 AREAS SHALL BE DEEMED DISPROPORTIONATE TO THE OVERALL
 ALTERATION WHEN THE COST EXCEEDS 20 PERCENT OF THE COST
 OF THE ALTERATION TO THE PRIMARY FUNCTION AREA.

 CHOOSING WHICH ACCESSIBLE ELEMENTS TO PROVIDE, PRIORITY
