 FOR YOUR CONVENIENCE, THE EMAIL PROVIDED THE FOLLOWING
 OPTIONS:
  
 FOR SUBSTANTIAL IMPROVEMENT DETERMINATION OUR (PRE-
 SEPTEMBER 12, 2016) ORDINANCE COUNTS CUMULATIVE
 LIFETIME IMPROVEMENTS WITH A 6" FREEBOARD. OUR
 ORDINANCE CHANGED ON SEPTEMBER 12 TO FIVE YEARS WITH A
 1' FREEBOARD.
  
 PROPERTY APPRAISER HAS A STRUCTURE VALUE OF $ 373,621
 IN 2016. THE STRUCTURE HAS $477,909 CUMULATIVE LIFETIME
 IMPROVEMENTS, WHICH EXCEEDS 50% OF THE STRUCTURE'S
 VALUE, SO THIS IS CONSIDERED A "SUBSTANTIAL
 IMPROVEMENT".
  
 THE PRELIMINARY FLOOD ZONE MAP (NOT YET ADOPTED) WILL
 LIKELY REMOVE THIS PROPERTY FROM THE SFHA, SO THAT
 LEADS ME TO BELIEVE THAT THE STRUCTURE IS PROBABLY HIGH
 ENOUGH. WE ARE NOT ALLOWED TO USE THE PRELIMINARY MAP
 FOR REGULATORY PURPOSES; THIS CAN BE USED ONLY AFTER
 ADOPTION (MOST LIKELY WITHIN THE YEAR).
  
 THERE ARE TWO OPTIONS:
  
 A. OBTAIN AN APPRAISAL WHICH WOULD NEED TO SHOW A
 SIGNIFICANTLY HIGHER VALUE FOR THE STRUCTURE. THE VALUE
 WOULD NEED TO BE OVER $955,818 TO BRING THE CUMULATIVE
 LIFETIME IMPROVEMENTS BELOW 50%. I (OR THE BUILDING
 REVIEWER) WOULD ALSO BE REQUIRED TO EVALUATION THE
 VALUE OF THE IMPROVEMENTS MORE CAREFULLY.
  
 B. A SUBSTANTIAL IMPROVEMENT REQUIRES THAT THE BUILDING
 BE BROUGHT INTO COMPLIANCE. THE DFE AT THIS LOCATION IS
 16.5' NGVD29 (16' PER FIRM PLUS 6" FREEBOARD). AN
 ELEVATION CERTIFICATE WOULD PROVIDE THE INFORMATION TO
 DETERMINE WHETHER OR NOT THE BUILDING IS ALREADY
 COMPLIANT. MY GUESS (THE "GOOD NEWS") IS THAT THE
 BUILDING MAY ALREADY BE HIGH ENOUGH. IF THE MECHANICAL
 EQUIPMENT IS NOT LOWER THAN THE FINISHED FLOOR, OR IF
 IT IS ON THE ROOF, THE BUILDING MAY BE COMPLIANT.
