 IS OVER $52,000, WHICH EXCEEDS 50% OF THE PAPA
 APPRAISAL FOR THE IMPROVEMENT VALUE. THEREFORE THE
 LOWEST FLOOR OF THE STRUCTURE MUST BE RAISED BEFORE ANY
