 FENCE IS ON TOP OF THE WALL, THE COMBINED HEIGHT OF THE
 FENCE AND WALL CANNOT EXCEED 6 FEET AS MEASURED FROM
 THE SIDEWALK. IF THE FENCE IS INSET AND SITTING ON
 GRADE INSIDE OF THE RETAINING WALL, THEN THE COMBINED
 HEIGHT RESTRICTION IS NOT APPLICABLE.
