 5/18/18 MET WITH OWNER, EXPLAINED FIRST REVIEW COMMENTS
 OF 4/18/18 WERE NOT SUFFIENTLY ADDRESSED.
  
 FIRST REVIEW COMMENTS SEE BELOW:
  
 AS DISCUSSED WITH ARCHITECT NORM PAUL, I PROVIDED VIA
 EMAIL THE FILE RECORD REGARDING THE BUILDING AT THE
 SUBJECT ADDRESS. IT ESTABLISHES THAT THE SINGLE STORY
 PORTION SHOWN AS A THIRD UNIT ON THE PROPERTY WAS ONLY
 A ROOM WITH A BATHROOM AND A ONE CAR GARAGE IN 1964.
 THERE IS NO PERMIT RECORD ON FILE THAT I CAN FIND TO
 CHANGE THAT AREA OF APPROXIMATELY 605 SF FROM A ROOM
 WITH BATH AND GARAGE TO A DWELLING UNIT. THERE ARE
 RECORDS FOR OTHER WORK SUCH AS RECENT WINDOW, ROOFING
 AND ELECTRICAL UPGRADES. THE WINDOW SERVING THE BEDROOM
 MAY NOT MEET EGRESS REQUIREMENTS. SUCH PERMITS ISSUED
 SEPARATELY DO NOT ALLOW FOR THE LEGAL ESTABLISHMENT OF
 A THIRD UNIT. THE UNIT MAY APPEAR LEGAL BUT AGAIN, THE
 RECORD TO LEGALLY ESTABLISH IT IS NOT APPARENT. THE
 PRESUMPTION IS THAT WORK WAS DONE IN THE PAST WITHOUT
 ALL THE REQUIRED PERMITTING TO PROPERLY AND LEGALLY
 ESTABLISH THE USE OF THE APPARENT THIRD UNIT. I
 PROVIDED THE CONTACT INFORMATION TO THE CUSTOMER FOR
 CRAIG MCPHERSON, CUSTOMER SERVICE ASSOCIATE IN THE
 EVENT THEY MAY WISH TO REQUEST HE CHECK RECORDS TO
 VERIFY MY CONCLUSION. TO PROCEED WITH LEGALLY
 ESTABLISHING THE THIRD UNIT, THE APPLICANT MUST NOW
 DEVELOP A PLAN TO DEMONSTRATE COMPLIANCE WITH CURRENT
 APPLICABLE CODE AS IF CHANGING THE LAYOUT ON FILE TO A
 LEGAL DWELLING UNIT UNDER THE REQUIREMENTS OF THE FBC
 2017 EXISTING BUILDING CHAPTER 10 CHANGE OF OCCUPANCY.
 THE PLAN MUST SHOW COMPLIANCE WITH PLUMBING REGARDING
 THE CONNECTIONS TO THE KITCHEN AS THE BATHROOM IS
 PRESUMED TO BE EXISTING, COMPLETE ELECTRICAL COMPLIANCE
 FOR THE INTERIOR IN TERMS OF REQUIRED ELECTRICAL
 CIRCUITS, DEVICES AND SMOKE ALARMS, ETC, A MECHANICAL
 PLAN FOR REQUIRED HEAT AND ANY PROVIDED COOLING, AND AN
 ENERGY SUBMITTAL. ADDITIONALLY COMPLIANCE WITH CHAPTER
 9 FBC IS REQUIRED AS TO FIRE PROTECTION SYSTEMS
 INCLUDING INCLUDING FIRE SPRINKLER AND FIRE ALARM. THE
 ARCHITECTURAL PLAN MUST PROVIDE THE CODE REFERENCE AND
 A SCOPE OF WORK DISCUSSING THE ATTEMPT TO LEGALIZE
 EXISTING WORK THROUGH ASSURING THE RECONFIGURATION OF
 THE SPACE COMPLIES WITH THE AFOREMENTIONED FBC 2017
 EXISTING BUILDING CHAPTER 10 CHANGE OF OCCUPANCY. PRIOR
 TO PERMIT ISSUANCE THE APPROVED PLAN WILL NEED TO BE
 REVIEWED BY THE PBC IMPACT FEE OFFICE AND A FEE MAY BE
 DUE TO THEM. AN APPROPRIATE VALE FOR THIS WORK WILL
 NEED TO BE ESTABLISHED. $1,200.00 SEEMS LOW. IF ANY NEW
 WORK IS TO BE DONE, SEPARATE PERMITS PER TRADE WILL BE
 REQUIRED.
  
 THE SUBMITTED PLAN IS DEFICIENT AND DOES NOT MEET THE
 MINIMUM PLAN REVIEW CRITERIA REQUIRED IN FBC 107 AND
 THE ITEMS LISTED GENERALLY ABOVE. A COMPLETE REIVEW
 CANNOT BE CONDUCTED. PLEASE NOTE THAT ANY REVIEWS
 COMPLETED PRIOR TO THIS DATE AND APPROVED ARE SUBJECT
