| WITHOUT PERMITS. THE ONLY WAY THE PROPOSED SIGN COULD |
| BE CONSIDERED WOULD BE IF IT WAS CLASSIFIED AS AN |
| ?UNREGULATED SIGN? AND WOULD HAVE TO MEET THE FOLLOWING |
| CRITERIA: |

| SIGN WHICH IS SO LOCATED THAT IT IS NOT VISIBLE BEYOND |
| THE BOUNDARIES OF THE LOT OR PARCEL ON WHICH IT IS |
| LOCATED OR FROM ANY PUBLIC THOROUGHFARE. |

| BASED UPON THE PICTURES PROVIDED AND DISCUSSION WITH |
| THE PLANNING & ZONING ADMINSTRATOR, IT WAS DETERMINED |
| THAT THE SIGN WOULD BE VISIBLE FROM THE PUBLIC |
| THOROUGFARE, AND THEREFORE BE CONSIDERED AS A REGULATED |
| MONUMENT SIGN. IF VISBILITY OF THE SIGN WERE BLOCKED BY |
| A HEDGE OF SUFFICIENT HEIGHT ALONG SUMMIT BOULEVARD, |
| THEN IT COULD BE CONSIDERED UNREGULATED, AND THEREFORE |
| PERMITTED. |
