 CHAPTER 1 ADMINISTRATION
  
 1. FBC 107.3.4 - PROVIDE PRODUCT APPROVALS FOR THOSE
 PRODUCTS WHICH ARE REGULATED BY FAC RULE 9N-3 REVIEWED
 AND APPROVED IN WRITING BY THE DESIGNER OF RECORD.
 SPECIFICALLY, PROVIDE ROOFING, EXTERIOR WINDOW, AND
 DOOR, STOREFRONT SYSTEMS AND A/C ROOF STANDS
 SUBMITTALS.
  
 ALTERNATIVELY YOU CAN SUBMIT THESE LATER AS A DEFERRED
 SUBMITTAL BY LISTING THEM ON THE COVER SHEET.
  
 FBC 107.3.4.2 DEFERRED SUBMITTALS. FOR THE PURPOSES OF
 THIS SECTION, DEFERRED SUBMITTALS ARE DEFINED AS THOSE
 PORTIONS OF THE DESIGN THAT ARE NOT SUBMITTED AT THE
 TIME OF THE APPLICATION AND THAT ARE TO BE SUBMITTED TO
 THE BUILDING OFFICIAL WITHIN A SPECIFIED PERIOD.
 DEFERRAL OF ANY SUBMITTAL ITEMS SHALL HAVE THE PRIOR
 APPROVAL OF THE BUILDING OFFICIAL. THE REGISTERED
 DESIGN PROFESSIONAL IN RESPONSIBLE CHARGE SHALL LIST
 THE DEFERRED SUBMITTALS ON THE CONSTRUCTION DOCUMENTS
 FOR REVIEW BY THE BUILDING OFFICIAL.
 DOCUMENTS FOR DEFERRED SUBMITTAL ITEMS SHALL BE
 SUBMITTED TO THE REGISTERED DESIGN PROFESSIONAL IN
 RESPONSIBLE CHARGE WHO SHALL REVIEW THEM AND FORWARD
 THEM TO THE BUILDING OFFICIAL WITH A NOTATION
 INDICATING THAT THE DEFERRED SUBMITTAL DOCUMENTS HAVE
 BEEN REVIEWED AND FOUND TO BE IN GENERAL CONFORMANCE TO
 THE DESIGN OF THE BUILDING. THE DEFERRED SUBMITTAL
 ITEMS SHALL NOT BE INSTALLED UNTIL THE DEFERRED
 SUBMITTAL DOCUMENTS HAVE BEEN APPROVED BY THE BUILDING
 OFFICIAL.
  
 2. SELECT TYPE OF CONSTRUCTION. IT IS SHOWN AS IIIB
 UNSPRINKLERED ON PAGES A.0. ON PAGE LSP 1.0 IT IS SHOWN
 AS TYPE IIB UNSPRINKLERED.
 FBC 601 TYPES OF CONSTRUCTION
 FBC 602.1 GENERAL.
 BUILDINGS AND STRUCTURES ERECTED OR TO BE ERECTED,
 ALTERED OR EXTENDED IN HEIGHT OR AREA SHALL BE
 CLASSIFIED IN ONE OF THE FIVE CONSTRUCTION TYPES
 DEFINED IN SECTIONS 602.2 THROUGH 602.5. THE BUILDING
 ELEMENTS SHALL HAVE A FIRE-RESISTANCE RATING NOT LESS
 THAN THAT SPECIFIED IN TABLE 601 AND EXTERIOR WALLS
 SHALL HAVE A FIRE-RESISTANCE RATING NOT LESS THAN THAT
 SPECIFIED IN TABLE 602. WHERE REQUIRED TO HAVE A
 FIRE-RESISTANCE RATING BY TABLE 601, BUILDING ELEMENTS
 SHALL COMPLY WITH THE APPLICABLE PROVISIONS OF SECTION
 703.2. THE PROTECTION OF OPENINGS, DUCTS AND AIR
 TRANSFER OPENINGS IN BUILDING ELEMENTS SHALL NOT BE
 REQUIRED UNLESS REQUIRED BY OTHER PROVISIONS OF THIS
 CODE.
  
 FBC 602.1.1 MINIMUM REQUIREMENTS.
 A BUILDING OR PORTION THEREOF SHALL NOT BE REQUIRED TO
 CONFORM TO THE DETAILS OF A TYPE OF CONSTRUCTION HIGHER
 THAN THAT TYPE WHICH MEETS THE MINIMUM REQUIREMENTS
 BASED ON OCCUPANCY EVEN THOUGH CERTAIN FEATURES OF SUCH
 A BUILDING ACTUALLY CONFORM TO A HIGHER TYPE OF
 CONSTRUCTION.
  
 3. ACCESSIBILITY. WOMAN?S RESTROOM DOOR. PROVIDE A
 MINIMUM OF 12? ON THE FRONT APPROACH AT THE LATCHED
 SIDE OF A DOOR WITH A CLOSURE. SEE PAGES A.1.0 AND
 A.1.1. NOTE. DETAIL PROVIDED AT 1/A 6.0 IS AT THE
 MINIMUM.

 KITCHENS SHALL HAVE A CLEAR PASSAGEWAY OF NOT LESS THAN
 3 FEET (914 MM) BETWEEN COUNTER FRONTS AND APPLIANCES
 OR COUNTER FRONTS AND WALLS.
  
 5. PROVIDE A WPS (WELDING PROCEDURE SPEC). HAVE THIS ON
 SITE AT TIME OF INSPECTION.
  
 WELDED OR BOLTED CONNECTIONS
  
 THE CONTRACTOR IS REQUIRED TO PROVIDE A (WPS) WELD
 PROCEDURE SPECIFICATIONS & WELDER OPERATOR PERFORMANCE
 QUALIFICATION RECORDS IN ACCORDANCE WITH THE REFERENCED
 STANDARDS AT TIME OF INSPECTION.

 6. BUILDING DEMOLITION.
  
 PROVIDE RELEASES FROM THE FOLLOWING UTILITIES:
  
 (A) FLORIDA POWER AND LIGHT (FPL) ELECTRIC, FLORIDA
 PUBLIC UTILITIES (GAS), WEST PALM BEACH UTILITIES AND
 WEST PALM BEACH HISTORIC PRESERVATIONS.
  
 (B) EXTERMINATION LETTER FROM A LICENSED PEST CONTROL
 COMPANY.
  
 (C) ASBESTOS: IN ACCORDANCE WITH SECTION 553.79 F. S.
 THIS IS TO ADVISE YOU OF THE OWNERS OR OPERATORS?
 RESPONSIBILITY TO COMPLY WITH THE STATE & FEDERAL
 ASBESTOS REGULATIONS, INCLUDING SECTION 376.60 F. S.
 AND CFR 61- NESHAP REQUIREMENTS. REQUIREMENTS INCLUDE-
 ASBESTOS SURVEYS AND SUBMISSION OF WRITTEN NOTIFICATION

 FBC 3303.1 CONSTRUCTION DOCUMENTS.
 CONSTRUCTION DOCUMENTS AND A SCHEDULE FOR DEMOLITION
 SHALL BE SUBMITTED WHERE REQUIRED BY THE BUILDING
 OFFICIAL. WHERE SUCH INFORMATION IS REQUIRED, NO WORK
 SHALL BE DONE UNTIL SUCH CONSTRUCTION DOCUMENTS OR
 SCHEDULE, OR BOTH, ARE APPROVED.
  
 FBC 3303.2 PEDESTRIAN PROTECTION.
 THE WORK OF DEMOLISHING ANY BUILDING SHALL NOT BE
 COMMENCED UNTIL PEDESTRIAN PROTECTION IS IN PLACE AS

 (A) PARKING LOT, LANDSCAPING, SIGNS, HOODS, TEMP
 FENCING, TEMP TRAILERS AND AWNINGS.
  
 (B) TRELLIS WORK WILL BE UNDER A SEPARATE PERMIT. A
 NOTE WAS FOUND ON A 1.3. SEE ALSO TRELLIS SHOWN ON SP
 1.3 REFERENCES A DETAIL ON A 1.3 THAT WAS NOT PROVIDED.
  
 (C) BEFORE SUBMITTING FOR A PARKING LOT PERMIT CHECK ON
 WEST PALM BEACH?S PARKING REQUIREMENTS REGARDING SIZES
 OF SPACING AND STRIPING DETAILS. MANY OF THE DETAILS
 SHOWN ON SP 1.0 ARE NOT COMPLIANT.
  
 8. ENERGY EFFICIENCY.
  
 PROVIDE ENERGY CALCULATIONS AND SHOW COMPLIANCE WITH
 FBC 1301.1.1 CRITERIA.
  
 BUILDINGS SHALL BE DESIGNED AND CONSTRUCTED IN
 ACCORDANCE WITH THE FLORIDA BUILDING CODE, ENERGY
 CONSERVATION, 103.1.1.1.2 COMMERCIAL AND
 MULTIPLE-FAMILY RESIDENTIAL.
 COMPLETION OF PROCEDURES DEMONSTRATING COMPLIANCE WITH
 THIS CODE FOR COMMERCIAL AND MULTIPLE-FAMILY
 RESIDENTIAL BUILDINGS SHALL BE IN ACCORDANCE WITH THE
 PROVISIONS OF SECTION 481.229, FLORIDA STATUTES, OR
 SECTION 471.003, FLORIDA STATUTES.
  
 9. IMPACT FEES
  
 BEFORE A PERMIT TO CONSTRUCT CAN BE ISSUED, IMPACT
 FEES, REQUIRED BY PALM BEACH COUNTY, SHALL BE PAID.
 UPON FINAL APPROVAL OF PLANS, ONE SET OF PLANS SHALL BE
 SIGNED OUT AND SUBMITTED TO PALM BEACH COUNTY FOR AN
 IMPACT FEE REVIEW. THE PLANS WITH THE IMPACT FEE STAMP
 AND A COPY OF THE PAID RECEIPT MUST BE RETURNED TO THE
 CITY BUILDING DEPARTMENT BEFORE THE BUILDING PERMIT CAN
 BE ISSUED. FOR INFORMATION CALL PALM BEACH COUNTY

 WHEN RESUBMITTING, PLEASE COMPLETE A RESUBMITTAL FORM:

 WHEN RESUBMITTING, SWAP OUT SHEETS WHICH HAVE CHANGED
 SO THAT THERE ARE TWO COMPLETE, COLLATED SETS OF PLANS
 READY FOR PERMIT ISSUANCE. OLD SHEETS ARE TO BE
 RETAINED IN THE PERMIT APPLICATION PACKAGE (SEPARATE
 FROM THE PERMIT SETS) AND MARKED *OLD SHEETS* OR
 *VOID*. PLEASE KEEP BOTH SETS OF OLD VOIDED SHEETS IN
 THE PERMIT PACKAGE.
  
 A RESPONSE LETTER INDICATING HOW EACH ITEM WAS
 ADDRESSED WILL HELP TO EXPEDITE PLAN REVIEW.
