 (BFE).
  
 THE CITY OF WEST PALM BEACH HAS APPROVED AN ORDINANCE
 WITH PROVISIONS ABOVE THE FEMA MINIMUM STANDARDS. ALL
 NEW COMMERCIAL STRUCTURES SUBMITTED AFTER OCTOBER 5,
 2017 WILL FOLLOW THE ORDINANCES GUIDELINES FOR FLOOD
 PLAIN MANAGEMENT.
  
 ORDINANCE NO. 4729-17 SEC. 18-34 - TECHNICAL AMENDMENTS
 TO FLORIDA BUILDING CODE, BUILDING. 1612.4.2 ELEVATION
 REQUIREMENTS. THE MINIMUM ELEVATION REQUIREMENTS SHALL
 BE AS SPECIFIED IN ASCE 24 OR THE BASE FLOOD ELEVATION
 PLUS TWO FEET. WHICHEVER IS HIGHER.
  
 ENCLOSURES BELOW THE LOWEST FLOOR. UNIT 5, SECTION E
 COVERED THE REQUIRE-MENTS FOR OPENINGS IN ENCLOSURES.
 IF AN APPLICANT DESIGNS AN ENCLOSURE BELOW THE LOWEST
 FLOOR USING AN ALTERNATIVE TO THE NFIP STANDARD, A
 REGIS-TERED PROFESSIONAL ARCHITECT OR ENGINEER MUST
 CERTIFY THE DESIGN [44 CFR 60.3(C)(5)]. IF A FULL-STORY
 ENCLOSURE IS PLANNED BELOW THE ELEVATED LOWEST FLOOR,
 YOU SHOULD REQUIRE THE APPLICANT TO SIGN A
 NON-CONVERSION AGREEMENT SUCH AS THE ONE IN FIGURE
 5-13.
  
 PLEASE PROVIDE BASE FLOOD ELEVATION CERTIFICATE FEMA
 FORM 086-0-33 TO SHOW WHAT PROPOSED BASE ELEVATION IS
 GOING TO BE.
 ACCORDING TO THE FIRM MAP FOR WPB THE BFE IS 12.7 FEET.
 ORDINANCE 4729-17 SEC. 18-34 REQUIRES ADDITIONAL
 FREEBOARD OF 2 FEET, SO THE DESIGN BFE SHOULD BE 14.7
 (SURVEYOR TO VERIFY AND STATE ON CERTIFICATE)
  
 IF THE PROPOSED FLOOR IS LOWER THAN THE DESIGN BFE AND
 THE INTENT IS TO MAINTAIN FLOOR LEVEL OF EXISTING, DRY
 FLOOD PROOFING CAN BE DONE TO THE DESIGN BFE LEVEL.
 DRY FLOODPROOFING WILL REQUIRE A SUBMITTAL AND THE
 ENGINEER WILL ALSO NEED TO PROVIDE DESIGN CERTIFICATION
 FEMA FORM 086-0-34.

 P.S. IT WOULD BE ADVISABLE TO CONTACT YOUR FLOOD
 INSURANCE PROVIDER TO ASK ABOUT
 ONE FOOT DEDUDCTION OF BFE FOR FLOOD PROOFING. WHEN
 FLOOD PROOFING IS DONE INSTEAD
 OF BRINGING THE LOWEST FLOOR ELEVATION UP TO BFE THE
 ADJUSTER WILL TAKE OFF ONE
 FOOT AND THIS MEANS THAT THE FLOODPROOFING WOULD NEED
 TO BE ONE ADDITIONAL FOOT
 TO GET THE SAME RATE AS BRINGING FLOOR UP TO BFE.
 IN THE CASE OF ADDING FREEBOARD BEYOND THE FIRM BFE I
 DON'T KNOW IF YOU WOULD NEED THAT
 ADDITIONAL FOOT ON TOP OF THE ESTABLISHED DESIGN
 ELEVATION.
