 8.7.2.3, WHERE UNDERGROUND WATER MAINS AND HYDRANTS ARE
 TO BE PROVIDED, THEY SHALL BE INSTALLED, COMPLETED, AND
 IN SERVICE PRIOR TO CONSTRUCTION WORK.
