 BUILDING IMPROVEMENT COST FOR FEMA'S "SUBSTANTIAL
 IMPROVEMENT" REQUIREMENT - PLEASE PROVIDE A LETTER FROM
 THE BUILDING OWNER THAT PROVIDES THE BUILDING PERMIT
 NUMBERS FOR THE WORK ON THIS BUILDING FOR THE PAST 5
 YEARS - EVEN IF THE NUMBER OF PERMITS IS ZERO. ( CITY
 ORD: SEC. 18-35) SUBSTANTIAL IMPROVEMENT MEANS ANY
 COMBINATION OF REPAIR, RECONSTRUCTION, REHABILITATION,
 ALTERATION, ADDITION, OR OTHER IMPROVEMENT OF A
 BUILDING OR STRUCTURE, FOR WHICH THE CUMULATIVE COST IN
 ANY FIVE YEAR PERIOD OF WHICH EQUALS OR EXCEEDS 50
 PERCENT OF THE MARKET VALUE OF THE BUILDING OR
 STRUCTURE AT THE END OF THE FIVE YEAR PERIOD AND BEFORE
 THE MOST RECENT IMPROVEMENT OR REPAIR IS STARTED. IF
 THE STRUCTURE HAS INCURRED "SUBSTANTIAL DAMAGE," ANY
 REPAIRS ARE CONSIDERED SUBSTANTIAL
