 DOCUMENTS, IF A LOCAL GOVERNMENT FINDS IT NECESSARY, IN
 ORDER TO ENFORCE COMPLIANCE WITH THE FLORIDA BUILDING
 CODE AND ISSUE A PERMIT, TO REJECT DESIGN DOCUMENTS
 REQUIRED BY THE CODE THREE OR MORE TIMES FOR FAILURE TO
 CORRECT A CODE VIOLATION SPECIFICALLY AND CONTINUOUSLY
 NOTED IN EACH REJECTION, INCLUDING, BUT NOT LIMITED TO,
 EGRESS, FIRE PROTECTION, STRUCTURAL STABILITY, ENERGY,
 ACCESSIBILITY, LIGHTING, VENTILATION, ELECTRICAL,
 MECHANICAL, PLUMBING, AND GAS SYSTEMS, OR OTHER
 REQUIREMENTS IDENTIFIED BY RULE OF THE FLORIDA BUILDING
 COMMISSION ADOPTED PURSUANT TO CHAPTER 120, THE LOCAL
 GOVERNMENT SHALL IMPOSE, EACH TIME AFTER THE THIRD SUCH
 REVIEW THE PLANS ARE REJECTED FOR THAT CODE VIOLATION,
 A FEE OF FOUR TIMES THE AMOUNT OF THE PROPORTION OF THE
 PERMIT FEE ATTRIBUTED TO PLANS REVIEW.
  
  
  
  
 1) 3RD REQUEST. SAME NOTES FROM DESIGN PROFESSIONAL
 FROM 4/12/2021. THE PLAN REVIEW RESPONSE COMMENTS STATE
 THAT THE VALUE OF THE WORK HAS BEEN REVISED TO MORE
 ACCURATELY REFLECT THE WORK ACCOMPLISHED. THE VALUE OF
 WORK HAS NOT CHANGED NOR DECLARED. IT APPEARS WHEN
 READING THE PLAN REVIEW RESPONSES THAT THIS WORK HAS
 ALREADY BEEN COMPLETED. PLEASE RESPOND HAS THIS WORK
 BEEN COMPLETED WITHOUT A PERMIT.
  
 1ST ROUND OF COMMENTS. THE DESCRIPTION OF WORK IS TO DO
 A REMODEL OF THE INTERIOR OF THE TENANT SPACE, KITCHEN
 CABINETS AND COUNTERTOP NEW SINK AND SUPPLY, 2 NEW
 VANITIES, TUB & SHOWER AND REPLACEMENT OF FLOORING WITH
 TILE WITH THE EXCEPTION OF THE FOYER, REMOVAL OF ALL
 DEBRIS AND COST OF DESIGN PROFESSIONAL AND THE
 CONTRACTOR OVERHEAD AND PROFIT. THE PERMIT VALUE
 DECLARED IS EXTREMELY LOW!!!
 2017 WEST PALM BEACH AMENDMENTS TO THE FLORIDA BUILDING
 CODE, CHAPTER 1, ADMINISTRATION SECTION 109.3 BUILDING
 PERMIT VALUATION. IF, IN THE OPINION OF THE BUILDING
 OFFICIAL, THE CLAIMED VALUATION OF BUILDING,
 ALTERATION, STRUCTURE, ELECTRICAL, GAS, MECHANICAL, OR
 PLUMBING SYSTEMS APPEARS TO BE UNDERESTIMATED ON THE
 APPLICATION, THE PERMIT SHALL BE DENIED. FOR PERMITTING
 PURPOSES, VALUATION OF BUILDINGS AND SYSTEMS SHALL BE
 TOTAL REPLACEMENT PURPOSES, VALUATION OF BUILDINGS AND
 SYSTEMS SHALL BE THE TOTAL REPLACEMENT VALUE TO INCLUDE
 STRUCTURAL, ELECTRICAL, PLUMBING, MECHANICAL, INTERIOR
 FINISHES, NORMAL SITE WORK (EXCAVATION AND BACKFILL FOR
 BUILDINGS), ARCHITECTURAL AND DESIGN FEES, MARKETING
 COST, OVERHEAD AND PROFIT; EXCLUDING ONLY LAND VALUE.
 VALUATION REFERENCES MAY INCLUDE THE LATEST PUBLISHED
 DATA OF NATIONAL CONSTRUCTION COST ANALYSIS SERVICES
 (MARSHALL-SWIFT, MEANS, ETC.) WITH REGIONAL ADJUSTMENTS
 FOR LOCATION AS PUBLISHED BY THE INTERNATIONAL CODE
 CONGRESS.

 2017 FBC-B SHOWERS & TUBS 1210.3. SHOWER COMPARTMENTS
 AND BATHTUBS WITH INSTALLED SHOWER HEADS SHALL BE
 FINISHED WITH A NONABSORBENT SURFACE TO A HEIGHT NOT
 LESS THAN 72 INCHES ABOVE THE DRAIN INLET.
  
  
 5) 3RD REQUEST. NO FLOORING INSULATION WAS SUBMITTED
 FOR THE 2ND OR 3RD REVIEW. THE RESPONSE STATES THE
 FLOOR SOUND INSULATION MATERIALS WERE INSTALLED AS PER
 THE BUILDING REQUIREMENTS FOR STANDARDS OF TILE FLOOR
 INSTALLATIONS. IF FIELD TESTING BY A CERTIFIED
 LABORATORY, PLEASE SUBMIT BOTH REQUIRED REPORTS FOR THE
 IIC AND STC REQUIREMENTS. COMMENT 5C THE FLAME SPREAD
 REPORT WILL ALSO NEED TO BE SATISFIED.

 FLOORING, EXCEPT ENTRY, WITH NEW FLOOR TILE. FLOOR
 INSULATION (FBC-B 2017) OR TILE, STONE, MARBLE, VINYL
 AND WOOD FLOORING ALL NEED TO HAVE HAD THE SOUND
 UNDERLAYMENT TESTED FLOOR ASSEMBLIES TO THE FOLLOWING
 STANDARDS AND MEET THE QUALIFICATIONS LISTED UNDER EACH
 OF THE STANDARDS FOR A 6 INCH CONCRETE FLOOR ASSEMBLY/
 NO DROPPED CEILING:

 WITHIN THE STRUCTURE SHALL HAVE AN IMPACT INSULATION
 CLASS (IIC) RATING OF NOT LESS THAN 50 (45 IF FIELD
 TESTED) WHEN TESTED IN ACCORDANCE WITH ASTM E-492.

 PUBLIC OR SERVICE AREAS SHALL HAVE A SOUND TRANSMISSION
 CLASS (STC) OF NOT LESS THAN 50 (45 IF FIELD TESTED)
 FOR AIR-BORNE NOISE WHEN TESTED IN ACCORDANCE WITH ASTM
 E 90.
  
 5)3RD REQUEST. FLAME SPREAD- FBC-B 2020 603.1.
 EXCEPTION 2. INSULATION INSTALLED BETWEEN A FINISHED
 FLOOR AND SOLID DECKING WITHOUT INTERVENING AIRSPACE
 SHALL BE ALLOWED TO HAVE A FLAME SPREAD INDEX OF NOT
 MORE THAN 200.
  
 FLAME SPREAD INDEX. A COMPARATIVE MEASURE, EXPRESSED AS
 A DIMENSIONLESS NUMBER, DERIVED FROM VISUAL
 MEASUREMENTS OF THE SPREAD OF FLAME VERSUS TIME FOR A
 MATERIAL TESTED IN ACCORDANCE WITH ASTM E 84 OR UL 723.
  
 6) A TRANSMITTAL LETTER LISTING THE ORIGINAL REVIEW
 COMMENT NUMBER, WITH A DESCRIPTION OF THE REVISION
 MADE, IDENTIFYING THE SHEET OR SPECIFICATION PAGE WHERE
