE
 THAT WAS A GARAGE AND NOW IS CONVERTED TO A LIVING
 SPACE. THE ORIGINAL SUBMITTAL FOR THIS PROJECT INCLUDED
 THE ENERGY CALCULATIONS AND THE MECHANICAL EQUIPMENT
 SIZING CALCULATIONS. I DO NOT UNDERSTAND WHY NOW YOU
 BELIEVE IT IS NOT REQUIRED TO PROVIDE THE MECHANICAL
 EQUIPMENT SIZING CALCULATIONS. THE ORIGINAL MECHANICAL
 EQUIPMENT SIZING CALCULATIONS WAS FOR THE ENTIRE
 ACCESSORY STRUCTURE AND ONLY HAD ONE MINI-SPLIT. THIS
 NEW DESIGN NOW HAS ANOTHER MINI-SPLIT SYSTEM FOR THE
 BEDROOM. I WOULD THINK THAT THE MINI-SPLIT IN THE
 LIVING AREA WOULD NOW BE SMALLER AND THERE IS NO
 CALCULATIONS PRESENTED OF THE REQUIRED SIZE FOR THE
 BEDROOM MINI-SPLIT.
  
 1) PLEASE PROVIDE THE MECHANICAL EQUIPMENT SIZING
 CALCULATIONS FOR THE NEW MECHANICAL DESIGN FOR THE
 ACCESSORY HOUSE AS THEY ARE REQUIRED IN THE 2020 FRC
 M1401.3 ALSO SEE 2020 FEC R101.4.2 AS THE ACCESSORY WAS
 NOT PREVIOUSLY CONDITIONED IT WOULD HAVE TO MEET THE
 REQUIREMENTS OF THE ENERGY CODE. SEE BELOW:
  
 2020 FRC M1401.3 EQUIPMENT AND APPLIANCE SIZING.
 HEATING AND COOLING EQUIPMENT AND APPLIANCES SHALL BE
 SIZED IN ACCORDANCE WITH ACCA MANUAL S OR OTHER
 APPROVED SIZING METHODOLOGIES
 BASED ON BUILDING LOADS CALCULATED IN ACCORDANCE WITH
 ACCA MANUAL J OR OTHER APPROVED HEATING AND COOLING
 CALCULATION METHODOLOGIES.
 EXCEPTION: HEATING AND COOLING EQUIPMENT AND APPLIANCE
 SIZING SHALL NOT BE LIMITED TO THE CAPACITIES
 DETERMINED IN ACCORDANCE WITH MANUAL S WHERE EITHER OF
 THE FOLLOWING
 CONDITIONS APPLIES:
 1. THE SPECIFIED EQUIPMENT OR APPLIANCE UTILIZES
 MULTISTAGE TECHNOLOGY OR VARIABLE REFRIGERANT FLOW
 TECHNOLOGY AND THE LOADS CALCULATED IN ACCORDANCE WITH
 THE APPROVED HEATING AND COOLING CALCULATION
 METHODOLOGY ARE WITHIN THE RANGE OF THE MANUFACTURER?S
 PUBLISHED CAPACITIES FOR THAT EQUIPMENT OR APPLIANCE.
 2. THE SPECIFIED EQUIPMENT OR APPLIANCE MANUFACTURER?S
 PUBLISHED CAPACITIES CANNOT SATISFY BOTH THE TOTAL AND
 SENSIBLE HEAT GAINS CALCULATED IN ACCORDANCE WITH THE
 APPROVED HEATING AND COOLING CALCULATION METHODOLOGY
 AND THE NEXT LARGER STANDARD SIZE UNIT IS SPECIFIED.
  
 2020 FEC R101.4.2 EXEMPT BUILDINGS. BUILDINGS EXEMPT
 FROM THE
 PROVISIONS OF THE FLORIDA BUILDING CODE, ENERGY
 CONSERVATION,
 INCLUDE EXISTING BUILDINGS EXCEPT THOSE CONSIDERED
 RENOVATED BUILDINGS, CHANGES OF OCCUPANCY TYPE OR
 PREVIOUSLY
 UNCONDITIONED BUILDINGS TO WHICH COMFORT CONDITIONING
 IS ADDED. EXEMPT BUILDINGS INCLUDE THOSE SPECIFIED
 IN SECTIONS R101.4.2.1 THROUGH R101.4.2.4.
  
 2) A MECHANICAL SUB-PERMIT WILL ALSO BE REQUIRED.
  
  
 WHEN RESUBMITTING, IT IS HELPFUL TO PROVIDE A RESPONSE
 LETTER ADDRESSING EACH ITEM.
