 APPARENTLY THE APPLICANT HAS BEEN ADVISED THAT A PERMIT
 IS REQUIRED TO CHANGE THE OCCUPANCY OF THE SPACE FROM B
 TO S1. THE SUBMITTAL IS DEFICIENT TO THE POINT THAT NO
 REVIEW MAY COMMENCE. I SPOKE WITH THE APPLICANT AND
 ADVISED HIM OF THIS AND THE PROCESS TO SUBMIT
 SUFFICIENT INFORMATION. HE MAY CONSULT WITH AN
 ARCHITECT WHO HAS RECENTLY WORKED IN THE SAME BUILDING
 TO DEVELOP CHANGE OF OCCUPANCY DRAWINGS.
  
 FS553.792 BUILDING PERMIT APPLICATION TO LOCAL
 GOVERNMENT.
 (1) WITHIN 10 DAYS OF AN APPLICANT SUBMITTING AN
 APPLICATION TO THE LOCAL GOVERNMENT, THE LOCAL
 GOVERNMENT SHALL ADVISE THE APPLICANT WHAT INFORMATION,
 IF ANY, IS NEEDED TO DEEM THE APPLICATION PROPERLY
 COMPLETED IN COMPLIANCE WITH THE FILING REQUIREMENTS
 PUBLISHED BY THE LOCAL GOVERNMENT.
  
 FBC107.1 GENERAL. SUBMITTAL DOCUMENTS CONSISTING OF
 CONSTRUCTION DOCUMENTS, STATEMENT OF SPECIAL
 INSPECTIONS, GEOTECHNICAL REPORT AND OTHER DATA SHALL
 BE SUBMITTED IN TWO OR MORE SETS WITH EACH PERMIT
 APPLICATION. THE CONSTRUCTION DOCUMENTS SHALL BE
 PREPARED BY A REGISTERED DESIGN PROFESSIONAL WHERE
 REQUIRED BY CHAPTER 471, FLORIDA STATUTES& 61G15
 FLORIDA ADMINISTRATIVE CODE OR CHAPTER 481, FLORIDA
 STATUTES& 61G1 FLORIDA ADMINISTRATIVE CODE. WHERE
 SPECIAL CONDITIONS EXIST, THE BUILDING OFFICIAL IS
 AUTHORIZED TO REQUIRE ADDITIONAL CONSTRUCTION DOCUMENTS
 TO BE PREPARED BY A
 REGISTERED DESIGN PROFESSIONAL. ELECTRONIC MEDIA
 DOCUMENTS SHALL BE SUBMITTED WHEN REQUIRED BY THE
 BUILDING OFFICIAL, AND MAY REQUIRE ONLY ONE SET OF
 SUBMITTALS.
  
 FS 481.229 -EXCEPTIONS; EXEMPTIONS FROM LICENSURE.
 (1) NO PERSON SHALL BE REQUIRED TO QUALIFY AS AN
 ARCHITECT IN ORDER TO MAKE PLANS AND SPECIFICATIONS
 FOR, OR SUPERVISE THE ERECTION, ENLARGEMENT, OR
 ALTERATION OF:
 (A) ANY BUILDING UPON ANY FARM FOR THE USE OF ANY
 FARMER, REGARDLESS OF THE COST OF THE BUILDING;
 (B) ANY ONE-FAMILY OR TWO-FAMILY RESIDENCE BUILDING,
 TOWNHOUSE, OR DOMESTIC OUTBUILDING APPURTENANT TO ANY
 ONE-FAMILY OR TWO-FAMILY RESIDENCE, REGARDLESS OF COST;
 OR
 (C) ANY OTHER TYPE OF BUILDING COSTING LESS THAN
 $25,000, EXCEPT A SCHOOL, AUDITORIUM, OR OTHER BUILDING
 INTENDED FOR PUBLIC USE, PROVIDED THAT THE SERVICES OF
 A REGISTERED ARCHITECT SHALL NOT BE REQUIRED FOR MINOR
 SCHOOL PROJECTS PURSUANT TO S. 1013.45.
  
 FBC-107.2.1 INFORMATION ON CONSTRUCTION DOCUMENTS. ALL
 INFORMATION, DRAWINGS, SPECIFICATIONS AND ACCOMPANYING
 DATA SHALL BEAR THE NAME AND SIGNATURE OF THE PERSON
 RESPONSIBLE FOR THE DESIGN.
  
 FBC 107.2.1 INFORMATION ON CONSTRUCTION DOCUMENTS.
 CONSTRUCTION DOCUMENTS SHALL BE DIMENSIONED AND DRAWN
 UPON SUITABLE MATERIAL. ELECTRONIC MEDIA DOCUMENTS
 SHALL BE SUBMITTED WHEN APPROVED BY THE BUILDING
 OFFICIAL. CONSTRUCTION DOCUMENTS SHALL BE OF SUFFICIENT
 CLARITY TO INDICATE THE LOCATION, NATURE AND EXTENT OF
 THE WORK PROPOSED AND SHOW IN DETAIL THAT IT WILL
 CONFORM TO THE PROVISIONS OF THIS CODE AND RELEVANT
 LAWS, ORDINANCES, RULES AND REGULATIONS, AS DETERMINED
 BY THE BUILDING OFFICIAL. SUCH DRAWINGS AND
 SPECIFICATIONS SHALL CONTAIN INFORMATION, IN THE FORM
 OF NOTES OR OTHERWISE, AS TO THE QUALITY OF MATERIALS,
 WHERE QUALITY IS ESSENTIAL TO CONFORMITY WITH THE
 TECHNICAL CODES. SUCH INFORMATION SHALL BE SPECIFIC,
 AND THE TECHNICAL CODES SHALL NOT BE CITED AS A WHOLE
 OR IN PART, NOR SHALL THE TERM "LEGAL" OR ITS
 EQUIVALENT BE USED AS A SUBSTITUTE FOR SPECIFIC
 INFORMATION. ALL INFORMATION, DRAWINGS, SPECIFICATIONS
 AND ACCOMPANYING DATA SHALL BEAR THE NAME AND SIGNATURE
 OF THE PERSON RESPONSIBLE FOR THE DESIGN. (SEE ALSO
 SECTION 107.3.5).
  
 FBC 107.2.1.4 QUALITY OF BUILDING PLANS. BUILDING PLANS
 SHALL BE DRAWN TO A MINIMUM 1/8 INCH SCALE UPON
 SUBSTANTIAL PAPER, CLOTH OR OTHER ACCEPTABLE MEDIUM.
 THIS POLICY MAY INCLUDE SUCH THINGS AS MINIMUM SIZE,
 SHAPE, CONTRAST, CLARITY, OR OTHER ITEMS RELATED TO
 RECORDS MANAGEMENT.
