 3. FBC A 201.1.1, ACCESSIBLE ROUTE TO SECOND FLOOR IS
 NOT CLEAR. THE ROUTE SHOWN INCLUDES STAIRS IN THE
 EXISTING BUILDING. STAIRS ARE NOT A COMPONENT OF AN
 ACCESSIBLE ROUTE, SEE FBC 402.2.
  
 A RAMP IN THE EXISTING BUILDING IS SHOWN, BUT THE ROUTE
 IS NOT CLEAR. A1.01 AND OTHER SHEETS DO NOT CLEARLY
 SHOW HOW AN OCCUPANT ENTERS THE BUILDING FROM THE RAMP.
 THE RAMP DOES NOT APPEAR TO LEAD TO AN ENTRANCE TO THE
 BUILDING.
  
 THE WIDTH OF THE ROUTE (BASE OF STAIRS TO BUILDING) IS
 NOT CLEAR IF THE RAMP IN THE BACK OF THE BUILDING IS
 THE ACCESSIBLE ROUTE. THIS ROUTE APPEARS CUMBERSOME AND
 MORE DIFFICULT THAN THE ROUTE THROUGH THE FRONT;
 LONGER, GOES THROUGH AN EXIT STAIR, TWO DOORS, AND AN
 UNIDENTIFIED AREA. IF THIS IS PROPOSED AS THE
 ACCESSIBLE ROUTE, PLEASE GET THIS APPROVED VIA EMAIL
 PRIOR TO RESUBMITTAL BY SENDING ADDITIONAL INFORMATION
 VIA EMAIL.
  
 2ND REVIEW: PLEASE SEE FBC A LOCATION (PARTIAL TEXT):
  
 ACCESSIBLE ROUTES SHALL COINCIDE WITH OR BE LOCATED IN
 THE SAME AREA AS GENERAL CIRCULATION PATHS.
  
 SEE ALSO ADVISORY 206.3:
  
 THE ACCESSIBLE ROUTE MUST BE IN THE SAME AREA AS THE
 GENERAL CIRCULATION PATH .... ADDITIONALLY, ACCESSIBLE
 VERTICAL INTERIOR CIRCULATINO MUST BE IN THE SAME AREA
 AS STAIRS AND ESCALATORS, NOT ISOLATED IN THE BACK OF
 THE FACILITY.
  
 AS PER OUR TELEPHONE DISCUSSION, PROVIDE RATIONALE FOR
 THE ACCESSIBLE ROUTE. THE FIRST DESIGN INCLUDED A RAMP
 ADJACENT TO THE STAIRS, SO ALL OCCUPANTS ENTER FROM THE
 SAME AREA FACING THE DROP OFF LOCATION. THE NEW DESIGN
 HAS ALL OCCUPANTS ENTERING VIA THE SAME AREA, BUT THE
 ACCESSIBLE ENTRANCE IS AT THE REAR AND HAS AN
 ADDITIONAL 65 FEET OF TRAVEL DISTANCE TO ARRIVE AT THE
 ELEVATOR. IT IS NOT CLEAR HOW THIS IS AN EQUIVALENT
 FACILITATION.
  
 7. FBC 107, AS THIS PERMIT WAS READY FOR ISSUANCE,
 SUPPLEMENTARY INFORMATION WHICH IS NO LONGER APPLICABLE
 IS IN THE PACKAGE (SUCH AS ENERGY CALCS). PLEASE TREAT
 THESE THE SAME AS PLANS; THE ONES WHICH SHOULD BE
 REMOVED SHOULD BE MARKED VOID AND RETAINED SEPARATELY,
 WITH THE VOIDED PLAN SHEETS. ASSEMBLE TWO SETS OF
 SUPPLEMENTARY DOCUMENTS FOR REVIEW.
  
 18. THIS PERMIT WILL BE ISSUED WITH THE FOLLOWING
 PROVISOS:
  
 BUILDING UNDER CONSTRUCTION ELEVATION CERTIFICATE OR
 FORM BOARD SURVEY SHOWING PROPOSED ELEVATIONS IS
 REQUIRED PRIOR TO CONCRETE POUR
 FINISHED CONSTRUCTION ELEVATION CERTIFICATE IS REQUIRED
 PRIOR TO FINAL INSPECTION.
  
 NEW COMMENT 2/16:
  
 AFTER REVIEW OF THE ACTUAL CIRCULATION PATH (OF WHICH I
 WAS PREVIOUSLY NOT AWARE) AND DISCUSSION WITH THE
 BUILDING OFFICIAL, IT APPEARS THAT VERTICAL
 ACCESSIBILITY SERVING THIS BUILDING IS REQUIRED. THE
 PLAN PROPOSED THAT OCCUPANTS WHO CANNOT NAVIGATE THE
 STAIRS ARE TO EXIT THE NEW BUILDING AND ENTER THE
 ADJACENT BUILDING IN ORDER TO UTILIZE AN EXISTING
 ELEVATOR. IT APPEARS THAT THE NEW BUILDING REQUIRES AN
 ELEVATOR.
  
 SEE FBC 206.3: "WHERE CIRCULATION PATHS ARE INTERIOR,
 REQUIRED ACCESSIBLE ROUTES SHALL ALSO BE INTERIOR."
  
 FOR INSTANCE, AN OCCUPANT IN THE NEW BUILDING WHO IS
 ABLE TO USE THE STAIRS CAN GO DIRECTLY TO THE SECOND
 FLOOR AFTER ENTERING VIA ADMINISTRATION. SOMEONE UNABLE
 TO USE THE STAIRS WILL BE REQUIRED TO EXIT THE BUILDING
 AND ENTER A DIFFERENT BUILDING IN ORDER TO ACCESS THE
 SECOND FLOOR OF THE NEW BUILDING.
