 AMENDMENTS TO THE FLORIDA BUILDING CODE, CHAPTER 1,
 ADMINISTRATION
  
 2020 EXISTING BUILDING CODE. 801.3 COMPLIANCE. ALL NEW
 CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND SPACES
 SHALL COMPLY WITH THE REQUIREMENTS OF THE FLORIDA
 BUILDING CODE, BUILDING.
  
 1ST REVIEW
 DATE: WED. JULY 14TH/ 2021
 ACTION: DENIED
  
 1) THE FLOOR PLAN INDICATES THE EXTERIOR BALCONY IS TO
 BE TILED. THE CITY W. P. B. BUILDING DEPARTMENT WILL
 NEED AN SIGNED & SEALED ENGINEER?S LETTER STATING THERE
 ARE NO STRUCTURAL CRACKS IN THE BALCONY DECK, AND NO
 SPAWLING OF CONCRETE ON THE BALCONY DECK (EXPOSED
 RE-BAR, IF SO WHAT WILL BE NEEDED TO CORRECT THE ISSUES
 AND SEAL THEM. IN ADDITION THE STRUCTURAL ENGINEER IS
 TO VERIFY WITH AN ADDITIONAL LAYER OF TILE THE BALCONY
 DECK THERE IS HEIGHT ENOUGH FOR THE SLIDING DOOR TRACKS
 TO ALLOW THE WEEP WATER OUT OF THE TRACK AND OVER THE
 NEW FLOOR TILE AND OVER THE EDGE OF THE BALCONY.
  
 2) THE SUBMITTED FLOOR PLAN (DATED 4/28) INDICATED NEW
 PORCELAIN FLOOR TILE ON THE BALCONY AND 2 BATHROOM
 FLOORS. ALL CROSS-HATCHED AREAS WOOD FLOORING. THE
 PROPOSED FLOOR PLAN (DATED 6/18) DOES NOT STATE TILE TO
 BE INSTALLED ON THE EXTERIOR BALCONY. NO MENTION OF
 TILE FLOORS IN THE MASTER BATH (NO FLOOR TILE WORK BATH
 # 2), HARDWOOD FLOORS THROUGH-OUT THE REMAINDER OF THE
 UNIT. PLEASE CLARIFY WILL THERE BE TILE ON THE BALCONY,
 WITHIN THE BATHROOMS WILL TILE BE INSTALLED OR HARDWOOD
 FLOORING. PLEASE ALSO SPECIFY WHEN STATING WOOD
 FLOORING, IS THIS ? INCH HARWOOD FLOORING OR A LAMINATE
 FLOORING, AND THE THICKNESS. 107.2.1.2 ADDITIONAL
 INFORMATION IS REQUIRED.
  
 3) SUBMITTED IS A SALES BROCHURE FOR PROFLEX SUPER SIM
 90 FOR TILE. THERE WAS NO LITERATURE SUBMITTED FOR
 EITHER ? INCH HARDWOOD FLOORING OR FOR LAMINATE
 FLOORING. FLOOR INSULATION/ UNDERLAYMENT (FBC-B 2020)
 FOR TILE, STONE, MARBLE, VINYL AND WOOD FLOORING ALL
 NEED TO HAVE HAD THE SOUND UNDERLAYMENT TESTED FLOOR
 ASSEMBLIES TO THE FOLLOWING STANDARDS AND MEET THE
 QUALIFICATIONS LISTED UNDER EACH OF THE STANDARDS FOR A
 6 INCH CONCRETE FLOOR ASSEMBLY/ NO DROPPED CEILING:
 PLEASE PROVIDE ALL THREE TEST REPORTS FOR TYPE I AND OR
 TYPE II BUILDINGS SHOWING COMPLIANCE WITH:
  
 3A) FBC-B 2020 1207.3 STRUCTURE-BORNE SOUND.
 FLOOR/CEILING ASSEMBLIES BETWEEN DWELLING UNITS OR
 BETWEEN A DWELLING UNIT AND A PUBLIC OR SERVICE AREA
 WITHIN THE STRUCTURE SHALL HAVE AN IMPACT INSULATION
 CLASS (IIC) RATING OF NOT LESS THAN 50 (45 IF FIELD
 TESTED) WHEN TESTED IN ACCORDANCE WITH ASTM E-492.
  
 3B) FBC-B 2020 1207.2 AIR-BORNE SOUND. WALLS,
 PARTITIONS AND FLOOR/CEILING ASSEMBLIES SEPARATING
 DWELLING UNITS FROM EACH OTHER OR FROM PUBLIC OR
 SERVICE AREAS SHALL HAVE A SOUND TRANSMISSION CLASS
 (STC) OF NOT LESS THAN 50 (45 IF FIELD TESTED) FOR
 AIR-BORNE NOISE WHEN TESTED IN ACCORDANCE WITH ASTM E
 90.
  
 3C) FLAME SPREAD- FBC-B 2020 603.1. EXCEPTION 2.
 INSULATION INSTALLED BETWEEN A FINISHED FLOOR AND SOLID
 DECKING WITHOUT INTERVENING AIRSPACE SHALL BE ALLOWED
 TO HAVE A FLAME SPREAD INDEX OF NOT MORE THAN 200.
 FLAME SPREAD INDEX. A COMPARATIVE MEASURE, EXPRESSED AS
 A DIMENSIONLESS NUMBER, DERIVED FROM VISUAL
 MEASUREMENTS OF THE SPREAD OF FLAME VERSUS TIME FOR A
 MATERIAL TESTED IN ACCORDANCE WITH ASTM E 84 OR UL 723.
  
 4) THE FLOOR PLAN INDICATES THE REMOVAL OF THE TUB AND
 NEW SHOWER PLEASE SHOW COMPLIANCE WITH:
  
 4A) POST TENSION SLAB/ NEW HOLES. THE PLAN IS SILENT AS
 IF THE LOCATION OF THE EXISTING TUB DRAIN IS GOING TO
 BE REUSED IN THE SAME LOCATION. IF NOT, THEN THE FLOOR
 SLAB WILL NEED TO BE X-RAYED TO FIND THE POST TENSION
 CHORD LOCATIONS. 107.2.1.2. ADDITIONAL INFORMATION IS
 REQUIRED.
  
 4B) THROUGH-PENETRATIONS FIRESTOP SYSTEMS (HORIZONTAL
 ASSEMBLIES). IF A NEW FLOOR PENETRATION IS MADE FOR THE
 FUTURE SHOWER DRAIN, THEN YOU NEED TO SHOW COMPLIANCE
 WITH THE 2020 FBC-B SECTION 714.5.1.2.
 THROUGH-PENETRATIONS FIRESTOP SYSTEMS (HORIZONTAL
 ASSEMBLIES). THROUGH PENETRATIONS SHALL BE PROTECTED BY
 A THROUGH PENETRATION FIRESTOP SYSTEM INSTALLED IN
 ACCORDANCE WITH ASTM E814 OR UL 1479. THE SYSTEM SHALL
 HAVE AN F RATING / T RATING OF NOT LESS THAN 1 HOUR BUT
 NOT LESS THAN THE REQUIRED RATING OF THE FLOOR
 PENETRATED.
  
 4C) 2020 FBC-B 2509.2 BASE FOR TILE. MATERIALS USED AS
 A BASE FOR WALL TILE IN TUB AND SHOWER AREAS AND WALLS
 AND CEILING PANELS IN SHOWER AREAS SHALL BE OF
 MATERIALS LISTED IN TABLE 2509.2 AND INSTALLED IN
 ACCORDANCE WITH MANUFACTURER?S RECOMMENDATIONS. WATER
 RESISTANT GYPSUM BACKING BOARD SHALL BE USED AS A BASE
 FOR TILE IN WATER CLOSET COMPARTMENT WALLS WHEN
 INSTALLED IN ACCORDANCE WITH GA-216 OR ASTM C840 AND
 THE MANUFACTURE?S RECOMMENDATIONS.
  
 4D) 2020 FBC-B SHOWERS & TUBS 1210.3. SHOWER
 COMPARTMENTS AND BATHTUBS WITH INSTALLED SHOWER HEADS
 SHALL BE FINISHED WITH A NONABSORBENT SURFACE TO A
 HEIGHT NOT LESS THAN 72 INCHES ABOVE THE DRAIN INLET.
  
 5) A TRANSMITTAL LETTER LISTING THE ORIGINAL REVIEW
 COMMENT NUMBER, WITH A DESCRIPTION OF THE REVISION
 MADE, IDENTIFYING THE SHEET OR SPECIFICATION PAGE WHERE
 THE CHANGES CAN BE FOUND WILL HELP TO EXPEDITE YOUR
 PERMIT. THANK YOU FOR YOUR ANTICIPATED COOPERATION.
