 OPTION A:

 IS REQUIRED FOR NEW CONSTRUCTION WITHIN THE NORTHWEST
 HISTORIC DISTRICT. PLEASE EMAIL STAFF AT
 [email protected] TO REQUEST A COPY OF THE
 APPLICATION. INCLUDE ALL APPLICATION MATERIALS REQUIRED
 UNDER ?NEW CONSTRUCTION?. THE NEXT APPLICATION DEADLINE
 IS FEBRUARY 17, 2021 FOR THE MARCH 23, 2021 HISTORIC
 PRESERVATION BOARD MEETING.
  
 THE APPLICATION FEE IS $350.00 + $0.01 PER SQUARE FOOT.
 STAFF RECOMMENDS ADDRESSING THE FOLLOWING COMMENTS
 BEFORE SUBMITTING A COA APPLICATION. ADDITIONAL
 COMMENTS DURING STAFF?S REPORT OR BY THE HISTORIC
 PRESERVATION MAY NEED TO BE ADDRESSED PRIOR TO A PERMIT
 BEING ISSUED.
  
 1. THE TOTAL FLOOR AREA OF ALL ROOFED ACCESSORY
 BUILDINGS ON A PROPERTY SHALL NOT EXCEED 75 PERCENT OF
 THE GROSS FLOOR AREA OF THE PRIMARY STRUCTURE WITH A
 MAXIMUM FLOOR AREA OF 1,000 SQUARE FEET. (SEC.
 94-304(B)(1)). SEE SEC. 94-86 FOR HISTORIC RESIDENTIAL
 DISTRICT DEFINITIONS FOR HOW TO CALCULATE LOT COVERAGE.
 2. REVISE ALL WINDOWS TO BE A SASH WINDOW WITH
 TRADITIONAL WINDOW OPENINGS.
 3. REVISE ALL DOOR OPENINGS TO BE A TRADITIONAL SINGLE
 OR PAIRED FRENCH DOOR.
 4. REVISE RAILINGS TO BE VERTICAL TO EMPHASIZE A
 TRADITIONAL RAILING.
 5. REVISE STUCCO EXTERIOR TO HAVE SIDING. THE SIDING
 MAY BE WOOD, BORAL TRUEXTERIOR, OR HARDIEBOARD SMOOTH
 IN A CHANNEL BEVEL PROFILE TO MATCH THE PREVIOUS
 CONTRIBUTING ACCESSORY STRUCTURE.
 6. REVISE ALL WINDOW FRAMES TO HAVE WHITE FRAMES AND
 CLEAR GLASS OR CLEAR GLASS WITH LOW-E COATING.
 7. REVISE THE FRONT PORCH POST TO BE WOOD OR WOOD
 ALTERNATE PRODUCT SUCH AS TREX.
 8. REVISE THE REAR PORCH TO HAVE A WOOD LIKE MASSING
 FOR THE COLUMNS.
 9. INDICATE ROOFING MATERIAL.
  
 OPTION B:
  
 STAFF RECOMMENDS THIS OPTION.
  
 REVISE THE PLANS TO BUILD A MODIFIED RECONSTRUCTION OF
 THE STRUCTURE THAT WAS PREVIOUSLY CONTRIBUTING. A
 MODIFIED RECONSTRUCTION MAY BE BUILT WITH CMU BLOCKS
 AND HAVE SIDING WITH BORAL TRUEXTERIOR OR HARDIEBOARD
 SMOOTH. THE ENTIRE FRONT PORCH MAY BE A WOOD ALTERNATE
 PRODUCT SUCH AS TREX.
  
 IF THIS APPROACH IS SELECTED, STAFF WILL SUPPORT AN AD
 VALOREM TAX EXEMPTION. THE AD VALOREM TAX EXEMPTION
 PROGRAM:
 THE CITY OF WEST PALM BEACH AND PALM BEACH COUNTY HAVE
 PASSED PROPERTY TAX ABATEMENT EXEMPTION ORDINANCES,
 WHICH AUTHORIZE GRANTING AN EXEMPTION FROM INCREASES TO
 AD VALOREM TAXES FOR QUALIFIED IMPROVEMENTS TO
 PROPERTIES LISTED IN THE WEST PALM BEACH REGISTER OF
 HISTORIC PLACES. THIS EXEMPTION DOES NOT APPLY TO
 ASSESSED LAND VALUE, ONLY TO THE VALUE OF THE
 IMPROVEMENTS.
  
 THE CITY AND THE COUNTY WILL PROCESS THE APPLICATION
 FOLLOWING MUTUALLY ESTABLISHED PROCEDURES THROUGH BOTH
 THE CITY AND COUNTY COMMISSIONS. ONCE THE HISTORIC
 PRESERVATION BOARD HAS APPROVED THE WORK, THE OWNER HAS
 TWO (2) YEARS TO COMPLETE THE IMPROVEMENTS.
  
 THIS PROGRAM PROVIDES AN ABATEMENT OF TAX INCREASES ON
 THE IMPROVEMENTS TO THE PROPERTY FOR A TEN (10) YEAR
 PERIOD. THE ABATEMENT IS CONVEYED THROUGH A COVENANT
 THAT ACCOMPANIES THE DEED OF THE PROPERTY AND MAY BE
 TRANSFERRED TO FUTURE OWNERS DURING THE ABATEMENT TIME
 PERIOD.
  
 A CERTIFICATE OF APPROPRIATENESS (COA) APPLICATION WILL
 BE REQUIRED IN ADDITION TO AN AD VALOREM
 PRECONSTRUCTION APPLICATION. ALL MATERIALS REQUIRED
 UNDER THE ?AD VALOREM TAX EXEMPTION? WILL BE REQUIRED
 IN ADDITION TO ROOF PLAN, SECTIONS, PROJECT DATA TABLE,
 AND NOTIFICATION. THE APPLICATION FEE IS $250.00. THE
 NEXT APPLICATION DEADLINE IS FEBRUARY 17, 2021 FOR THE
 MARCH 23, 2021 HISTORIC PRESERVATION BOARD MEETING.
  
 AN AD VALOREM APPLICATION CAN BE COMBINED FOR ONE (1)
 APPLICATION FOR BOTH STRUCTURES ON THE PROPERTY ONLY IF
 DOING THE MODIFIED RECONSTRUCTION OPTION. IF NOT, A
 SEPARATE APPLICATION WILL BE REQUIRED FOR THE NEW
 CONSTRUCTION ACCESSORY STRUCTURE AND THE AD VALOREM TAX
 EXEMPTION ON THE PRIMARY STRUCTURE.
