 RESPOND TO COMMENTS IN WRITING.
  
 1) REPEAT COMMENT: PROVIDE VERIFICATION THAT ALL THE
 REQUIREMENTS FROM RESOLUTION NO. 207-15, INCLUDING
 THOSE LISTED BELOW, HAVE BEEN SATISFIED.
  
 A. PRIOR TO THE APPROVAL OF ANY SITE WORK PERMIT (THIS
 INCLUDES DEMOLITION OF THE STRUCTURES), THE APPLICANT
 SHALL:
  
 1. SECURE A CITY RIGHT-OF-WAY PERMIT FOR THE WORK
 WITHIN THE EXCHANGE COURT RIGHT-OF-WAY.
 2. SECURE APPROVAL FROM THE ENGINEERING SERVICES
 DIVISION FOR THE PLANTING AND IRRIGATION IN THE
 EXCHANGE COURT RIGHT-OF-WAY.
 3. PROVIDE THE INFORMATION REQUIRED FOR THE CITY TO
 DRAFT A MAINTENANCE AND REPLACEMENT AGREEMENT FOR THE
 TREES AND IRRIGATION WITHIN THE EXCHANGE COURT
 RIGHT-OF-WAY TO THE PLANNING DIVISION FOR REVIEW AND
 APPROVAL BY THE CITY ATTORNEY'S OFFICE. THE APPROVED
 AGREEMENT SHALL BE RECORDED BY THE APPLICANT PRIOR TO
 THE COMMENCEMENT OF SITE WORK.
 4. SECURE ENGINEERING DEVELOPMENT APPROVAL, TO INCLUDE
 ALL TECHNICAL DATA.
  
 B. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE PLANNING
 DIVISION.
  
 C. PRIOR TO CONDUCTING ANY LAND DISTURBING OR LAND
 DEVELOPMENT ACTIVITIES, THE APPLICANT SHALL POST A BOND
 OR DEPOSIT IN AN AMOUNT COVERING THE COST ASSOCIATED
 WITH IMPLEMENTATION OF THE STORMWATER POLLUTANT
 PREVENTION PLAN (SWPPP) AND A LAND STABILIZATION BOND
 FOR THE SITE SHALL BE SUBMITTED TO THE PUBLIC WORKS
 DEPARTMENT. THE BOND WILL BE RELEASED UPON APPROVED
 INSPECTION OF TIE-BEAMS OR SIMILAR VERTICAL
 CONSTRUCTION.
  
 D. BUILDING PERMIT: PRIOR TO THE ISSUANCE OF A BUILDING
 PERMIT FOR BUILDING D/E, THE APPLICANT SHALL PROVIDE
 VERIFICATION THAT THE UTILITY EASEMENTS IN CONFLICT
 WITH THE BUILDING LOCATIONS HAVE BEEN ABANDONED.
  
 2) ARCHITECTURAL PLANS
  
 A. THE LAYOUT OF THE GARAGE LEVELS DO NOT MATCH THE
 LAYOUT ON THE ARCHITECTURAL PLANS APPROVED AS PART OF
 RES. NO. 74-16.
 B. THE PROGRAMMING BAYS ARE SERVICE BAYS AND THUS SHALL
 PROVIDE PARKING AT A RATIO OF 1 SPACE PER 3 SERVICE
 BAYS.
 C. PARKING COUNTS AND PARKING DATA TABLES SHALL BE
 REVISED TO REFLECT ACCURATE NUMBERS.
 D. MINIMUM PARKING STANDARDS SHALL CONTINUE TO BE MET.
 E. THE BUILDING EXCEEDS 80 FEET IN HEIGHT (77.75 FEET
 PLUS 2.5 FEET = 80.25 FEET) AND THUS REQUIRES AN
 ADDITIONAL SIX (6) FEET OF SETBACK. RESOLUTION NO.
 74-16 DID NOT GRANT THE WAIVER FOR A BUILDING THIS
 TALL. THIS IS SHOWN ON THE NORTH ELEVATION.
 F. THE ELEVATIONS HAVE CHANGED FROM THOSE APPROVED BY
 RESOLUTION NO. 74-16. A MINOR AMENDMENT IS REQUIRED FOR
 THE REVISED ELEVATIONS PRIOR TO C.O.
  
 3) RESOLUTION NO. 74-16 REQUIRES THAT PARKING AND
 LANDSCAPE COMPLIANCE IN ACCORDANCE WITH THE ZONING AND
 LAND DEVELOPMENT REGULATIONS IS REQUIRED FOR EACH
 BUILDING THAT IS OCCUPIED DURING EACH PHASE OF
 DEVELOPMENT. EACH BUILDING PERMIT FOR DEMOLITION AND
 NEW CONSTRUCTION SHALL INCLUDE PLANS TO DEMONSTRATE
 COMPLIANCE AS THE PHASES OF CONSTRUCTION AND COMPLETION
 OCCUR. FOR EXAMPLE, THE EXISTING PORSCHE DEALERSHIP
 SHALL MEET MINIMUM PARKING REQUIREMENTS DURING
 CONSTRUCTION OF THE NEW PORSCHE BUILDING. ONCE THE NEW
 PORSCHE BUILDING IS OPERATIONAL, THE PORSCHE DEALERSHIP
 SHALL MEET MINIMUM PARKING REQUIREMENTS DURING THE
 DEMOLITION AND CONSTRUCTION OF THE VACATED PORSCHE
 BUILDING. THE PLANS SEEM TO INDICATE THAT ALL OF THE
 DEMOLITION AND CONSTRUCTION WILL OCCUR IN ONE PHASE. IF
 THIS IS THE CASE, THEN THIS PROVISION DOES NOT APPLY.
 HOWEVER, STAFF HAS BEEN TOLD THAT THE CONSTRUCTION WILL
 BE IN PHASES. IF THIS IS STILL THE CASE, THEN THE PLANS
 SHALL SHOW PHASING LINES AND COMPLIANCE WITH THE ABOVE
 CITED DEVELOPMENT REGULATION.
  
 4) ITEMS NOTED ON THE CIVIL PLANS:
  
 A. THE FULL DEPTH OF THE ADA PARKING SPACE BY THE EXIT
 TO THE PROPOSED MINI SERVICE SHALL HAVE A BARRIER TO
 PREVENT CARS EXITING THE SERVICE AREA FROM DRIVING INTO
 THE SIDE OF THE SPACE.
 B. THE DRIVE AISLE WEST OF BUILDING D SHALL HAVE A
 TURNAROUND SPACE OF A WIDTH A CAR CAN USE DEMARCATED.
 THE ONE SHOWN APPEARS TO NARROW WHEN COMPARED TO THE
 APPROVED SITE PLAN.
 C. THE LANDSCAPE ISLANDS BETWEEN BUILDING D AND E ARE
 SHOWN AT DIFFERENT WIDTHS THAN THE SITE PLAN. WHILE
 STAFF LIKES THAT THE INTERIOR ISLANDS ARE SHOWN AT 8
 FEET WIDE INSTEAD OF 5 FEET WIDE, THE 3 FEET WAS TAKEN
 OUT OF THE TERMINAL ISLANDS ADJACENT TO THE BUILDING
 AND THIS MAY PRESENT CONFLICTS WITH THE PROPOSED
 LANDSCAPE.
 D. IT IS ZONING STAFF?S UNDERSTANDING THAT ONLY
 BUILDING E IS BEING BUILT AT THIS TIME, YET THE CIVIL
 PLANS SHOW DEMOLITION AND CONSTRUCTION OF THE ENTIRE
 SITE, TO INCLUDE THE LOCATION OF THE SILT FENCE.
 E. MULTIPLE CONFLICTS WITH PROPOSED WATER AND
 WASTEWATER LINES, BACKFLOW PREVENTERS, FIRE HYDRANTS,
 ETC. AND REQUIRED, APPROVED LANDSCAPE.
 F. AUTOTURN DOES NOT USE FINAL BASE PLAN.
  
 5) SEPARATE PERMITS ARE REQUIRED FOR THE FOLLOWING:
  
 A. PARKING LOT STRIPING
 B. LANDSCAPE
 C. SITE LIGHTING
 D. FENCES AND GATES
 E. DUMPSTER ENCLOSURE
 F. BICYCLE RACK
 G. SIGNAGE
 H. GENERATOR
