 1- PROVIDE COMPLETE PLANS SIGNED AND SEALED BY LICENSED
 ARCHITECT AS REQUIRED BY SEC. 481.229 FLORIDA STATUTE.
  
 NOTE:
 THIS ITEM WAS DISCUSSED BETWEEN STEVE KENNEDY
 (ASSISTANT BUILDING OFFICIAL) AND KEN BEST (ONE OF THE
 OWNERS). OWNER AGREED HE WAS GOING TO TALK TO HIS
 ARCHITECT. ALSO, I DISCUSSED THIS WITH ROBERT BROWN
 (BUILDING OFFICIAL). HE ALSO AGREES ARCHITECT IS
 REQUIRED. CONTRACTOR AND OWNER ARE WELCOME TO REQUEST A
 MEETING WITH ROBERT BROWN, SAMANTHA HILL (CHIEF PLANS
 EXAMINER)AND ME IF ADDITIONAL CLARIFICATION IS

 ARCHITECT IN ORDER TO MAKE PLANS AND SPECIFICATIONS
 FOR, OR SUPERVISE THE ERECTION, ENLARGEMENT, OR
 ALTERATION OF:
 (A)ANY BUILDING UPON ANY FARM FOR THE USE OF ANY
 FARMER, REGARDLESS OF THE COST OF THE BUILDING;
  
 (B)ANY ONE-FAMILY OR TWO-FAMILY RESIDENCE BUILDING,
 TOWNHOUSE, OR DOMESTIC OUTBUILDING APPURTENANT TO ANY

 ORIGINAL COMMENT:
 2- PLANS TO HAVE COMPLETE DETAILS AND SPECIFICATIONS
 CLEARLY SPECIFYING ALL SCOPE OF WORK, INCLUDING BUT NOT
 LIMITED TO WORK ON TENANT FIRE RATED WALLS, FLOOR
 CEILING FIRE RATED ASSEMBLY, FIRE RATING OF TENANT
 ENTRY DOORS, DESIGN PRESSURES FOR EXTERIOR DOORS AND
 WINDOWS, ETC. SEC. 107.2.1 CITY AMENDMENTS.
 NOTE: ACCORDING TO CITY RECORDS PERMIT #98100735 AND
 PROPERTY APPRAISER THERE ARE 12 UNITS TOTAL NOT 13.
 PLANS TO SHOW THAT EXISTING OFFICE IS CHANGED TO
 APARTMENT/STUDIO. NEED TO TAKE PLANS TO PALM BEACH
 COUNTY FOR IMPACT FEES ASSESSMENT.
  
 RESPONSE:
 SCOPE OF WORK SHOWN ON THE FIRST FLOOR PLAN SHEET OF
 DRAWINGS SUBMITTED IS TOO GENERAL. ARCHITECT TO PROVIDE
 COMPLETE DETAILS AND SPECIFICATIONS. AND, CLEARLY
 IDENTIFY ALL AREAS OF WORK.
  
 3- 1- IMPACT FEES
 COUNTY. UPON APPROVAL, ONE SET OF PLANS SHALL BE SIGNED
 OUT AND SUBMITTED TO PALM BEACH COUNTY FOR AN IMPACT
 FEE REVIEW. THE PLANS WITH THE IMPACT FEE STAMP AND A
 COPY OF THE PAID RECEIPT MUST BE RETURNED TO THE CITY
 BUILDING DEPARTMENT BEFORE THE BUILDING PERMIT BEFORE A
 PERMIT TO CONSTRUCT CAN BE ISSUED, IMPACT FEES MUST BE
 PAID TO PALM BEACH CAN BE ISSUED. FOR INFORMATION CALL
 PALM BEACH COUNTY IMPACT FEES AT (561) 233-5025.
  
 ORIGINAL COMMENT:
 4- CLEARLY SPECIFY TYPE AND SIZE OF EXISTING WINDOWS
 AND TYPE AND SIZE OF PROPOSED WINDOWS TO VERIFY
 COMPLIANCE WITH THE EGRESS REQUIREMENTS OF SEC. 702.5
 FBC-EXISTING BUILDING.
  
 RESPONSE:
 PLANS SUBMITTED DON'T SPECIFY EXISTING SIZE AND TYPE OF
 WINDOWS AND PROPOSED SIZE AND TYPE. PROVIDE REQUIRED
 INFORMATION. NEED TO VERIFY MANUFACTURER'S LARGEST
 STANDARD SIZE WINDOW. SEE COPY BELOW OF THE
 REQUIREMENTS OF SEC. 702.5 FBC-EXISTING BUILDING CODE
 WHEN REPLACING WINDOWS. ALSO, NEED TO VERIFY WINDOW
 OPENING CONTROL DEVICES. SEE SEC. 702.4 FBC-EXISTING
 BUILDING BELOW.
  
 702.5 EMERGENCY ESCAPE AND RESCUE OPENINGS.
  
 WHERE WINDOWS ARE REQUIRED TO PROVIDE EMERGENCY ESCAPE
 AND RESCUE OPENINGS IN GROUP R-2 AND R-3 OCCUPANCIES
 AND ONE- AND TWO-FAMILY DWELLINGS AND TOWNHOUSES
 REGULATED BY THE FLORIDA BUILDING CODE, RESIDENTIAL,
 REPLACEMENT WINDOWS SHALL BE EXEMPT FROM THE
 REQUIREMENTS OF SECTIONS 1030.2, 1030.3 AND 1030.5 OF
 THE FLORIDA BUILDING CODE, BUILDING AND SECTIONS
 R310.21 AND R310.2.3 OF THE FLORIDA BUILDING CODE,
 RESIDENTIAL ACCORDINGLY, PROVIDED THE REPLACEMENT
 WINDOW IS THE MANUFACTURER?S LARGEST STANDARD SIZE
 WINDOW THAT WILL FIT WITHIN THE EXISTING FRAME OR
 EXISTING ROUGH OPENING. THE REPLACEMENT WINDOW SHALL BE
 PERMITTED TO BE OF THE SAME OPERATING STYLE AS THE
 EXISTING WINDOW OR A STYLE THAT PROVIDES FOR AN EQUAL
 OR GREATER WINDOW OPENING AREA THAN THE EXISTING
 WINDOW.
  
 WINDOW OPENING CONTROL DEVICES COMPLYING WITH ASTM
 F2090 SHALL BE PERMITTED FOR USE ON WINDOWS REQUIRED TO
 PROVIDE EMERGENCY ESCAPE AND RESCUE OPENINGS.
  
 NOTE: WINDOW REPLACEMENT ALSO MAY NEED TO COMPLY WITH
 THE WINDOW OPENING CONTROL DEVICES SEC. 702.4
 FBC-EXISTING BUILDING. THIS WILL BE VERIFIED IN THE
 FIELD BY THE INSPECTOR.
  
 702.4 WINDOW OPENING CONTROL DEVICES.
 IN GROUP R-2 OR R-3 BUILDINGS CONTAINING DWELLING UNITS
 AND ONE- AND TWO-FAMILY DWELLINGS AND TOWNHOUSES
 REGULATED BY THE FLORIDA BUILDING CODE, RESIDENTIAL,
 WINDOW OPENING CONTROL DEVICES COMPLYING WITH ASTM
 F2090 SHALL BE INSTALLED WHERE AN EXISTING WINDOW IS
 REPLACED AND WHERE ALL OF THE FOLLOWING APPLY TO THE
 REPLACEMENT WINDOW:
  
 1.THE WINDOW IS OPERABLE;
  
 2. THE WINDOW REPLACEMENT INCLUDES REPLACEMENT OF THE
 SASH AND THE FRAME;
  
 3.ONE OF THE FOLLOWING APPLIES:
  
 3.1.IN GROUP R-2 OR R-3 BUILDINGS CONTAINING DWELLING
 UNITS, THE TOP OF THE SILL OF THE WINDOW OPENING IS AT
 A HEIGHT LESS THAN 36 INCHES (915 MM) ABOVE THE
 FINISHED FLOOR; OR
  
 3.2. IN ONE- AND TWO-FAMILY DWELLINGS AND TOWNHOUSES
 REGULATED BY THE FLORIDA BUILDING CODE, RESIDENTIAL,
 THE TOP SILL OF THE WINDOW OPENING IS AT A HEIGHT LESS
 THAN 24 INCHES (610 MM) ABOVE THE FINISHED FLOOR;
  
 4.THE WINDOW WILL PERMIT OPENINGS THAT WILL ALLOW
 PASSAGE OF A 4-INCH-DIAMETER (102 MM) SPHERE WHEN THE
 WINDOW IS IN ITS LARGEST OPENED POSITION; AND
  
 5.THE VERTICAL DISTANCE FROM THE TOP OF THE SILL OF THE
 WINDOW OPENING TO THE FINISHED GRADE OR OTHER SURFACE
 BELOW, ON THE EXTERIOR OF THE BUILDING, IS GREATER THAN
 72 INCHES (1829 MM).
  
 THE WINDOW OPENING CONTROL DEVICE, AFTER OPERATION TO
 RELEASE THE CONTROL DEVICE ALLOWING THE WINDOW TO FULLY
 OPEN, SHALL NOT REDUCE THE MINIMUM NET CLEAR OPENING
 AREA OF THE WINDOW UNIT TO LESS THAN THE AREA REQUIRED
 BY THE FLORIDA BUILDING CODE, BUILDING.
  
 EXCEPTIONS:
  
 1.OPERABLE WINDOWS WHERE THE TOP OF THE SILL OF THE
 WINDOW OPENING IS LOCATED MORE THAN 75 FEET (22 860 MM)
 ABOVE THE FINISHED GRADE OR OTHER SURFACE BELOW, ON THE
 EXTERIOR OF THE ROOM, SPACE OR BUILDING, AND THAT ARE
 PROVIDED WITH WINDOW FALL PREVENTION DEVICES THAT
 COMPLY WITH ASTM F2006.
  
 2.OPERABLE WINDOWS WITH OPENINGS THAT ARE PROVIDED WITH
 WINDOW FALL PREVENTION DEVICES THAT COMPLY WITH ASTM
 F2090.

 5- PROVIDE PRODUCT APPROVAL (2 COPIES) AS REQUIRED BY
 FAC 61G20-3.001 FOR (NOTE: THIS MAY BE SUBMITTED LATER
 AS A DEFERRED SUBMITTAL BUT BEFORE INSTALLATION TO
 AVOID CONFLICTS/DELAYS):
  
 A) EXTERIOR DOORS IF REPLACED. PLANS ARE NOT CLEAR IF
 DOORS ARE GOING TO BE REPLACED.

 6- DESIGNER OF RECORD TO REVIEW AND APPROVE IN WRITING
 (NOT SIGNING AND SEALING) ALL PRODUCT APPROVALS (DOORS,
 WINDOWS) AS REQUIRED BY SEC. 107.3.4.1 CITY AMENDMENTS.
  
 ORIGINAL COMMENT:
 7-VALUATION DECLARED IN THE PERMIT APPLICATION IS TOO
 LOW. REVISE AS REQUIRED BY SEC. 109.3 CITY AMENDMENTS.
  
 RESPONSE:
 CONTRACTOR'S PROPOSAL LETTER SUBMITTED INCLUDES
 EXTERIOR WORK THAT NEEDS TO BE DONE UNDER SEPARATE
 PERMITS (ROOFING, EXTERIOR LIGHTING, LANDSCAPING AND
 DRIVEWAY). PROVIDE ONLY THE VALUATION FOR WORK WITHIN
 THE BUILDING. APPLY FOR THE OTHER PERMITS SEPARATELY.
 ALSO, PROPOSAL LETTER SPECIFIES 25 UNITS. CLARIFY # OF
 UNITS.
  
 NEW COMMENT:
 8- CONTRACTOR'S PROPOSAL LETTER INCLUDES NEW FLOORING.
 PROVIDE THE FOLLOWING FLOORING INFORMATION AS REQUIRED
 BY SEC. 602.2 FBC-EXISTING BUILDING CODE FOR NEW AND
 REPLACEMENT MATERIALS. SEE COPY OF THIS SECTIION BELOW.
 (NOTE: THIS MAY BE SUBMITTED LATER AS A DEFERRED
 SUBMITTAL BUT BEFORE INSTALLATION TO AVOID
 CONFLICTS/DELAYS):
  
 FLOORING SOUND INSULATION MATERIAL:
 A) PROVIDE 2 COPIES OF THE FLAME SPREAD INDEX AND SMOKE
 DEVELOPED INDEX TEST DONE IN ACCORDANCE WITH ASTM E 84
 OR UL 723 AS REQUIRED BY SEC. 720.1 OF FBC 6TH EDITION
 (2017).
  
 B) PROVIDE 2 COPIES OF THE SOUND TRANSMISSION CLASS
 (STC) TEST DONE IN ACCORDANCE WITH ASTM E 90 AS
 REQUIRED BY SEC. 1207.2 OF FBC 6TH EDITION (2017).
  
 C) PROVIDE 2 COPIES OF THE IMPACT INSULATION CLASS
 (IIC) TEST DONE IN ACCORDANCE WITH ASTM E 492 AS
 REQUIRED BY SEC. 1207.3 OF FBC 6TH EDITION (2017).
  
 NOTE: TEST SAMPLES TO MATCH BUILDING CONSTRUCTION AND
 PROPOSED FLOOR FINISH.
  
 602.2 NEW AND REPLACEMENT MATERIALS.
  
 EXCEPT AS OTHERWISE REQUIRED OR PERMITTED BY THIS CODE,
 MATERIALS PERMITTED BY THE APPLICABLE CODE FOR NEW
 CONSTRUCTION SHALL BE USED. LIKE MATERIALS SHALL BE
 PERMITTED FOR REPAIRS AND ALTERATIONS, PROVIDED NO
 DANGEROUS OR UNSAFE CONDITION, AS DEFINED IN CHAPTER 2,
 IS CREATED. HAZARDOUS MATERIALS, SUCH AS ASBESTOS AND
 LEAD-BASED PAINT, SHALL NOT BE USED WHERE THE CODE FOR
 NEW CONSTRUCTION WOULD NOT PERMIT THEIR USE IN
 BUILDINGS OF SIMILAR OCCUPANCY, PURPOSE AND LOCATION.
  
 EXCEPTION: REPAIRS TO A HISTORIC BUILDING SHALL BE
 PERMITTED USING ORIGINAL OR LIKE MATERIALS. MATERIALS
