 AMENDMENTS TO THE FLORIDA BUILDING CODE, CHAPTER 1,
 ADMINISTRATION
  
 2014 EXISTING BUILDING CODE LEVEL II 701.3 COMPLIANCE.
 ALL NEW CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND
 SPACES SHALL COMPLY WITH THE REQUIREMENTS OF THE
 FLORIDA BUILDING CODE, BUILDING.
  
 2ND REVIEW

 ACTION: DENIED
  
 1) THE RESPONSE COMMENT INDICATES THAT THE DESIGNER OF
 RECORD IS TRYING TO TAKE THE EXCEPTION TO SECTION 704.1
 OF THE 2014 EXISTING BUILDING CODE AN ALLOWABLE 5
 PERCENT REDUCTION IN THE CLEAR OPENING DIMENSIONS OF
 THE REPLACEMENT WINDOW. I?VE SPOKEN WITH THE BUILDING
 OFFICIAL ROBERT BROWN ABOUT THIS REQUEST TO USE THE
 EXCEPTION. THIS REVIEW, NEITHER THE DESIGNER OF RECORD
 NOR THE CONTRACTOR SUBMITTED PROOF OF THE EXISTING
 WINDOWS CLEAR OPENING. MR. BROWN SAID PROOF CAN BE
 PICTURES TAKEN OF THE RESIDENCE SHOWING THE TYPE OF
 WINDOWS (BEDROOM EGRESS WINDOWS), THEN A CLOSE UP OF
 THE WINDOW WITH THE WINDOW IN THE OPEN POSITION AND
 PROVIDE THE VERTICAL DIMENSION FROM THE TOP OF THE
 WINDOW SILL SASH TO THE CLOSEST FRAMING MEMBER OF THE
 WINDOW FRAME VERTICALLY ABOVE. PLEASE PROVIDE A PICTURE
 OF BOTH CASES SO THE CLEAR OPENING DIMENSION ( MEASURE
 OPENING WITH TAPE DOCUMENTED IN THE PHOTOGRAPH) SO IT
 CAN BE DOCUMENTED AND BECOME PART OF THE PERMIT RECORD.
 ALSO PROVIDE FROM THE MANUFACTURER THE VERTICAL CLEAR
 OPENING DIMENSION FOR THIS WINDOW.
 YOU CAN EITHER SUBMIT THE PHOTOGRAPHS BY E-MAIL TO MAKE
 SURE WE CAN USE THIS INFORMATION AS PART OF THE
 DOCUMENTATION OR SUBMIT THE PHOTOGRAPHS WHEN
 RESUBMITTING WITH THE PERMIT PACKAGE.
  
 1ST ROUND COMMENT. SHEET 2.0 INDICATES THE WINDOW TYPE
 FOR THE BEDROOMS TO BE IDENTIFIED AS TYPE 1 WINDOWS.
 THE SIZE TO BE 53 INCHES WIDE AND 38 INCHES TALL. THE
 WINDOW TYPE AS SHOWN IN THE COUNTY PICTOMETRY PROGRAM
 AND IN GOOGLE STREET VIEW APPEARS TO BE AWNING TYPE
 WINDOWS THAT WAS WIDELY USED DURING THAT TIME PERIOD.
 WITH THE REPLACEMENT OF THESE WINDOWS THE PLANS
 INDICATE THE NEW WINDOWS ARE TO BE SINGLE HUNG WINDOW
 TYPE OF WINDOW. THIS REDUCES THE AMOUNT OF REQUIRED
 CLEAR OPENING REQUIRED.
  
 2014 EXISTING BUILDING CODE 701.2 CONFORMANCE. AN
 EXISTING BUILDING OR PORTION THEREOF SHALL NOT BE
 ALTERED SUCH THAT THE BUILDING BECOMES LESS SAFE THAN
 ITS EXISTING CONDITION.
 EXCEPTION: WHERE THE CURRENT LEVEL OF SAFETY IS
 PROPOSED TO BE REDUCED, THE PORTION ALTERED SHALL
 CONFORM TO THE REQUIREMENTS OF THE FLORIDA BUILDING
 CODE, BUILDING.
  
 IN THE 2014 FBC-B THE REQUIREMENT FOR EMERGENCY ESCAPE
 AND RESCUE OPENINGS (WINDOWS) IS REQUIRED. SEE FBC-B
 SECTIONS:
 1A) FBC-B 1029.2 MINIMUM SIZE. EMERGENCY ESCAPE AND
 RESCUE OPENINGS SHALL HAVE A MINIMUM NET CLEAR OPENING
 OF 5.7 SQUARE FEET (2ND FLOOR).
 EXCEPTION: THE MINIMUM NET CLEAR OPENING FOR GRADE
 FLOOR EMERGENCY ESCAPE AND RESCUE OPENINGS SHALL BE 5
 SQUARE FEET.
  
 1B) FBC-B 1029.2.1 MINIMUM DIMENSIONS. THE MINIMUM NET
 CLEAR OPENING HEIGHT DIMENSION SHALL BE 24 INCHES. THE
 MINIMUM NET CLEAR OPENING WIDTH DIMENSION SHALL BE 20
 INCHES . THE NET CLEAR OPENING DIMENSIONS SHALL BE THE
 RESULT OF NORMAL OPERATION OF THE OPENING.
  
 1C) FBC-B 1029.3 MAXIMUM HEIGHT FROM FLOOR. EMERGENCY
 ESCAPE AND RESCUE OPENINGS SHALL HAVE THE BOTTOM OF THE
 CLEAR OPENING NOT GREATER THAN 44 INCHES (1118 MM)
 MEASURED FROM THE FLOOR.
  
 PLEASE NOTE THERE IS AN ALLOWABLE 5 PER-CENT REDUCTION
 FOR THE LARGE MISSILE IMPACT WINDOW BECAUSE OF THE
 HEAVIER FRAMES. 2014 FBC-B EXISTING BUILDING CODE.
 EXCEPTION.
  
 PLEASE PROVIDE A NEW WINDOW SCHEDULE WHERE THE CLEAR
 VENT OR WINDOW OPENING COMPLIES WITH ABOVE
 REQUIREMENTS. A USE OF HORIZONTAL SLIDING WINDOW SIZE
 33 WILL ACCOMPLISH THE REQUIRED 5-0 SQ. FT. WITH THE
 OPENING SIZE OF 5.10 SQ. FT. FOR THE 1ST FLOOR. THE 2ND
 FLOOR REQUIREMENT OF 5.7 SQ. FT. WOULD REQUIRE A
 HORIZONTAL SLIDER THE SIZE OF 34 OR 53 INCHES WIDE AND
 50 5/8 INCHES WIDE TO PROVIDE A CLEAR OPENING OF
 7.00 SQ. FT. PLEASE PROVIDE WINDOW TYPE AND SIZE FOR
 THE NEW EGRESS WINDOWS.
  
 2) 2ND REQUEST. 107.2.4 EXTERIOR WALL ENVELOPE. FOR ALL
 PRODUCTS WITH GLAZING, PLEASE IDENTIFY THE OPENING
 WIDTH & HEIGHT, TYPE OF GLAZING, MULLION INFORMATION IF
 REQUIRED, ATTACHMENTS AND ASSOCIATE PRESSURES FOR EACH
 OPENING SIZE. INSTALLATION. WINDOWS AND DOORS SHALL BE
 INSTALLED IN ACCORDANCE WITH APPROVED MANUFACTURERS
 INSTRUCTIONS. FASTENER SIZE AND SPACING SHALL BE
 PROVIDED IN SUCH INSTRUCTIONS AND SHALL BE CALCULATED
 BASED ON MAXIMUM LOADS AND SPACING USED IN THE TESTS.
 THE CONSTRUCTION DOCUMENTS SHALL INCLUDE MANUFACTURERS
 INSTALLATION INSTRUCTIONS THAT PROVIDE SUPPORTING
 DOCUMENTATION THAT THE PROPOSED PENETRATION AND OPENING
 DETAILS DESCRIBED IN THE CONSTRUCTION DOCUMENTS
 MAINTAIN THE WEATHER RESISTANCE OF THE EXTERIOR WALL
 ENVELOPE.
  
 3-4) COMPLIED.
  
 5) WHEN RESUBMITTING PLANS PLEASE INDICATE THE REVISION
 & REMOVE ANY VOIDED SHEETS & REPLACE ANY PAGES AS
 NECESSARY, COLLATE AND STAPLE INTO SETS OF PLANS. A
 TRANSMITTAL LETTER LISTING THE ORIGINAL REVIEW COMMENT
 NUMBER, WITH A DESCRIPTION OF THE REVISION MADE,
 IDENTIFYING THE SHEET OR SPECIFICATION PAGE WHERE THE
 CHANGES CAN BE FOUND WILL HELP TO EXPEDITE YOUR PERMIT.
