 AMENDMENTS TO THE FLORIDA BUILDING CODE, CHAPTER 1,
 ADMINISTRATION.
  
 2017 EXISTING BUILDING CODE. 801.3 COMPLIANCE. ALL NEW
 CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND SPACES
 SHALL COMPLY WITH THE REQUIREMENTS OF THE FLORIDA
 BUILDING CODE, BUILDING.
  
 1ST REVIEW

 ACTION: DENIED
  
 1) SHEET FP-1 UNDER THE HEADING OF SCOPE OF WORK AND
 GENERAL NOTE # 1 BOTH INDICATE THE INSTALLATION OF A
 PARTIAL FIRE SPRINKLER SYSTEM IN A CONGREGATE CARE
 FACILITY. IN THE TITLE BLOCK THE USE OF THIS BUILDING
 1ST FLOOR A BIRTHING CENTER AND THE 2ND FLOOR AN R-3
 SINGLE FAMILY RESIDENCE. PLEASE CORRECT. 107.2.1.2.
 ADDITIONAL INFORMATION IS REQUIRED.
  
 2) THE FIRE CHIEFS QUESTION AS TO WHY ONLY A PORTION OF
 THE 1ST FLOOR IS BEING FIRE SPRINKLERED. THE DESIGNER
 OF RECORD SHOULD PROVIDE A LETTER ON THEIR LETTERHEAD
 EXPLAINING WHY. THE 2ND FLOOR OCCUPANCY IS A SINGLE R-3
 DWELLING UNIT. BEING IN A MIXED USE BUILDING THE
 FLORIDA BUILDING CODE- BUILDING CODE IS USED. IN A
 MIXED USE BUILDING UNDER THE 2017 FBC-B SECTION
 903.2.8.1 WILL REQUIRE AN AUTOMATIC SPRINKLER SYSTEM IN
 ACCORDANCE WITH 903.3.1.3 WHICH IS A NFPA 13D SPRINKLER
 SYSTEM.
  
 THE SECOND FLOOR HAS ONLY ONE MEANS OF EGRESS PLUS THE
 REQUIRED EGRESS WINDOWS. THE CODE 2017 FBC-B TABLE
 707.3.10 ALSO REQUIRES A 2 HR. FLOOR / CEILING
 ASSEMBLY. THERE IS ALSO RADIANT CEILING DAMPERS WITHIN
 THE FLOOR /CEILING ASSEMBLY UNDER THE R-3 PORTION OF
 THE BUILDING, WHERE FIRE ALARMS DEVICES ARE ALSO
 INSTALLED AS WELL AS THE STAIRWELL AND SECOND STORY
 LIVING QUARTERS.
  
 WE TOOK THIS CASE TO THE BUILDING OFFICIAL ASKING HIM
 THE CODE REALLY DOESN?T STATE WHERE THE R-13D
 SPRINKLERS ARE TO BE INSTALLED IN THE 2ND STORY PORTION
 OF THE BUILDING OR IN THE FIRE RATED FLOOR/ CEILING
 ASSEMBLY? HE AGREED IT WOULD MAKE MORE SINCE TO INSTALL
 THE SPRINKLERS IN THE 2ND FLOOR/CEILING ASSEMBLY TO
 HELP PROTECT THE 2 HOUR FIRE RATED ASSEMBLY.
  
 A LETTER WITH SIMILAR NARRATIVE SHOULD BE SUBMITTED
 FROM THE DESIGN PROFESSIONAL. PLEASE ALSO NOTE THE NFPA
 13D FOUND IN THE 2017 FBC-B SECTION 903.3.13 STATES THE
 SYSTEM SHALL BE INSTALLED IN ACCORDANCE WITH NFPA 13 D.
 NFPA 13D SECTION 6.5 DEALS WITH COMMON SUPPLY PIPES
 WHERE SERVE BOTH FIRE SPRINKLERS AND DOMESTIC USE, THEY
 SHALL COMPLY WITH 6.5.2 AND 6.5.3.
  
 6.5.2 IN COMMON WATER SUPPLY CONECTIONS SERVING MORE
 THAN ONE DWELLING UNIT, 5 GPM SHALL BE ADDED TO THE
 FIRE SPRINKLER DEMAND TO DETERMINE THE SIZE OF COMMON
 PIPING AND THE SIZEE OF TOTAL WATER SUPPLY REQUIREMENTS
 WHERE NO PROVISIONS IS MADE TO PREVENT FLOW INTO
 DOMESTIC WATER SYSTEM UPON OPERATION OF A SPRINKLER.
  
 6.5.3. WHERE WATER TREATMENT AND FILTRATION ARE
 INSTALLED, ON OF THE FOLLOWING CONDITIONS SHALL BE MET:
 (1). THE FLOW RESTRICTION AND PRESSUREE LOSS THROUGH
 THE WATER TREATMENT EQUIPMENT SHALL BE TAKEN INTO
 ACCOUNT IN THE HYDROLIC CALCULATIONS.
 (2). AN AUTOMATIC BYPASS SHALL BE INSTALLED AROUND THE
 WATER TREATEMENT EQUIPMENT THAT DIRECTS ALL WATER
 DIRECTLY TO THE SYSTEM.
  
 3) WHEN RESUBMITTING PLANS PLEASE INDICATE THE REVISION
 & REMOVE ANY VOIDED SHEETS & REPLACE ANY PAGES AS
 NECESSARY. A TRANSMITTAL LETTER LISTING THE ORIGINAL
 REVIEW COMMENT NUMBER, WITH A DESCRIPTION OF THE
 REVISION MADE, IDENTIFYING THE SHEET OR SPECIFICATION
 PAGE WHERE THE CHANGES CAN BE FOUND WILL HELP TO
 EXPEDITE YOUR PERMIT. THANK YOU FOR YOUR ANTICIPATED
