 BUILDING EVALUATION REPORT PREPARED BY BOYLE & DRAKE
 INC. LISTING THE MARKET VALUE OF THE STRUCTURE AT
 $2,435,000.00 DOLLARS. 50% OF THE MARKET VALUE IS
 $1,217,500.00 DOLLARS.
  
 4C) THE CITY?S MUNI CODE UNDER THE DEFINITION OF
 SUBSTANTIAL IMPROVEMENT IS FOUND UNDER ARTICLE XIX
 DEFINITIONS, SECTION 94-611.
 SUBSTANTIAL IMPROVEMENT MEANS ANY COMBINATION OF
 REPAIRS, RECONSTRUCTION, ALTERATION, OR IMPROVEMENTS TO
 A STRUCTURE, TAKING PLACE DURING THE LIFE OF A
 STRUCTURE, IN WHICH THE CUMULATIVE COST EQUALS OR
 EXCEEDS 50 PERCENT OF THE MARKET VALUE OF THE
 STRUCTURE. THE MARKET VALUE OF THE STRUCTURE SHOULD BE
 THE APPRAISED VALUE OF THE STRUCTURE PRIOR TO THE START
 OF THE INITIAL REPAIR OR IMPROVEMENT, OR IN THE CASE OF
 DAMAGE, THE VALUE OF THE STRUCTURE PRIOR TO THE DAMAGE
 OCCURRING. FOR THE PURPOSES OF THIS DEFINITION,
 "SUBSTANTIAL IMPROVEMENT" IS CONSIDERED TO OCCUR WHEN
 THE FIRST ALTERATION OF ANY WALL, CEILING, FLOOR, OR

 GREATER THAN $1,217,500.00 OR 50% OF THE STRUCTURE
 SUBSTANTIAL IMPROVEMENT HAS BEEN MET.
  
 4E) SINCE IS A COMMERCIAL BUILDING ( NONRESIDENTIAL)
 FLOOD PROOFING IS A OPTION TO MEET CODE COMPLIANCE.

 SEC. 94-546 (B) AREAS OF SPECIAL FLOOD HAZARD WITH BASE
 FLOOD ELEVATION PROVIDED. (2) NONRESIDENTIAL
 CONSTRUCTION.
 ALL NEW CONSTRUCTION OR SUBSTANTIAL IMPROVEMENT OF ANY
 COMMERCIAL, INDUSTRIAL OR OTHER NONRESIDENTIAL
 STRUCTURE SHALL EITHER HAVE THE LOWEST FLOOR, INCLUDING
 BASEMENT, ELEVATED TO THE LEVEL OF SIX INCHES ABOVE THE
 BASE FLOOD ELEVATION OR, TOGETHER WITH ATTENDANT
 UTILITY AND SANITARY FACILITIES, BE FLOODPROOFED SO
 THAT BELOW SIX INCHES ABOVE THE FLOOD BASE LEVEL THE
 STRUCTURE IS WATERTIGHT, WITH WALLS SUBSTANTIALLY
 IMPERMEABLE TO THE PASSAGE OF WATER AND WITH STRUCTURAL
 COMPONENTS HAVING THE CAPABILITY OF RESISTING
 HYDROSTATIC AND HYDRODYNAMIC LOADS AND EFFECTS OF
 BUOYANCY. A REGISTERED PROFESSIONAL ENGINEER OR
 ARCHITECT SHALL CERTIFY THAT THE STANDARDS OF THIS
 SUBSECTION ARE SATISFIED. SUCH CERTIFICATION SHALL BE
 PROVIDED TO THE CITY ENGINEER.
