 FBC 107.3.3 PHASED APPROVAL.THE BUILDING OFFICIAL IS
 AUTHORIZED TO ISSUE A PERMIT FOR THE CONSTRUCTION OF
 FOUNDATIONS OR ANY OTHER PART OF A BUILDING OR
 STRUCTURE BEFORE THE CONSTRUCTION
 DOCUMENTS FOR THE WHOLE BUILDING OR STRUCTURE HAVE BEEN
 SUBMITTED, PROVIDED THAT ADEQUATE INFORMATION AND
 DETAILED STATEMENTS HAVE BEEN FILED COMPLYING WITH
 PERTINENT REQUIREMENTS OF
 THIS CODE. THE HOLDER OF SUCH PERMIT FOR THE FOUNDATION
 OR OTHER PARTS OF A BUILDING OR STRUCTURE SHALL PROCEED
 AT THE HOLDER'S OWN RISK WITH THE BUILDING OPERATION
 AND WITHOUT ASSURANCE THAT
 A PERMIT FOR THE ENTIRE STRUCTURE WILL BE GRANTED.
  
 APPROVED WITH EXCEPTION
 THIS PLAN REVISION HAS BEEN APPROVED PROVISIONALLY.
 FAILURE TO CORRECT THE LISTED DEFICIENCIES IN THESE
 PLAN DOCUMENTS PRIOR TO INSPECTIONS WILL RESULT IN
 FAILED INSPECTIONS AND THE ASSETMENT OF RE-INSPECTION
 FEES.
  
 THIS PROJECT IS LOCATED IN A SPECIAL FLOOD HAZARD ZONE
 (AE). THE BASE FLOOD ELEVATION FOR THIS PROJECT IS
 9'-0" NAVD 88, WHICH INCLUDES THE TWO FOOT FREEBOARD
 REQUIRED BY THE CITY OF WEST PALM BEACHES FLOOD
 ORDINANCE. THE MINIMUM FINISH FLOOR ELEVATION OF THE
 LOWEST HABITABLE FLOOR AND ALL OF THE EQUIPMENT THAT
 SERVICES THE BUILDING ARE REQUIRED TO BE AT OR ABOVE
 THE 9'-0" BFE. ON SHEET S3.1 THE FIRE PUMP ROOM IS
 SPECIFIED WITH THE TOP OF SLAB AS (-) 1'-6" AND THE TOP
 OF SLAB FOR THE GROUND FLOOR RESIDENCE IS 0'-0". THE
 CIVIL PLANS SPECIFY THE SLAB OF THE GROUND FLOOR
 RESIDENCE AS 9'-0" NAVD. THE FIRE PUMP SERVICES THE
 RESIDENTIAL BUILDING AND IS REQUIRED TO BE LOCATED AT
 OR ABOVE THE BFE. THEREFORE, THE FIRE PUMP ROOM SLAB
 CAN NOT BE LOCATED AT (-) 1'-6" BELOW THE REQUIRED
 9'-0" NAVD.
  
 NOTE: POST TENSION SLABS. 107.3.4.2 DEFERRED
 SUBMITTALS. FOR THE PURPOSES OF THIS SECTION, DEFERRED
 SUBMITTALS ARE DEFINED AS THOSE PORTIONS OF THE DESIGN
 THAT ARE NOT SUBMITTED AT THE TIME OF THE APPLICATION
 AND THAT ARE TO BE SUBMITTED TO THE BUILDING OFFICIAL
 WITHIN A SPECIFIED PERIOD. DEFERRAL OF ANY SUBMITTAL
 ITEMS SHALL HAVE THE PRIOR APPROVAL OF THE BUILDING
 OFFICIAL. THE REGISTERED DESIGN PROFESSIONAL IN
 RESPONSIBLE CHARGE SHALL LIST THE DEFERRED SUBMITTALS
 ON THE CONSTRUCTION DOCUMENTS FOR REVIEW BY THE
 BUILDING OFFICIAL.
 DOCUMENTS FOR DEFERRED SUBMITTAL ITEMS SHALL BE
 SUBMITTED TO THE REGISTERED DESIGN PROFESSIONAL IN
 RESPONSIBLE CHARGE WHO SHALL REVIEW THEM AND FORWARD
 THEM TO THE BUILDING OFFICIAL WITH A NOTATION
 INDICATING THAT THE DEFERRED SUBMITTAL DOCUMENTS HAVE
 BEEN REVIEWED AND FOUND TO BE IN GENERAL CONFORMANCE TO
 THE DESIGN OF THE BUILDING. THE DEFERRED SUBMITTAL
 ITEMS SHALL NOT BE INSTALLED UNTIL THE DEFERRED
 SUBMITTAL DOCUMENTS HAVE BEEN APPROVED BY THE BUILDING
 OFFICIAL.
  
 FBC 3306.1 PROTECTION REQUIRED. PEDESTRIANS SHALL BE
 PROTECTED DURING CONSTRUCTION, REMODELING AND
 DEMOLITION ACTIVITIES AS REQUIRED BY THIS CHAPTER AND
 TABLE 3306.1. SIGNS SHALL BE PROVIDED TO DIRECT
 PEDESTRIAN TRAFFIC.
 FBC 3306.2 WALKWAYS. A WALKWAY SHALL BE PROVIDED FOR
 PEDESTRIAN TRAVEL IN FRONT OF EVERY CONSTRUCTION AND
 DEMOLITION SITE UNLESS THE APPLICABLE GOVERNING
 AUTHORITY AUTHORIZES THE SIDEWALK TO BE FENCED OR
 CLOSED. WALKWAYS SHALL BE OF SUFFICIENT WIDTH TO
 ACCOMMODATE THE PEDESTRIAN TRAFFIC, BUT IN NO CASE
 SHALL THEY BE LESS THAN 4 FEET (1219 MM) IN WIDTH.
 WALKWAYS SHALL BE PROVIDED WITH A DURABLE WALKING
 SURFACE. WALKWAYS SHALL BE ACCESSIBLE IN ACCORDANCE
 WITH CHAPTER 11 AND SHALL BE DESIGNED TO SUPPORT ALL
 IMPOSED LOADS AND IN NO CASE SHALL THE DESIGN LIVE LOAD
 BE LESS THAN 150 POUNDS PER SQUARE FOOT (PSF) (7.2
 KN/M2).
 FBC 3306.5 BARRIERS. BARRIERS SHALL BE NOT LESS THAN 8
 FEET (2438 MM) IN HEIGHT AND SHALL BE PLACED ON THE
 SIDE OF THE WALKWAY NEAREST THE CONSTRUCTION. BARRIERS
 SHALL EXTEND THE ENTIRE LENGTH OF THE CONSTRUCTION
 SITE. OPENINGS IN SUCH BARRIERS SHALL BE PROTECTED BY
 DOORS WHICH ARE NORMALLY KEPT CLOSED.
 FBC 3306.7 COVERED WALKWAYS. COVERED WALKWAYS SHALL
 HAVE A CLEAR HEIGHT OF NOT LESS THAN 8 FEET (2438 MM)
 AS MEASURED FROM THE FLOOR SURFACE TO THE CANOPY
 OVERHEAD. ADEQUATE LIGHTING SHALL BE PROVIDED AT ALL
 TIMES. COVERED WALKWAYS SHALL BE DESIGNED TO SUPPORT
 ALL IMPOSED LOADS. IN NO CASE SHALL THE DESIGN LIVE
 LOAD BE LESS THAN 150 PSF (7.2 KN/M2) FOR THE ENTIRE
 STRUCTURE.
 FBC 3306.8 REPAIR, MAINTENANCE AND REMOVAL. PEDESTRIAN
 PROTECTION REQUIRED BY THIS CHAPTER SHALL BE MAINTAINED
 IN PLACE AND KEPT IN GOOD ORDER FOR THE ENTIRE LENGTH
 OF TIME PEDESTRIANS ARE SUBJECT TO BEING ENDANGERED.
 THE OWNER OR THE OWNER'S AGENT, UPON THE COMPLETION OF
 THE CONSTRUCTION ACTIVITY, SHALL IMMEDIATELY REMOVE
 WALKWAYS, DEBRIS AND OTHER OBSTRUCTIONS AND LEAVE SUCH
 PUBLIC PROPERTY IN AS GOOD A CONDITION AS IT WAS BEFORE
 SUCH WORK WAS COMMENCED.
  
 FBC 3307.1 PROTECTION REQUIRED. ADJOINING PUBLIC AND
 PRIVATE PROPERTY SHALL BE PROTECTED FROM DAMAGE DURING
 CONSTRUCTION, REMODELING AND DEMOLITION WORK.
 PROTECTION SHALL BE PROVIDED FOR FOOTINGS, FOUNDATIONS,
 PARTY WALLS, CHIMNEYS, SKYLIGHTS AND ROOFS. PROVISIONS
 SHALL BE MADE TO CONTROL WATER RUNOFF AND EROSION
 DURING CONSTRUCTION OR DEMOLITION ACTIVITIES. THE
 PERSON MAKING OR CAUSING AN EXCAVATION TO BE MADE SHALL
 PROVIDE WRITTEN NOTICE TO THE OWNERS OF ADJOINING
 BUILDINGS ADVISING THEM THAT THE EXCAVATION IS TO BE
 MADE AND THAT THE ADJOINING BUILDINGS SHOULD BE
 PROTECTED. SAID NOTIFICATION SHALL BE DELIVERED NOT
 LESS THAN 10 DAYS PRIOR TO THE SCHEDULED STARTING DATE
 OF THE EXCAVATION.
  
 3310.1 STAIRWAYS REQUIRED. WHERE A BUILDING HAS BEEN
 CONSTRUCTED TO A BUILDING HEIGHT OF 50 FEET (15 240 MM)
 OR FOUR STORIES, OR WHERE AN EXISTING BUILDING
 EXCEEDING 50 FEET (15 240 MM) IN BUILDING HEIGHT IS
 ALTERED, NO FEWER THAN ONE TEMPORARY LIGHTED STAIRWAY
 SHALL BE PROVIDED UNLESS ONE OR MORE OF THE PERMANENT
 STAIRWAYS ARE ERECTED AS THE CONSTRUCTION PROGRESSES.
  
 ADDRESS THE ART IN PUBLIC PLACES COMMENTS. THE CITY OF
 WEST PALM BEACH ART IN PUBLIC PLACES ORDINANCE
 REQUIREMENT THAT APPLIES TO ANY REMODEL OR NEW
 CONSTRUCTION PROJECT FOR WHICH THE PERMIT APPLICATION
 WAS SUBMITTED AFTER 6/29/14, AND THE TOTAL PROJECT
 CONSTRUCTION COSTS ARE EQUAL TO OR GREATER THAN
 $750,000 WILL NEED TO COMPLY WITH THIS ORDINANCE.
 PER CITY OF WEST PALM BEACH ORDINANCE NO. 4504-14, AND
 CITY OF WEST PALM BEACH CODE OF ORDINANCES, ARTICLE V,
 ART IN PUBLIC PLACES, SECTION 78-123(A) AND SECTION
 78-126(A), THE ART ASSESSMENT IS 1% OF THE TOTAL
 PROJECT CONSTRUCTION COST.
 PER CITY OF WEST PALM BEACH CODE OF ORDINANCES, ARTICLE
 V, ART IN PUBLIC PLACES, SECTION 78-122, RENOVATION AND
 NEW CONSTRUCTION PROJECTS ARE ASSESSED CUMULATIVELY, SO
 THE ART ASSESSMENT WILL BE APPLICABLE TO ALL FUTURE
 PROJECTS.
 SEC. 78-129. - PUBLIC ART ASSESSMENT FOR PRIVATE
 DEVELOPMENT.
 (A) APPLICABILITY. THE PROVISIONS OF THIS ARTICLE AND
 THE PUBLIC ART ASSESSMENT SECTION SHALL APPLY TO ALL
 PRIVATE DEVELOPMENT PROJECTS, INCLUDING NEW
 CONSTRUCTION, OR THE RENOVATION OR IMPROVEMENT OF AN
 EXISTING BUILDING, WHERE TOTAL CONSTRUCTION COSTS ARE
 EQUAL TO OR GREATER THAN $750,000.00. ALL BUILDINGS
 WITHIN NEW PLANNED DEVELOPMENTS SHALL BE ASSESSED
 CUMULATIVELY TOWARDS THIS ART IN PUBLIC PLACES
 REQUIREMENT, EVEN IF THE BUILDINGS ARE PERMITTED
 SEPARATELY OR DEVELOPED IN PHASES. THE PROVISIONS OF
 THIS SECTION APPLY TO NEW DEVELOPMENT OR NEW
 CONSTRUCTION WITHIN EXISTING PLANNED DEVELOPMENTS. FOR
