 ISSUED. AT THIS TIME, BUILDING PERMITS FOR LAND
 DISTURBANCE (I.E. SOIL IMPROVEMENT, FOUNDATION, ETC.)
 ARE STILL PENDING. ONCE ANY ONE OF THESE PERMITS ARE
