2021-01-28 13:15:13THIS PROJECT HAS TWO AVENUES TO PROCEED:
  
 OPTION A:
  
 ADDRESS THE COMMENTS AND PROCEED THROUGH BUILDING:
 1. REVISE FRONT DOOR TO HAVE A TRADITIONAL MISSION
 DOOR. THE SIDELITES MAY NEED TO BE REMOVED.
 2. INDICATE WHAT PORTIONS OF THE WALL WILL NEED TO BE
 EXTENSIVELY REPAIRED AND REBUILT. A LARGE CRACK IS IN
 THE FRONT SOUTHWEST CORNER OF THE STRUCTURE.
 3. REVISE ALL WINDOWS TO HAVE WHITE OR BRONZE FRAMES.
 CLEAR GLASS ON THE STREET FACING FRONT. CLEAR GLASS OR
 CLEAR GLASS WITH LOW-E ON THE SIDES.
 4. REVISE ALL WINDOWS TO HAVE A SASH WINDOW (ALUMINUM
 SINGLE-HUNG OR VINYL DOUBLE-HUNG) WITH A 6/1 LITE
 PATTERN WITH A MULLION MATCHING THE EXISTING MULLION
 WIDTH FOR ALL PAIRED WINDOWS. THIS MULLION IS LIKELY
 6-INCHES WIDE. THE LITE PATTERN MAY CHANGE DEPENDING ON
 WINDOW WIDTH.
 5. CASEMENTS MAY BE AN OPTION AS NEEDED. DEPENDING ON
 SIZE THEY WILL BE 6 OR 8-LITES.
 6. ALL MUNTINS SHALL NEED TO BE EXTERNAL AND
 DIMENSIONAL. FOR PGT THIS IS A RAISED PYRAMID MUNTIN.
 7. PROVIDE DOCUMENTATION THAT THE FRONT PORCH OPENINGS
 WERE ARCHED. IF SUFFICIENT DOCUMENTATION CANNOT BE
 SUPPLIED, THE OPENINGS WILL NEED TO BE CORNERED.
 8. REVISE ALL RAILINGS TO HAVE A VERTICAL FEATURE. THE
 PARAPET WALL RAILINGS MAY BE CLEAR GLASS. THE PARAPET
 WALL RAILINGS WILL NEED TO BE WITHIN THE PORCH AREA AND
 NOT INSIDE OR OUTSIDE THE PARAPET.
 9. REVISE ALL DOORS TO BE SINGLE FRENCH DOORS OR PAIRED
 FRENCH DOORS.
 10. PROVIDE AN ILLUSTRATION OF THE PROPOSED STUCCO. A
 TRADITIONAL MISSION STUCCO WILL BE REQUIRED.
 11. ROOF VENTS MUST REMAIN.
 12. CHIMNEYS MUST REMAIN.
 13. REVISE PLANS TO MATCH THE EXISTING PARAPET WALL
 DETAILING AND ARTICULATION.
 14. MAINTAIN EXISTING FRONT CENTER WINDOW OPENING ON
 SECOND-STORY.
  
 PROPOSED CONDITIONS, SUBJECT TO CHANGE:
 1. ALL REPLACEMENT WINDOWS SHALL BE SIZED TO FIT THE
 ORIGINAL WINDOW FRAME OPENING (X-AXIS AND Y-AXIS) AND
 MATCH THE LOCATION/DEPTH (Z-AXIS) OF THE ORIGINAL
 WINDOWS.
 2. THE EXISTING MULLION SHALL REMAIN OR BE REPLACED
 WITH A MULLION OF MATCHING WIDTH AND PLACEMENT.
 3. ALL STREET OR SIDEWALK FACING GLASS SHALL BE CLEAR.
 ALL NON-STREET FACING GLASS SHALL BE CLEAR OR CLEAR
 WITH LOW-E COATING. NO TINT. OBSCURED TEXTURED GLASS
 MAY BE USED ON NON-STREET FACING BATHROOMS ONLY.
  
 OPTION B:
  
 STAFF RECOMMENDS THIS OPTION.
  
 THE AD VALOREM TAX EXEMPTION PROGRAM:
 THE CITY OF WEST PALM BEACH AND PALM BEACH COUNTY HAVE
 PASSED PROPERTY TAX ABATEMENT EXEMPTION ORDINANCES,
 WHICH AUTHORIZE GRANTING AN EXEMPTION FROM INCREASES TO
 AD VALOREM TAXES FOR QUALIFIED IMPROVEMENTS TO
 PROPERTIES LISTED IN THE WEST PALM BEACH REGISTER OF
 HISTORIC PLACES. THIS EXEMPTION DOES NOT APPLY TO
 ASSESSED LAND VALUE, ONLY TO THE VALUE OF THE
 IMPROVEMENTS.
  
 THE CITY AND THE COUNTY WILL PROCESS THE APPLICATION
 FOLLOWING MUTUALLY ESTABLISHED PROCEDURES THROUGH BOTH
 THE CITY AND COUNTY COMMISSIONS. ONCE THE HISTORIC
 PRESERVATION BOARD HAS APPROVED THE WORK, THE OWNER HAS
 TWO (2) YEARS TO COMPLETE THE IMPROVEMENTS.
  
 THIS PROGRAM PROVIDES AN ABATEMENT OF TAX INCREASES ON
 THE IMPROVEMENTS TO THE PROPERTY FOR A TEN (10) YEAR
 PERIOD. THE ABATEMENT IS CONVEYED THROUGH A COVENANT
 THAT ACCOMPANIES THE DEED OF THE PROPERTY AND MAY BE
 TRANSFERRED TO FUTURE OWNERS DURING THE ABATEMENT TIME
 PERIOD.
  
 A CERTIFICATE OF APPROPRIATENESS (COA) APPLICATION WILL
 BE REQUIRED IN ADDITION TO AN AD VALOREM
 PRECONSTRUCTION APPLICATION. ALL MATERIALS REQUIRED
 UNDER THE ?AD VALOREM TAX EXEMPTION? WILL BE REQUIRED
 IN ADDITION TO ROOF PLAN, SECTIONS, PROJECT DATA TABLE,
 AND NOTIFICATION. THE APPLICATION FEE IS $250.00. THIS
 CAN BE REVIEWED AT THE STAFF LEVEL, UNLESS YOU WOULD
 LIKE TO COMBINE IT WITH THE NEW CONSTRUCTION. IF
 REVIEWED AT THE STAFF LEVEL, THE NEXT APPLICATION
 DEADLINE IS NOT REQUIRED. THE NEXT APPLICATION DEADLINE
 IS FEBRUARY 17, 2021 FOR THE MARCH 23, 2021 HISTORIC
 PRESERVATION BOARD MEETING.
  
 AN AD VALOREM APPLICATION CAN BE COMBINED FOR ONE (1)
 APPLICATION FOR BOTH STRUCTURES ON THE PROPERTY ONLY IF
 DOING THE MODIFIED RECONSTRUCTION OPTION FOR THE
 ACCESSORY STRUCTURE. IF NOT, A SEPARATE APPLICATION
 WILL BE REQUIRED FOR THE NEW CONSTRUCTION ACCESSORY
 STRUCTURE AND THE AD VALOREM TAX EXEMPTION ON THE
 PRIMARY STRUCTURE.
