 CODE, CHAPTER 1 OF THE ADMINISTRATIVE CODE SECTION
 107.2.1 INFORMATION ON CONSTRUCTION DOCUMENTS.
 CONSTRUCTION DOCUMENTS SHALL BE OF SUFFICIENT
 CLARITY TO INDICATE THE LOCATION, NATURE AND EXTENT OF
 THE WORK PROPOSED AND SHOW IN DETAIL THAT IT WILL
 CONFORM TO THE PROVISIONS OF THIS CODE AND RELEVANT
 LAWS, ORDINANCES, RULES AND REGULATIONS, AS DETERMINED
 BY THE BUILDING OFFICIAL.

 IS $16,434,316.00. THERE VALUE IS USUALLY LOW. EVEN
 WITH A INCREASED VALUE OF 1.25% OR $20,542,895.00
 DOLLARS THE WHOLE CAMPUS WOULD BE SUBSTANTIAL
 IMPROVEMENTS. EVEN IF WE GO AS FAR AS FIGURING THE
 WHOLE CAMPUS 124,817 SQUARE FEET AT NEW CONSTRUCTION
 COST OF $308.81 DOLLARS A SQUARE FOOT OR A COST OF $38,
 544,737.00 THE $25 MILLION WOULD BE CONSIDERED
 SUBSTANTIAL IMPROVEMENTS. I EXPLAINED THIS TO MS. HILL
 (PLAN REVIEW SUPERVISOR) YESTERDAY, SO SHE HAS SENT OUT
 AN E-MAIL EXPLAINING WHAT SHOULD BE USED PERMIT WISE TO
 DETERMINE WHAT PERMITS SHOULD BE USED FOR THE LAST 5
 YEARS TO DETERMINE IF SUBSTANTIAL IMPROVEMENTS HAVE
 BEEN MET FOR BUILDINGS A & C
  
 4D) 2ND REVIEW. HAVE YOU RECEIVED A LOMAR REMOVING
 THESE AREAS FROM THE FLOOD ZONE? RESPONSE INDICATES
 REFER TO ENCLOSED RESPONSE LETTER ISSUED BY
 KIMLEY-HORN. THE LETTER FROM KIMLEY HORN STATES THE
 PROPOSED BEHAVIORAL ADDITIONS AND ALTERATIONS DOES NOT
 QUALIFY AS A SUBSTANTIAL IMPROVEMENT. THE DOCUMENTS
 SUBMITTED AT THIS TIME STATING 25 MILLION IN
 IMPROVEMENTS, EVEN IF THIS VALUE IS FOR THE WHOLE
 CAMPUS QUALIFIES AS SUBSTANTIAL IMPROVEMENTS WHEN TAKEN
 AT NEW CONSTRUCTION COST OF $38 MILLION FOR THE WHOLE
