2007-03-20 18:36:42A PRELIMINARY ROOF INSPECTION WAS PERFORMED AT 1638
 EMBASSY DRIVE IN ORDER TO DETERMINE IF A ROOF RECOVER
 COULD BE WARRANTED. I MET WITH MIKE, A REPRESENTATIVE
 FOR CENTIMARK AND PERFORMED A ROOF INSPECTION OF THE
 EXISTING ROOF MEMBRANE AND UNDERLYING SUBSTRATE/ROOF
 APPLICATIONS. THE FOLLOWING WAS NOTED:
  
 1) THE EXISTING ROOF MEMBRANE APPEARS TO BE A POLYESTER
 FABRIC ENCAPSULATED BETWEEN LAYERS OF POLYVINYLCHLORIDE
 WITH A THICKNESS OF .040 TO .060". THERE WERE NUMEROUS
 AREAS OF THE ROOF WHERE THERE APPEARS TO BE VAST
 AMOUNTS OF WATER PONDING. IN THESE AREAS THE ROOF
 MEMBRANE APPEARED TO BE DELAMINATED AND ONLY THE SINGLE
 PLY BACKING REMAINED.
  
 2) THE SUBSTRATE AND EXISTING ROOF LAYERS WERE
 VERIFIED: A CORE SAMPLE WAS TAKEN. IT APPEARS THAT
 THERE ARE TWO LAYERS OF ROOF COVERINGS. THE SUBSTRATE
 APPEARS TO BE WOOD STRUCTURAL PANELS WITH A MODIFIED
 BITUMEN/BALLAST ROOF COVERING. A SINGLE PLY OVER
 POLYSTYRENE BOARD EXISTS OVER THE FORMER. THE
 INSULATION BOARD THAT WAS RECOVERED FROM THE ROOF CORE
 SAMPLE WAS WATER SOAKED AND WHILE WALKING ON MOST OF
 THE ROOF, THE INSULATION BOARD APEARED TO BE SPONGY AND
 WATER SOAKED THEREBY CONFIRMING THE SAME.
  
 3) WITH THE AMOUNT OF PONDING WATER THAT WAS EVIDENT ON
 THE ROOF, THERE MAY BE DAMAGE TO THE STRUCTURAL PANEL
 SUBSTRATE AT NUMEROUS LOCATIONS.
  
 IN SUMMARY, A ROOF RECOVER PERMIT MAY NOT BE ISSUED DUE
 TO THE AFOREMENTIONED CONDITIONS AND THE FLORIDA
 EXISTING BUILDING CODE SECTIONS 511.2 AND 511.3 (1) AND
 (6).
  
 FEBC 511.2- THE STRUCTURAL ROOF COMPONENTS SHALL BE
 CAPABLE OF SUPPORTING THE ROOF COVERING SYSTEM AND THE
 MATERIAL AND EQUIPMENT LOADS THAT WILL BE ENCOUNTERED
 DURING THE INSTALLATION OF THE ROOF COVERING SYSTEM.
  
 FEBC 511.3 RECOVERING VERSUS REPLACEMENT. NEW ROOF
 COVERINGS SHALL NOT BE INSTALLED WITHOUT FIRST REMOVING
 EXISTING ROOF COVERINGS WHER ANY OF THE FOLLOWING
 OCCUR:
  
 1) WHEN THE OLD ROOFING IS WATER SOAKED OR DETERIORATED
 TO THE POINT THAT IT IS NOT SUITABLE AS A BASE FOR
 ADDITIONAL ROOFING.
  
 6) WHEN EXISTING ROOF HAS TWO OR MORE APPLICATIONS OF
 ANY TYPE ROOFING MATERIAL. CONFORMANCE WITH THIS ITEM
 SHALL MAKE REPLACEMENT MANDATORY.
  
 YOU MAY REVISE THE PERMIT APPLICATION TO INDICATE A
 REROOFAND RESUBMIT THE APPLICABLE PRODUCT APPROVALS
 FOR PLAN REVIEW.
