 2014 EXISTING BUILDING CODE LEVEL II 701.3 COMPLIANCE.
 ALL NEW CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND
 SPACES SHALL COMPLY WITH THE REQUIREMENTS OF THE
 FLORIDA BUILDING CODE, BUILDING.

 NOTE THAT A RESPONSE LETTER WAS NOT SUBMITTED AS
 REQUESTED. A LIST OF SHEETS REVISED WAS PROVIDED, BUT
 NO EXPLANATION AS TO HOW THESE ITEMS WERE ADDRESSED. IT
 IS RECOMMENDED THAT APPLICANT CONFIRM THAT ALL COMMENTS

 SPECTATOR SEATING).
  
 2ND REVIEW, A1 STATES THIS IS BUSINESS (SAME BOX AS
 WIND DESIGN CRITERIA).
  
 2) THE DESIGNER OF RECORD INDICATES THIS IS A LEVEL II
 ALTERATION. PLEASE PROVIDE WHERE THESE LAST KNOWN USES
 OCCUPIED WHICH PORTION OF THE BUILDING TO DETERMINE IF
 THERE IS A CHANGE OF OCCUPANCY FOR THE LOCATION OF THE
 GYMNASIUM.

 2014 FBC-B 1012.1. THE PROVISIONS OF THIS SECTION SHALL
 APPLY TO BUILDINGS OR PORTIONS THEREOF UNDERGOING A
 CHANGE OF OCCUPANCY CLASSIFICATION. THIS INCLUDES A
 CHANGE OF OCCUPANCY CLASSIFICATION WITHIN A GROUP AS
 WELL AS A CHANGE OF OCCUPANCY CLASSIFICATION FROM ONE
 GROUP TO A DIFFERENT GROUP. SUCH BUILDINGS SHALL ALSO
 COMPLY WITH SECTIONS 1002 THROUGH 1011. THE APPLICATION
 OF REQUIREMENTS FOR THE CHANGE OF OCCUPANCY SHALL BE AS
 SET FORTH IN SECTIONS 1012.1.1 THROUGH 1012.1.4.

 ACCOMMODATED BY THE CATCHMENT AREA SERVED BY THE AISLE.
 THE CATCHMENT AREA SERVED BY AN AISLE IS THAT PORTION
 OF THE TOTAL SPACE THAT IS SERVED BY THAT SECTION OF
 THE AISLE. IN ESTABLISHING CATCHMENT AREAS, THE
 ASSUMPTION SHALL BE MADE THAT THERE IS A BALANCED USE
 OF ALL MEANS OF EGRESS, WITH THE NUMBER OF PERSONS IN
 PROPORTION TO EGRESS CAPACITY.

 ADDRESSED. THE EQUIPMENT PLAN SHOWS EQUIPMENT DENSELY
 LOCATED, WITH LITTLE ROOM PROVIDED FOR OCCUPANT EGRESS.
 REVISE PLAN TO SHOW THE CLEAR WIDTH OF AREAS FOR
 EGRESS. ALSO, THE LACK OF SPACE BETWEEN EQUIPMENT
 APPEARS TO SHOW LACK OF COMPLIANCE WITH FBC
 ACCESSIBILITY 236, 1004.

 A REQUIREMENT OF THE BUILDING CODE (FBC B 1612), REVISE
 THE PLAN TO SHOW COMPLIANCE. OPTIONS WERE SENT VIA
 EMAIL TO OWNER'S REP ON 10/13/16. APPLICANT MAY SEND
 INFORMATION FOR PRELIMINARY REVIEW (SUCH AS ELEVATION
 CERTIFICATE, APPRAISAL) VIA EMAIL PRIOR TO
 RESUBMITTING.
  
 13. EXERCISE MACHINES AND EQUIPMENT ARE TO COMPLY WITH
 FBC ACCESSIBILITY 236, 1004. REVISE PLAN TO SHOW
 COMPLIANCE. NOTE THAT THIS WOULD HAVE BEEN A PROVISO
 ITEM HAD ALL OTHER BUILDING COMMENTS BEEN ADDRESSED.
 HOWEVER, SINCE THE PLANS NEED TO BE REVISED TO ADDRESS
 OTHER COMMENTS FOR BOTH BUILDING AND OTHER TRADES,
 REVISE TO SHOW COMPLIANCE AT THIS TIME.
  
 14. IF IT IS DETERMINED THAT THIS PROJECT INCLUDES A
 CHANGE OF OCCUPANCY, PLAN SHOULD BE REVISED TO SHOW
 COMPLIANCE WITH FBC EXISTING BUILDING CHAPTER 10. A
 COMPLETE LIST CANNOT BE PROVIDED DUE TO LACK OF
 INFORMATION. FOR INSTANCE, SEE FBC EXISTING BUILDING
 TABLE 1012.4. IF THIS WAS BUSINESS, AND ASSEMBLY IS
 PROPOSED, THE MEANS OF EGRESS SHALL COMPLY WITH FBC
 CHAPTER 10 AS ASSEMBLY IS A HIGHER CATEGORY. IN THAT
 CASE, PANIC OR FIRE EXIT HARDWARE IS REQUIRED FOR ALL
 DOORS IN THE MEANS OF EGRESS. EXTERIOR DOORS, IF THEY
 DO NOT INCLUDE PANIC DEVICES, WOULD BE REQUIRED TO BE
 REPLACED.

 DO A COMPLETE REVIEW WITHOUT FIRST DETERMINING THE

 DOCUMENTS, IF A LOCAL GOVERNMENT FINDS IT NECESSARY, IN
 ORDER TO ENFORCE COMPLIANCE WITH THE FLORIDA BUILDING
 CODE AND ISSUE A PERMIT, TO REJECT DESIGN DOCUMENTS
 REQUIRED BY THE CODE THREE OR MORE TIMES FOR FAILURE TO
 CORRECT A CODE VIOLATION SPECIFICALLY AND CONTINUOUSLY
 NOTED IN EACH REJECTION, INCLUDING, BUT NOT LIMITED TO,
 EGRESS, FIRE PROTECTION, STRUCTURAL STABILITY, ENERGY,
 ACCESSIBILITY, LIGHTING, VENTILATION, ELECTRICAL,
 MECHANICAL, PLUMBING, AND GAS SYSTEMS, OR OTHER
 REQUIREMENTS IDENTIFIED BY RULE OF THE FLORIDA BUILDING
 COMMISSION ADOPTED PURSUANT TO CHAPTER 120, THE LOCAL
 GOVERNMENT SHALL IMPOSE, EACH TIME AFTER THE THIRD SUCH
 REVIEW THE PLANS ARE REJECTED FOR THAT CODE VIOLATION,
 A FEE OF FOUR TIMES THE AMOUNT OF THE PROPORTION OF THE
 PERMIT FEE ATTRIBUTED TO PLANS REVIEW.
