 2014 EXISTING BUILDING CODE LEVEL II 701.3 COMPLIANCE.
 ALL NEW CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND
 SPACES SHALL COMPLY WITH THE REQUIREMENTS OF THE
 FLORIDA BUILDING CODE, BUILDING.

 1) THE ORIGINAL BUILDING PERMIT FOR THIS BUILDING IS
 FOUND IN THE LEDGER BOOK (OLD TOWN) MAY 1/ 1921 FOR A
 92 X93 SQUARE FOOTPRINT AND 7 STORY BUILDING. THIS
 BUILDING WAS BUILT BEFORE ANY KNOWN BUILDING CODE
 RECORDS ARE KNOWN, THE OLDEST CITY OF WEST PALM
 BUILDING CODE IS 1929. CITY WAS INCORPORATED IN NOV.
 1894. PALM BEACH COUNTY ESTABLISHED IN 1909 AFTER BEING
 SPLIT FROM DADE COUNTY. IT IS AT THIS TIME AN
 ASSUMPTION WE WERE NOT PART OF THE SOUTH FLORIDA
 BUILDING CODE SINCE BOTH THE CITY AND COUNTY WERE
 INCORPORATED.
 A COMPLETE RECORD RESEARCH REQUEST WILL NEED TO BE
 ACCOMPLISHED WHERE RECORDS CAN BE FOUND FOR THE 8TH
 FLOOR ADDITION. UNDER THE RECORD REQUEST 16061245 A
 RESEARCH REQUEST WAS COMPLETED IT APPEARS BACK TO 1970.
 THIS CANNOT BE DETERMINED FOR ANOTHER WEEK UNTIL THE
 TECHNICIAN IS BACK FROM VACATION, THIS INFORMATION
 HADN?T BEEN STORED ON THE ?F? DRIVE AS OF YET.
  
 2) UNKNOWNS AT THIS TIME, WHAT BUILDING TYPE IS THIS
 BUILDING BUILT TO THE CURRENT 2014 FBC CODE. DOES THIS
 BUILDING CONFORMING TO THE CURRENT CODE, IS THERE WOOD
 FLOOR JOIST, BEARING STUD WALLS BOTH INTERIOR AND
 EXTERIOR, BEARING WOOD CEILING JOIST AND OR WOOD ROOF
 FRAMING JOISTS? 107.2.1.3 / 107.3.5.1.1 MINIMUM PLAN
 REVIEW CRITERIA FOR BUILDINGS: COMMERCIAL BUILDINGS.
  
 2A) THE HEIGHT OF THE BUILDING TAKEN AT THE 7TH FLOOR
 FROM GRADE AND THE HEIGHT OF THE BUILDING TAKEN AT THE
 8TH FLOOR FROM GRADE TO PROVIDE INFORMATION THAT MAY
 DEEM THIS BUILDING TO BE CONSIDERED HIGH-RISE
 CONSTRUCTION OR NOT. IF A PERMIT CANNOT BE LOCATED FOR
 THE 8TH FLOOR, THEN THE 8TH FLOOR WILL BE CONSIDERED AN
 ADDITION AND FALL UNDER THE 2014 FBC EXISTING BUILDING
 CODE FOR ADDITIONS CHAPTER 11, CHAPTER 12 FOR HISTORIC
 BUILDINGS AS WELL AS CHAPTER 10 FOR A CHANGE IN
 OCCUPANCY. IF THE 8TH FLOOR CONSTITUTES AN ADDITION AND
 THE HIGHEST OCCUPIED FLOOR LOCATED MORE THAN 75 FEET
 (22 860 MM) ABOVE THE LOWEST LEVEL OF FIRE DEPARTMENT
 VEHICLE ACCESS, THIS BUILDING WOULD BE DEFINED AS A
 HIGH-RISE AND HAVE TO MEET THE REQUIREMENTS FOUND UNDER
 THE 2014 FBC-B SECTION 403.1- 403.6.
  
 2B) DOES THIS BUILDING HAVE A CODE COMPLIANT NFPA 13
 FIRE SPRINKLER SYSTEM? 107.2.1.3/ 2014 FBC-B TABLE 503
 WAS THERE A SPRINKLER INCREASE TAKEN FOR BUILDING
 HEIGHT? SEE FBC-B 506.3.
  
 2C) THERE IS ALSO A DISCREPANCY IN THE SCOPE OF WORK
 BETWEEN THE PERMIT APPLICATION AND THE SCOPE OF WORK
 SHOWN ON SHEET A8-0.00 & A8-1.01. THE SCOPE OF WORK ON
 THE PERMIT APPLICATION INCLUDES A CHANGE OF OCCUPANCY.
 WHEREAS THE SHEETS INDICATED ABOVE STATE THE TENANT
 IMPROVEMENT UNDER SEPARATE PERMIT. UNDER THE 2014
 FBC-EXISTING BUILDING CODE SECTION 1001.3.1 PARTIAL
 CHANGE OF OCCUPANCY CLASSIFICATION. WHERE A PORTION OF
 AN EXISTING BUILDING IS CHANGED TO A NEW OCCUPANCY
 CLASSIFICATION, SECTION 1012 SHALL APPLY ALL SECTIONS
 1012.1.- 1012.8 & 1013 THE ENERGY CONSERVATION CODE.
 2D) THE PLANS SUBMITTED SHEET A8-0.00 & A8-1.01 SHOW
 WHAT APPEARS AS NEW WORK THAT EXTENDS THE 2 HOUR FIRE
 RATED STAIR SHAFT FROM THE 7TH FLOOR TO THE 8TH FLOOR.
 THE 7TH FLOOR LANDING DOES NOT SHOW A 1 ? HOUR
 FIRE-RATED DOOR. SEE FBC-B TABLE 716.5. PLEASE PROVIDE
 AN EAST WEST SECTION THROUGH THE EXIT, SHOWING THIS IS
 A SINGLE VERTICAL EXIT THAT WILL BE CONTINUOUS FROM THE
 8TH FLOOR TO THE 1ST FLOOR. SEE FBC-B 1021.2 EXITS FROM
 STORIES.
 TWO EXITS, OR EXIT ACCESS STAIRWAYS OR RAMPS PROVIDING
 ACCESS TO EXITS, FROM ANY STORY OR OCCUPIED ROOF SHALL
 BE PROVIDED WHERE ONE OF THE FOLLOWING CONDITIONS
 EXISTS:
 1. THE OCCUPANT LOAD OR NUMBER OF DWELLING UNITS
 EXCEEDS ONE OF THE VALUES IN TABLE 1021.2(1) OR
 1021.2(2).
 2. THE EXIT ACCESS TRAVEL DISTANCE EXCEEDS THAT
 SPECIFIED IN TABLE 1021.2(1) OR 1021.2(2) AS DETERMINED
 IN ACCORDANCE WITH THE PROVISIONS OF SECTION 1016.1.
  
 2E) THE PLANS DO NOT INDICATE ANY VERTICAL
 ACCESSIBILITY TO THE 8TH FLOOR. IF THE VACANT TENANT
 SPACE ( 1650+ SQ. FT.) IS TO BE CONSIDERED A BUSINESS
 OCCUPANCY THE OCCUPANT LOAD WOULD BE 17 OCCUPANTS. THIS
 WOULD REQUIRE VERTICAL ACCESSIBILITY. 201.1.1 VERTICAL
 ACCESSIBILITY.
  
 2F) THE PROPERTY APPRAISERS OFFICE DOES NOT LIST AN 8TH
 FLOOR FOR TAX PURPOSES THIS WOULD NEED TO BE REVIEWED
 BY PALM BEACH COUNTY IMPACT FEE OFFICE FOR IMPACT FEES.
  
 3) A THOROUGH REVIEW CANNOT BE MADE AT THIS TIME, AS A
 RESULT OF THE ADDITIONAL INFORMATION REQUESTED
 ADDITIONAL COMMENTS MAY APPEAR THAT WERE NOT PART OF
 THIS REVIEW.
