 FOUNDATION PERMIT SECOND BUILDING PLAN REVIEW
 CHECKLIST.
 FBC 6TH EDITION (2017) AND CITY AMENDMENTS.
  
 1- SHEET LS-0.1 LIFE SAFETY PLAN GROUND LEVEL:
 TWO EXITS ARE REQUIRED FROM THE GARAGE. SEC. 1006.2.1
 FBC-BUILDING. FLOOR PLAN SHOWS AN EXIT SIGN AT STAIRWAY
 #4 AND AN EXIT SIGN LEADING TO THE ENTRY VEHICULAR
 RAMP. EGRESS FROM THE GARAGE THRU THE VEHICULAR RAMP IS
 NOT ALLOWED, UNLESS PEDESTRIAN FACILITIES ARE PROVIDED.
 SEC. 1006.2.2.5 FBC-BUILDING. PLEASE REVISE PLAN
 SHOWING HOW THE TWO REQUIRED EXITS WILL BE PROVIDED.
  
 2- THIS BUILDING IS GOING TO BE BUILT IN A AE FLOOD
 ZONE WITH THE BASE FLOOD BFE: 12.7 FEET BASED ON NAVD
 1988.
 CITY OF WEST PALM BEACH ORDINANCE REQUIRES A TWO (2)
 FOOT FREE BOARD ABOVE THE BASE FLOOD ELEVATION (SEC.
 18-284 CITY ORDINANCE NO. 4729-17). THE GARAGE FINISH
 FLOOR ELEVATION IS BELOW THE TWO FEET FREE BOARD. IN
 ADDITION, THE GARAGE LOWEST LEVEL IS GOING TO BE BELOW
 THE BASE FLOOR ELEVATION (12.7 NAVD 88). PLEASE PROVIDE
 COMPLETE DETAILS AND SPECIFICATIONS SHOWING HOW TO MEET
 THE OPENING AND WET FLOODPROOFING REQUIREMENTS FOR
 ENCLOSURES AS REQUIRED BY SEC. 1612.4 FBC-BUILDING. THE
 OTHER OPTION IS TO RAISE THE FINISH FLOOR ELEVATION OF
 THE GARAGE AT THE LOWEST LEVEL.
  
 3- PROPOSED ELEVATION CERTIFICATE SUBMITTED NEEDS TO BE
 COMPLETE AND NEEDS TO BE REVISED (SEC.107.3.5.1.1 CITY
 AMENDMENTS):
  
 A)NEED TO COMPLETE ITEMS A7 AND A9. SEE FEMA ELEVATION
 CERTIFICATE FOR INSTRUCTIONS.
  
 B) ITEM C2 NEEDS TO BE COMPLETE AND CORRECTED:
 (1) SPECIFY THE BENCHMARK UTILIZED AND THE VERTICAL
 DATUM.
 (2) TOP OF NEXT HIGHER FLOOR SPECIFIED ON ITEM C2(B) IS
 INCORRECT. REVISE AS REQUIRED.
 (3) ATTACHED GARAGE (TOP OF SLAB) SPECIFIED ON ITEM
 C2(D) IS INCORRECT. THIS IS NOT N/A. THERE IS AN
 ATTACHED GARAGE IN THIS BUILDING. IN ADDITION, SINCE
 THE GARAGE HAS SEVERAL ELEVATIONS, THEN THIS NEEDS TO
 BE ADDRESSED.
  
 4- LEVEL 1 GARAGE FLOOR PLAN ON SHEET A-2.1 SHOWS VAN
 ACCESSIBLE PARKING AND "LEASING" PARKING SPACES.
 CLARIFY IF THESE PARKING SPACES ARE FOR THE LEASING
 OFFICE. ALSO, HOW DO PEOPLE HAVE ACCESS TO THE LEASING
 AREA?. WHERE IS THE ACCESSIBLE ROUTE?
 SEC. 206.2 FBC-ACCESSIBILITY. (ALSO, ACCESS ISLE IS
 REQUIRED. SEC. 206.2 FBC-ACCESSIBILITY).
  
 5- PLEASE NOTE A 7 STORY BUILDING QUALIFIES AS A
 THRESHOLD BUILDING / FL S. S. 553.71(7).
 ALL PLANS FOR THE BUILDING WHICH ARE REQUIRED TO BE
 SIGNED AND SEALED BY THE ARCHITECT OR ENGINEER OF
 RECORD CONTAIN A STATEMENT THAT, TO THE BEST OF THE
 ARCHITECT'S OR ENGINEER'S KNOWLEDGE, THE PLANS AND
 SPECIFICATIONS COMPLY WITH THE APPLICABLE MINIMUM
 BUILDING CODES AND THE APPLICABLE FIRE-SAFETY STANDARDS
 AS DETERMINED BY THE LOCAL AUTHORITY IN ACCORDANCE WITH
 THIS SECTION AND 633 FLORIDA STATUTES. ONLY THE
 ARCHITECTURAL PLANS HAVE THIS COMPLETE STATEMENT. THE
 STRUCTURAL PLANS DON'T HAVE THIS COMPLETE STATEMENT..
 THE STRUCTURAL PLANS ARE MISSING THE PART OF THE
 STATEMENT REFERRING TO THE APPLICABLE FIRE-SAFETY
 STANDARDS. PLEASE PROVIDE STRUCTURAL DRAWINGS WITH
 COMPLETE STATEMENT. SEC. 110.8.4.4 CITY AMENDMENTS.
  
 NOTE: PLEASE SEE SEPARATE THRESHOLD REVIEW STOP FOR
 COMMENTS. THE STATEMENT ABOVE IS REQUIRED TO BE ON
 PLANS IN ORDER TO PASS THE BUILDING REVIEW.
  
 6- NEW STRUCTURAL DRAWINGS WERE SUBMITTED, BUT I WAS
 UNABLE TO OPEN THEM UP. IT LOOKS LIKE THEY MAY BE
 CORRUPTED. PLEASE CHECK DRAWINGS 087-S2.1 DIM.
 FOUNDATION PLAN DIMENSION TO DRAWING 095-S2.1.CJ.G.
 PLEASE COORDINATE WITH LIBRARIANS LAURA MARCHANT AT

 MAKE SURE ALL DRAWINGS ARE PROPERLY DOWNLOADED AND

 7- SURVEY SUBMITTED DOESN'T SPECIFY WHAT THE ELEVATIONS
 SHOWN ON THE SURVEY ARE BASED ON N.A.V.D 1988 OR NGVD
 1929. SEC. 107.2.1 CITY AMENDMENTS. PLEASE PROVIDE THIS
 INFORMATION.
  
 NOTE:
 ALL PLANS SUBMITTED ARE REFERENCING NGVD 1929. TO AVOID
 MAYOR ERRORS/CONFLICTS/DELAYS IT WILL BE VERY HELPFUL
 TO HAVE ALL THE FINISH FLOOR ELEVATIONS CONVERTED TO
 THE NAVD 1988 SINCE THE NEW FLOOD MAPS ARE BASED ON
 NAVD 1988.
  
 8- PLEASE CLARIFY/REVISE SCOPE OF WORK OF THIS PERMIT
 APPLICATION. CLEARLY SPECIFY IF THE SCOPE OF WORK IS
 ONLY FOR THE FOOTINGS UP TO THE CONCRETE SLAB OR IF
 IT'S FOR FOOTINGS INCLUDING THE CONCRETE SLAB. SEC.
 107.2.1 CITY AMENDMENTS.
  
 NOTE:
 THE VALUE APPLIED TO THIS FOUNDATION PERMIT WILL BE
 DEDUCTED FROM THE VALUE CALCULATED FOR THE CONSTRUCTION
 OF THE REST OF THE BUILDING. SEC. 109.3 CITY

 THIS PERMIT ON THE FOLLOWING NOTES:
  
 9- BASED ON THE HEIGHT OF THE BUILDING, IT LOOKS LIKE A
 BARRIER AND COVERED WALKWAY FOR PROTECTION OF
 PEDESTRIANS WILL BE REQUIRED. THIS WILL BE REQUIRED
 PRIOR TO STARTING CONSTRUCTION. SEC. 3306.1
 FBC-BUILDING.
  
 10- ART IN PUBLIC PLACES. THE CITY OF WEST PALM BEACH
 ART IN PUBLIC PLACES ORDINANCE REQUIREMENT THAT APPLIES
 TO ANY REMODEL OR NEW CONSTRUCTION PROJECT FOR WHICH
 THE PERMIT APPLICATION WAS SUBMITTED AFTER 6/29/14, AND
 THE TOTAL PROJECT CONSTRUCTION COSTS ARE EQUAL TO OR
 GREATER THAN $750,000 WILL NEED TO COMPLY WITH THIS
 ORDINANCE. THIS WILL BE A PROVISO.
