 1.THIS PROJECT IS LOCATED IN A SPECIAL FLOOD HAZARD
 AREA (SFHA). THE FLOOD ZONE DESIGNATION FOR THIS SITE
 IS AE WITH A BASE FLOOD ELEVATION (BFE) OF 6'0" NAVD.
 THE CITY OF WEST PALM BEACH (THROUGH ORDINANCE NO.
 4729-17) REQUIRES AN ADDITIONAL 24 INCHES OF FREEBOARD.
 THE DESIGN FLOOD ELEVATION (DFE) SHALL BE AT OR ABOVE
 8'0" NAVD.

 SECTION 4: THE CODE OF ORDINANCES IS HEREBY AMENDED AT
 CHAPTER 18, BUILDINGS AND BUILDING REGULATIONS, ARTICLE
 II, BUILDING CODE, TO ADD SECTION 18-33, TECHNICAL
 AMENDMENTS TO FLORIDA BUILDING CODE, RESIDENTIAL, WHICH
 SHALL READ AS FOLLOWS:
 SEC. 18-33 - TECHNICAL AMENDMENTS TO FLORIDA BUILDING
 CODE, RESIDENTIAL.
 R322.2.1 ELEVATION REQUIREMENTS.
 1. BUILDINGS AND STRUCTURES IN FLOOD HAZARD AREAS NOT
 DESIGNATED AS COASTAL A ZONES SHALL HAVE THE LOWEST
 FLOORS ELEVATED TO OR ABOVE THE BASE FLOOD ELEVATION
 PLUS TWO FEET OR THE DESIGN FLOOD ELEVATION, WHICHEVER
 IS HIGHER.
  
 2.PLACE THE FINISHED FLOOR ELEVATION (FFE) OF THE MAIN
 DWELLING UNIT AND THE ATTACHED GARAGE ON THE SITE PLAN,
 THE FLOOR PLAN AND THE FOUNDATION PLAN.
 107.2 CONSTRUCTION DOCUMENTS. CONSTRUCTION DOCUMENTS
 SHALL BE IN ACCORDANCE WITH SECTIONS107.2.1 THROUGH
 107.2.5.
  
 3.THE GARAGE FLOOR IS BELOW THE DFE OF 8'0" NAVD.
 FLOOD OPENINGS ARE REQUIRED.
 R322.2.2ENCLOSED AREA BELOW DESIGN FLOOD ELEVATION.
 ENCLOSED AREAS, INCLUDING CRAWL SPACES, THAT ARE BELOW
 THE DESIGN FLOOD ELEVATION SHALL:
 1.BE USED SOLELY FOR PARKING OF VEHICLES, BUILDING
 ACCESS OR STORAGE.
 2.BE PROVIDED WITH FLOOD OPENINGS THAT MEET THE
 FOLLOWING CRITERIA AND ARE INSTALLED IN ACCORDANCE WITH
 SECTION R322.2.2.1:
 3.THE TOTAL NET AREA OF NON-ENGINEERED OPENINGS SHALL
 BE NOT LESS THAN 1 SQUARE INCH (645 MM2) FOR EACH
 SQUARE FOOT (0.093 M2) OF ENCLOSED AREA WHERE THE
 ENCLOSED AREA IS MEASURED ON THE EXTERIOR OF THE
 ENCLOSURE WALLS, OR THE OPENINGS SHALL BE DESIGNED AS
 ENGINEERED OPENINGS AND THE CONSTRUCTION DOCUMENTS
 SHALL INCLUDE A STATEMENT BY A REGISTERED DESIGN
 PROFESSIONAL THAT THE DESIGN OF THE OPENINGS WILL
 PROVIDE FOR EQUALIZATION OF HYDROSTATIC FLOOD FORCES ON
 EXTERIOR WALLS BY ALLOWING FOR THE AUTOMATIC ENTRY AND
 EXIT OF FLOODWATERS AS SPECIFIED IN SECTION 2.7.2.2 OF
 ASCE 24.
 4.OPENINGS SHALL BE NOT LESS THAN 3 INCHES (76 MM) IN
 ANY DIRECTION IN THE PLANE OF THE WALL.
 5.THE PRESENCE OF LOUVERS, BLADES, SCREENS AND
 FACEPLATES OR OTHER COVERS AND DEVICES SHALL ALLOW THE
 AUTOMATIC FLOW OF FLOODWATER INTO AND OUT OF THE
 ENCLOSED AREAS AND SHALL BE ACCOUNTED FOR IN THE
 DETERMINATION OF THE NET OPEN AREA.
  
 OPTION:
 ENGINEERED FLOOD VENTS
 1) PROVIDE ENGINEERED FLOOD VENTS. (SMART VENTS)
 2) ATTACH A COPY OF THE INDIVIDUAL ENGINEERED FLOOD
 VENT CERTIFICATION OR EVALUATION SERVICE REPORT ISSUED
 BY THE INTERNATIONAL CODE COUNCIL EVALUATION SERVICE
 (ICC ES).
 3) PROVIDE FLORIDA PRODUCT APPROVALS FOR PROPOSED SMART
 VENTS.
 FBC 107.3.4 PROVIDE PRODUCT APPROVALS FOR THOSE
 PRODUCTS WHICH ARE REGULATED BY FAC RULE
 9N-3 REVIEWED AND APPROVED IN WRITING BY THE DESIGNER
 OF RECORD.
 4) FLOOD OPENINGS SHALL BE INSTALLED PER
 R322.2.2.1INSTALLATION OF OPENINGS:
 5) SHOW NUMBER AND LOCATION OF FLOOD OPENINGS ON
 FOUNDATION PLAN. INCLUDE THE FLORIDA PRODUCT APPROVAL
 NUMBER AND IDENTIFY THE VENT MODEL TO BE INSTALLED.
 R322.2.2.1INSTALLATION OF OPENINGS.
 THE WALLS OF ENCLOSED AREAS SHALL HAVE OPENINGS
 INSTALLED SUCH THAT:
 1. 1.THERE SHALL BE NOT LESS THAN TWO OPENINGS ON
 DIFFERENT SIDES OF EACH ENCLOSED AREA; IF A BUILDING
 HAS MORE THAN ONE ENCLOSED AREA BELOW THE DESIGN FLOOD
 ELEVATION, EACH AREA SHALL HAVE OPENINGS.
 2. 2.THE BOTTOM OF EACH OPENING SHALL BE NOT MORE THAN
 1 FOOT (305 MM) ABOVE THE HIGHER OF THE FINAL INTERIOR
 GRADE OR FLOOR AND THE FINISHED EXTERIOR GRADE
 IMMEDIATELY UNDER EACH OPENING.
 3. 3.OPENINGS SHALL BE PERMITTED TO BE INSTALLED IN
 DOORS AND WINDOWS; DOORS AND WINDOWS WITHOUT INSTALLED
 OPENINGS DO NOT MEET THE REQUIREMENTS OF THIS SECTION.

 LOCATION OF FLOOD OPENINGS
 THE IRC AND IBC (BY REFERENCE TO ASCE 24) REQUIRE FLOOD
 OPENINGS ON DIFFERENT SIDES OF EACH ENCLOSED AREA (IRC
 R322.2.2.1) AND ?IN AT LEAST TWO WALLS OF EACH ENCLOSED
 AREA? (ASCE 24, SECTION 2.7.3).
  
 4.SUBMIT THE FOLLOWING THREE (3) ELEVATION CERTIFICATES
 AS REQUIRED:
  
 A CONSTRUCTION DRAWING ELEVATION CERTIFICATE IS
 REQUIRED AT TIME OF PERMIT APPLICATION.
  
 A BUILDING UNDER CONSTRUCTION ELEVATION CERTIFICATE IS
 REQUIRED AT PLACEMENT OF 1ST FLOOR.
  
 A FINISHED CONSTRUCTION ELEVATION CERTIFICATE IS
 REQUIRED AND SHALL BE SUBMITTED FOR REVIEW AND APPROVAL
 PRIOR TO THE ISSUANCE OF THE CERTIFICATE OF OCCUPANCY.
 NOTE: YOU MAY SUBMIT THIS EC FOR REVIEW AFTER FINAL
 GRADE AND PLACEMENT OF EQUIPMENT SERVICING THE
 BUILDING.
  
 5. PROVIDE A SITE DRAINAGE PLAN PER FBC R401.3
 IT SHALL BE DRAWN IN ACCORDANCE WITH AN ACCURATE AND
 INCLUDED BOUNDARY LINE SURVEY.
 FBC R401.3 SITE DRAINAGE
  
 SURFACE DRAINAGE SHALL BE DIVERTED TO A STORM SEWER
 CONVEYANCE OR OTHER APPROVED POINT OF COLLECTION THAT
 DOES NOT CREATE A HAZARD.
 LOTS SHALL BE GRADED TO DRAIN SURFACE WATER AWAY FROM
 FOUNDATION WALLS. THE GRADE SHALL FALL A MINIMUM OF 6
 INCHES WITHIN THE FIRST 10 FEET.
  
 6. PROVIDE A SOILS REPORT.
 R401.4 SOIL TESTS.
 WHERE QUANTIFIABLE DATA CREATED BY ACCEPTED SOIL
 SCIENCE METHODOLOGIES INDICATE EXPANSIVE, COMPRESSIBLE,
 SHIFTING OR OTHER QUESTIONABLE SOIL CHARACTERISTICS ARE
 LIKELY TO BE PRESENT, THE BUILDING OFFICIAL SHALL
 DETERMINE WHETHER TO REQUIRE A SOIL TEST TO DETERMINE
 THE SOIL?S CHARACTERISTICS AT A PARTICULAR LOCATION.
 THIS TEST SHALL BE DONE BY AN APPROVED AGENCY USING AN
 APPROVED METHOD.
  
 7. REF. WINDOW SCHEDULE ON PLAN PAGE A550 FOR THE
 FOLLOWING COMMENT:
 PROVIDE WINDOW TYPE TO LEGEND.
 107.2 CONSTRUCTION DOCUMENTS. CONSTRUCTION DOCUMENTS
 SHALL BE IN ACCORDANCE WITH SECTIONS107.2.1 THROUGH

 8. PROVIDE PRODUCT APPROVALS FOR EXT. DOORS.
 FBC 107.3.4 PROVIDE PRODUCT APPROVALS FOR THOSE
 PRODUCTS WHICH ARE REGULATED BY FAC RULE 9N-3 REVIEWED
 AND APPROVED IN WRITING BY THE DESIGNER OF RECORD.
  
 9. DESIGNER SPECIFIES CEILING INSULATION SHALL BE
 ICYNENE SPRAY FOAM INSULATION WITH A VALUE OF R-30.
 (PLAN PAGE A302). ENERGY SUBMITTAL USES A CEILING
 R-VALUE OF R-20. PLEASE CLARIFY?
 R402.1.2INSULATION AND FENESTRATION CRITERIA.
 THE BUILDING THERMAL ENVELOPE SHALL MEET THE
 REQUIREMENTS OF TABLE R402.1.2, BASED ON THE CLIMATE
 ZONE SPECIFIED IN CHAPTER 3.
  
 10. DESIGNER SPECIFIES CMU WALL INSULATION SHALL HAVE A
 R-VALUE OF R-11. (PLAN PAGE A303). ENERGY SUBMITTAL
 USES A CMU WALL R-VALUE OF R-20. PLEASE CLARIFY?
 R402.1.2INSULATION AND FENESTRATION CRITERIA.
 THE BUILDING THERMAL ENVELOPE SHALL MEET THE
 REQUIREMENTS OF TABLE R402.1.2, BASED ON THE CLIMATE
 ZONE SPECIFIED IN CHAPTER 3.
  
 11. PROVIDE THE ICC-ES REPORT FOR THE ICYNENE SPRAY
 FOAM INSULATION.
 107.2 CONSTRUCTION DOCUMENTS. CONSTRUCTION DOCUMENTS
 SHALL BE IN ACCORDANCE WITH SECTIONS107.2.1 THROUGH
 107.2.5.
  
 PLEASE NOTE THAT SUBMITTAL OF ADDITIONAL AND/OR REVISED
 MATERIALS MAY RESULT IN NEW PLAN REVIEW COMMENTS.
  
 WHEN RESUBMITING, IT IS HELPFUL TO PROVIDE A RESPONSE
 LETTER ADDRESSING EACH ITEM ALONG WITH THE CITY
