 OF $5,000.00 DOLLARS. THE CONTRACTOR SHALL INCREASE THE
 DOLLAR AMONT TO A MARKET VALUE BEFORE PERMIT ISSUANCE.
 A HOLD WILLBE PUT ON THE ISSUANCE OF THE PERMIT UNTIL
 VALUE IS INCREASED.
