 ADMINISTRATION
  
 2017 EXISTING BUILDING CODE. 801.3 COMPLIANCE. ALL NEW
 CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND SPACES
 SHALL COMPLY WITH THE REQUIREMENTS OF THE FLORIDA
 BUILDING CODE, BUILDING.

 ACTION: DENIED
  
 1) THE DESCRIPTION OF WORK IS TO DO A REMODEL OF THE
 INTERIOR OF THE TENANT SPACE, KITCHEN CABINETS AND
 COUNTERTOP NEW SINK AND SUPPLY, 2 NEW VANITIES, TUB &
 SHOWER AND REPLACEMENT OF FLOORING WITH TILE WITH THE
 EXCEPTION OF THE FOYER, REMOVAL OF ALL DEBRIS AND COST
 OF DESIGN PROFESSIONAL AND THE CONTRACTOR OVERHEAD AND
 PROFIT. THE PERMIT VALUE DECLARED IS EXTREMELY LOW!!!
 2017 WEST PALM BEACH AMENDMENTS TO THE FLORIDA BUILDING
 CODE, CHAPTER 1, ADMINISTRATION SECTION 109.3 BUILDING
 PERMIT VALUATION. IF, IN THE OPINION OF THE BUILDING
 OFFICIAL, THE CLAIMED VALUATION OF BUILDING,
 ALTERATION, STRUCTURE, ELECTRICAL, GAS, MECHANICAL, OR
 PLUMBING SYSTEMS APPEARS TO BE UNDERESTIMATED ON THE
 APPLICATION, THE PERMIT SHALL BE DENIED. FOR PERMITTING
 PURPOSES, VALUATION OF BUILDINGS AND SYSTEMS SHALL BE
 TOTAL REPLACEMENT PURPOSES, VALUATION OF BUILDINGS AND
 SYSTEMS SHALL BE THE TOTAL REPLACEMENT VALUE TO INCLUDE
 STRUCTURAL, ELECTRICAL, PLUMBING, MECHANICAL, INTERIOR
 FINISHES, NORMAL SITE WORK (EXCAVATION AND BACKFILL FOR
 BUILDINGS), ARCHITECTURAL AND DESIGN FEES, MARKETING
 COST, OVERHEAD AND PROFIT; EXCLUDING ONLY LAND VALUE.
 VALUATION REFERENCES MAY INCLUDE THE LATEST PUBLISHED
 DATA OF NATIONAL CONSTRUCTION COST ANALYSIS SERVICES
 (MARSHALL-SWIFT, MEANS, ETC.) WITH REGIONAL ADJUSTMENTS
 FOR LOCATION AS PUBLISHED BY THE INTERNATIONAL CODE
 CONGRESS.
  
 2) THE SUBMITTED FLOOR PLAN INDICATES A NEW SHOWER
 LOCATION IN THE MASTER BATH. THE PLANS ARE SILENT AS IF
 A NEW DRAIN WILL BE REQUIRED AND IF A NEW HOLE WILL
 NEED TO BE CORED THROUGH THE FLOOR. BEFORE THIS PROCESS
 WILL OCCUR THE FLOOR SLAB WILL NEED TO BE X-RAYED FOR
 POST TENSION CHORD LOCATIONS. 107.2.1.2 ADDITIONAL
 INFORMATION IS REQUIRED, TO SAFELY CORE DRILL THE FLOOR
 SYSTEM.
  
 3) THE PLANS ARE SILENT AS TO THE NEW THROUGH
 PENETRATION OF THE FLOOR SYSTEM AND THE REQUIRED
 THOROUGH PENETRATION FIRE STOP SYSTEM FOR THE FLOOR
 ASSEMBLY IN COMPLIANCE WITH THE 2017 FBC-B 714.4.1.2.
  
 4A) WITH THE NEW SHOWER LOCATION BEING ON A TENANT
 SEPARATION WALL PLEASE PROVIDE HOW THE 1 HOUR FIRE
 RATING WILL BE MAINTAINED IN ACCORDANCE WITH THE 2017
 FBC-B SECTION 708.3 FIRE RESISTANCE RATING 1 HOUR.
  
 4B) PLEASE ALSO CONSIDER COMPLIANCE WITH 2017 FBC-B
 2509.2 BASE FOR TILE. MATERIALS USED AS A BASE FOR WALL
 TILE IN TUB AND SHOWER AREAS AND WALLS AND CEILING
 PANELS IN SHOWER AREAS SHALL BE OF MATERIALS LISTED IN
 TABLE 2509.2 AND INSTALLED IN ACCORDANCE WITH
 MANUFACTURER?S RECOMMENDATIONS. WATER RESISTANT GYPSUM
 BACKING BOARD SHALL BE USED AS A BASE FOR TILE IN WATER
 CLOSET COMPARTMENT WALLS WHEN INSTALLED IN ACCORDANCE
 WITH GA-216 OR ASTM C840 AND THE MANUFACTURE?S
 RECOMMENDATIONS.
  
 4C) 2017 FBC-B SHOWERS & TUBS 1210.3. SHOWER
 COMPARTMENTS AND BATHTUBS WITH INSTALLED SHOWER HEADS
 SHALL BE FINISHED WITH A NONABSORBENT SURFACE TO A
 HEIGHT NOT LESS THAN 72 INCHES ABOVE THE DRAIN INLET.
  
  
 5) THE PLANS STATED REPLACE ALL FLOORING, EXCEPT ENTRY,
 WITH NEW FLOOR TILE. FLOOR INSULATION (FBC-B 2017). OR
 TILE, STONE, MARBLE, VINYL AND WOOD FLOORING ALL NEED
 TO HAVE HAD THE SOUND UNDERLAYMENT TESTED FLOOR
 ASSEMBLIES TO THE FOLLOWING STANDARDS AND MEET THE
 QUALIFICATIONS LISTED UNDER EACH OF THE STANDARDS FOR A
 6 INCH CONCRETE FLOOR ASSEMBLY/ NO DROPPED CEILING:
 PLEASE PROVIDE ALL THREE TEST REPORTS FOR TYPE I AND OR
 TYPE II BUILDINGS SHOWING COMPLIANCE WITH:
  
 5A) FBC-B 2020 1207.3 STRUCTURE-BORNE SOUND.
 FLOOR/CEILING ASSEMBLIES BETWEEN DWELLING UNITS OR
 BETWEEN A DWELLING UNIT AND A PUBLIC OR SERVICE AREA
 WITHIN THE STRUCTURE SHALL HAVE AN IMPACT INSULATION
 CLASS (IIC) RATING OF NOT LESS THAN 50 (45 IF FIELD
 TESTED) WHEN TESTED IN ACCORDANCE WITH ASTM E-492.
  
 5B) FBC-B 2020 1207.2 AIR-BORNE SOUND. WALLS,
 PARTITIONS AND FLOOR/CEILING ASSEMBLIES SEPARATING
 DWELLING UNITS FROM EACH OTHER OR FROM PUBLIC OR
 SERVICE AREAS SHALL HAVE A SOUND TRANSMISSION CLASS
 (STC) OF NOT LESS THAN 50 (45 IF FIELD TESTED) FOR
 AIR-BORNE NOISE WHEN TESTED IN ACCORDANCE WITH ASTM E
 90.
  
 5) FLAME SPREAD- FBC-B 2020 603.1. EXCEPTION 2.
 INSULATION INSTALLED BETWEEN A FINISHED FLOOR AND SOLID
 DECKING WITHOUT INTERVENING AIRSPACE SHALL BE ALLOWED
 TO HAVE A FLAME SPREAD INDEX OF NOT MORE THAN 200.
  
 FLAME SPREAD INDEX. A COMPARATIVE MEASURE, EXPRESSED AS
 A DIMENSIONLESS NUMBER, DERIVED FROM VISUAL
 MEASUREMENTS OF THE SPREAD OF FLAME VERSUS TIME FOR A
 MATERIAL TESTED IN ACCORDANCE WITH ASTM E 84 OR UL 723.
  
 6) A TRANSMITTAL LETTER LISTING THE ORIGINAL REVIEW
 COMMENT NUMBER, WITH A DESCRIPTION OF THE REVISION
 MADE, IDENTIFYING THE SHEET OR SPECIFICATION PAGE WHERE
 THE CHANGES CAN BE FOUND WILL HELP TO EXPEDITE YOUR
