 THE INSTALLATION OF ANY MATERIAL OR TO PROHIBIT ANY
 DESIGN OR METHOD OF CONSTRUCTION NOT SPECIFICALLY
 PRESCRIBED BY THIS CODE, PROVIDED THAT ANY SUCH
 ALTERNATIVE HAS BEEN APPROVED. AN ALTERNATIVE MATERIAL,
 DESIGN OR METHOD OF CONSTRUCTION SHALL BE APPROVED
 WHERE THE BUILDING OFFICIAL FINDS THAT THE PROPOSED
 DESIGN IS SATISFACTORY AND COMPLIES WITH THE INTENT OF
 THE PROVISIONS OF THIS CODE, AND THAT THE MATERIAL,
 METHOD OR WORK OFFERED IS, FOR THE PURPOSE INTENDED, AT
 LEAST THE EQUIVALENT OF THAT PRESCRIBED IN THIS CODE IN
 QUALITY, STRENGTH, EFFECTIVENESS, FIRE RESISTANCE,
 DURABILITY AND SAFETY.

 SUPPORTING DATA, WHERE NECESSARY TO ASSIST IN THE
 APPROVAL OF MATERIALS OR ASSEMBLIES NOT SPECIFICALLY
 PROVIDED FOR IN THIS CODE, SHALL CONSIST OF VALID
 RESEARCH REPORTS FROM APPROVED SOURCES.
  
 [A] 104.11.2 TESTS.
 WHENEVER THERE IS INSUFFICIENT EVIDENCE OF COMPLIANCE
 WITH THE PROVISIONS OF THIS CODE, OR EVIDENCE THAT A
 MATERIAL OR METHOD DOES NOT CONFORM TO THE REQUIREMENTS
 OF THIS CODE, OR IN ORDER TO SUBSTANTIATE CLAIMS FOR
 ALTERNATIVE MATERIALS OR METHODS, THE BUILDING OFFICIAL
 SHALL HAVE THE AUTHORITY TO REQUIRE TESTS AS EVIDENCE
 OF COMPLIANCE TO BE MADE AT NO EXPENSE TO THE
 JURISDICTION. TEST METHODS SHALL BE AS SPECIFIED IN
 THIS CODE OR BY OTHER RECOGNIZED TEST STANDARDS. IN THE
 ABSENCE OF RECOGNIZED AND ACCEPTED TEST METHODS, THE
 BUILDING OFFICIAL SHALL APPROVE THE TESTING PROCEDURES.
 TESTS SHALL BE PERFORMED BY AN APPROVED AGENCY. REPORTS
 OF SUCH TESTS SHALL BE RETAINED BY THE BUILDING
 OFFICIAL FOR THE PERIOD REQUIRED FOR RETENTION OF
 PUBLIC RECORDS.
  
 2) THROUGHOUT THE PLANS ARCHITECTURAL AND STRUCTURAL
 PLANS THERE IS MENTION THAT THE PLANS HAVE BEEN
 DESIGNED TO THE 2012 IBC. PLEASE MAKE CORRECTION THAT
 ON JUNE 30, 2015 THE 5TH EDITION OF THE FLORIDA
 BUILDING CODE OR THE 2014 FBC WAS ADOPTED STATEWIDE.
 PLEASE MAKE CORRECTIONS. EXAMPLE UNDER THE 2014 FBC-B
 THERE IS NO SECTION 1704. RESERVED. SPECIAL
 INSPECTIONS.
  
 3) WITH THE STRUCTURAL RENOVATION AND ADDITION THIS
 BUILDING QUALIFIES AS A THRESHOLD BUILDING.
 THRESHOLD BUILDING FL S. S. 553.71(7) ?THRESHOLD
 BUILDING" MEANING ANY BUILDING WHICH IS GREATER THAN
 (3) STORIES OR 50 FT. IN HEIGHT, OR WHICH HAS AN
 ASSEMBLY OCCUPANCY CLASSIFICATION AS DENIED IN THE
 FLORIDA BUILDING CODE WHICH EXCEEDS 5,000 SQ. FT. IN
 AREA AND AN OCCUPANT CONTENT OF GREATER THAN 500
 PERSONS.
  
 3A) 109.3.6.1 THRESHOLD INSPECTION PLAN. THE ENFORCING
 AGENCY SHALL REQUIRE A (WRITTEN/ TYPED) SPECIAL
 INSPECTOR TO PERFORM STRUCTURAL INSPECTIONS ON A
 THRESHOLD BUILDING PURSUANT TO A STRUCTURAL INSPECTION
 PLAN PREPARED BY THE ENGINEER OF RECORD. THE STRUCTURAL
 INSPECTION PLAN MUST BE SUBMITTED TO THE ENFORCING
 AGENCY PRIOR TO THE ISSUANCE OF A BUILDING PERMIT FOR
 THE CONSTRUCTION OF A THRESHOLD BUILDING. THE PURPOSE
 OF THE STRUCTURAL INSPECTION PLAN IS TO PROVIDE
 SPECIFIC INSPECTION PROCEDURES AND SCHEDULES SO THAT
 THE BUILDING CAN BE ADEQUATELY INSPECTED FOR COMPLIANCE
 WITH THE PERMITTED DOCUMENTS.

 INTEREST, NOTARIZED AND RETURNED TO THIS OFFICE, AND
 REVIEWED AND APPROVED BEFORE PERMIT ISSUANCE WILL TAKE

 OR ENGINEER OF RECORD CONTAIN A STATEMENT THAT, TO THE
 BEST OF THE ARCHITECT'S OR ENGINEER'S KNOWLEDGE, THE
 PLANS AND SPECIFICATIONS COMPLY WITH THE APPLICABLE
 FIRE-SAFETY STANDARDS AS DETERMINED BY THE LOCAL
 AUTHORITY IN ACCORDANCE WITH THIS SECTION AND 633
 FLORIDA STATUTE.
  
 3D) FOR THE SPECIAL INSPECTOR PLEASE PROVIDE A RESUME'
 OF INSPECTION EXPERIENCE ON PREVIOUS PROJECT. THE
 RESUME' MUST BE ACCOMPANIED BY ALL CERTIFICATES AS
 SPECIFIED HEREIN. THE BUILDING OFFICIAL OR HIS DESIGNEE
 WILL REVIEW THE RESUME'. AFTER THE RESUME' IS REVIEWED,
 AN INTERVIEW WILL BE SCHEDULED. UNDER NO CIRCUMSTANCES
 WILL AN INSPECTOR BE INTERVIEWED FOR WORK WITHOUT FIRST
 MEETING THE ABOVE CRITERIA.
