 EXCEED ONE FOOTCANDLE AT OR BEYOND THE BOUNDARIES OF
 SUCH DEVELOPMENT." THE EXTENDED PHOTOMETRICS MUST
 VERIFY THEY DO NOT EXCEED THIS REQUIREMENT.
