 SPECIFIC COMMENTS
  
  
 -- SUBMITTED PLANS REMOVE FENCE AND RESPONSE TO
 COMMENTS INDICATE THAT THE FENCE WILL BE KEPT, PLEASE
 CLARIFY.
 NEW FENCE LOCATED AT CORNER OF ELIZABETH AVENUE AND
 BLANCHE STREET IS NOT ON APPROVED PLANS AND STAFF DOES
 NOT SUPPORT THE FENCE BECAUSE OF THE WAIVER OF THE
 AMOUNT OF COMMERCIAL LOCATED ON THE FIRST FLOOR.
 JUSTIFICATION FOR SUCH WAIVER INCLUDED ?EYES ON THE
 STREET.? THE PROPOSED FENCE ENCLOSES AND PRIVATIZES THE
 SPACE. THE SECONDARY FENCE LOCATED AT THE CORNER OF
 BLANCHE AND ELIZABETH WAS NOT ON APPROVED PLANS.
 APPROVED PLANS INCLUDED STOOP ENCLOSURES, RETAINING
 WALLS AND LOW FENCES FOR THE ART PARK, AND TWO DOG
 PARKS ONLY.
