 BREAK DOWN. THE RESPONSE ALSO STATES SEE ATTACHED IS AN
 UP-TO-DATE APPRAISAL OF THE EXISTING BUILDING WHICH
 ALSO IS A MISSING DOCUMENT. .
  
 1ST ROUND COMMENTS. DETERMINATION OF SUBSTANTIAL
 IMPROVEMENT OR NOT. SUBSTANIAL IMPROVEMENT. SECTION
 94-546 PROVISIONS FOR FLOOD HAZARD REDUCTION. (A)(3)
 ANY ALTERATION, REPAIR, RECONSTRUCTION, OR IMPROVEMENTS
 TO A PROPERTY WHICH THE CUMULATIVE COST FOR ANY FIVE
 YEAR PERIOD EQUALS OR EXCEEDS 50 % OF THE BUILDING
 VALUE AT THE COMMENCEMENT OF THE FIVE YEAR PERIOD SHALL
 MEET THE REQUIREMENTS OF NEW CONSTRUCTION AS CONTAINED
 IN THIS ARTICLE.
 USING THE PALM BEACH COUNTY PROPERTY APPRAISERS
 WEBSITE, THE CURRENT VALUE FOR IMPROVEMENT VALUE
 (BUILDING) IS $2,288749,00 DOLLARS OF VALUE. ONE-HALF
 OF THAT VALUE IS $1,144,374.50 DOLLARS. IF THE DOLLAR
 VALUE OF ANY PERMIT VALUE IS
 $1,144,374,50 OR HIGHER SUBSTANTIAL IMPROVEMENT IS MET,
 REQUIRING COMPLIANCE WITH FLOOD PREVENTION & CONTROL.
  
  
 3B)(1) FIRST ROUND COMMENT, THE VALUE OF PERMIT
 16030222 WHICH EXPIRED WAS $998, 616.00 DOLLARS OF
 WORK, THE PERMIT WAS ABANDONED.
 A PORTION OF WORK WAS ACCOMPLISHED UNDER THIS PERMIT
 WITH A SAID VALUE. PLEASE PROVIDE WHAT DOLLAR VALUE
 WOULD BE PLACED ON THE WORK COMPLETED. A ROOFING PERMIT
 18100490 WAS COMPLETED WITH A DOLLAR VALUE OF
 $233,764.00 OF VALUE.
 THE ROOFING PERMIT AND PROPOSED WORK ALONE COMES TO A
 VALUE OF $710, 628.00 DOLLARS OF VALUE PLUS THE
 PERCENTAGE OF THE PERMIT 16030222. THE PHASE II PORTION
 OF THIS BUILDING (INTERIOR BUILD OUT) WOULD NEED TO BE
 LESS THAN $433, 746.50 WITH THE VALUE OF THE ABANDONED
 PERMIT TAKEN OUT OF THE THIS DOLLAR AMOUNT TO NOT HIT
 SUBSTANTIAL IMPROVEMENT REQUIREMENTS.
 ALL NEW CONSTRUCTION OR SUBSTANTIAL IMPROVEMENT OF ANY
 COMMERCIAL, INDUSTRIAL OR OTHER NONRESIDENTIAL
 STRUCTURE SHALL EITHER HAVE THE LOWEST FLOOR, INCLUDING
 BASEMENT, ELEVATED TO THE LEVEL OF 2 FEET ABOVE THE
 BASE FLOOD ELEVATION OR, TOGETHER WITH ATTENDANT
 UTILITY AND SANITARY FACILITIES, BE FLOODPROOFED SO
 THAT BELOW 2 FEET ABOVE THE FLOOD BASE LEVEL THE
 STRUCTURE IS WATERTIGHT, WITH WALLS SUBSTANTIALLY
 IMPERMEABLE TO THE PASSAGE OF WATER AND WITH STRUCTURAL
 COMPONENTS HAVING THE CAPABILITY OF RESISTING
 HYDROSTATIC AND HYDRODYNAMIC LOADS AND EFFECTS OF
 BUOYANCY. A REGISTERED PROFESSIONAL ENGINEER OR
 ARCHITECT SHALL CERTIFY THAT THE STANDARDS OF THIS
 SUBSECTION ARE SATISFIED. SUCH CERTIFICATION SHALL BE
 PROVIDED TO THE CITY ENGINEER.
  
 3C) 1ST ROUND COMMENT. THERE MAYBE ANOTHER AVENUE YOU
 MAY WANT TO CONSIDER. THE LIDAR IS NOT ALWAYS ACCURATE,
 THE PROCESS OF GETTING A LOMAR FOR HIS PROPERTY
 REMOVING THIS BUILDING FROM THE FLOOD ZONE.
  
 4) 2ND REQUEST. LIFE SAFETY SHEET & A2 FOR THIS PERMIT
 BEING A SHELL PERMIT THERE SHOULD BE NO OCCUPANCY
 CLASSIFICATION SHOWN. THE LIFE SAFETY SHEET SHOWS THE
 PROPOSED USE AS AN I-2 OCCUPANCY. YES YOU CAN PULL THE
 PERMIT FOR A SHELL BUILDING AND USE THE 2017 EXISTING
 BUILDING CODE AS THE REFERENCED CODE. PLEASE BE AWARE
 IN THE 2017 EXISTING BUILDING CODE SECTION 101.2 SCOPE
 AND THE EXCEPTION: FOR THE PURPOSE OF STATE LICENSED
 FACILITIES, SEE CHAPTER 4, SPECIAL OCCUPANCIES, OF THE
 FLORIDA BUILDING CODE, BUILDING. 2017 FBC-BUILDING CODE
 SECTION 450 NURSING HOMES (I-2OCCUPANCIES)
 SECTION450.1.3 EXEMPT NURSING HOMES FROM COMPLIANCE
 WITH THAT CODE. NURSING HOMES MUST COMPLY WITH RULES
 FOR NEW CONSTRUCTION SINCE IN 450.1.5 THEY HAVE TO
 APPLY FOR STATE LICENSURE PURPOSES.
  
 1ST ROUND COMMENT. THE LIFE SAFETY PLAN SHOWS EXITS AND
 EXIT ACCESS TO THE EXITS, BUT WITHOUT A FLOOR PLAN WITH
 PROPOSED WALLS AND ROOM USES, IT IS NOT TRULY A LIFE
 SAFETY PLAN. ADDITIONAL INFORMATION IS REQUIRED.
