 PLANS WERE RESUBMITTED, THIS REVIEWER ASKED TO PROVIDE
 WHERE THIS WOULD MEET AN EXCEPTION TO ALLOW ANOTHER
 SERVICE. THE RESPONSE LETTER MENTIONS BECAUSE OF THE
 LOADS. HOWEVER BASED ON THE SECTION OF THE CODE AS
 NOTED IF A SERVICE REACHES THE LIMIT OF 2000AMPS, THEN
 AN ADDITIONAL SERVICE MAY BE GRANTED BY SPECIAL
