 1. IN THE RESPONSE LETTER PROVIDED, MR. PORTER ASKED TO
 BE SUPPLIED WITH THE FBC RESIDENTIAL CODE SECTION THAT
 REFERENCES BACK TO USING THE NEC CODE SECTIONS CITED.
 SECTION E3401.1 STATES: "THE PROVISIONS OF CHAPTERS 34
 THROUGH 43 SHALL ESTABLISH THE GENERAL SCOPE OF THE
 ELECTRICAL SYSTEM AND EQUIPMENT REQUIREMENTS OF THIS
 CODE. CHAPTERS 34 THROUGH 43 COVER THOSE WIRING METHODS
 AND MATERIALS MOST COMMONLY ENCOUNTERED IN THE
 CONSTRUCTION OF ONE- AND TWOFAMILY DWELLINGS AND
 STRUCTURES REGULATED BY THIS CODE. OTHER WIRING
 METHODS, MATERIALS AND SUBJECT MATTER COVERED IN NFPA
 70 ARE ALSO ALLOWED BY THIS CODE". SECTION E3402.1
 STATES: "CHAPTERS 34 THROUGH 43 SHALL COVER THE
 INSTALLATION OF ELECTRICAL SYSTEMS, EQUIPMENT AND
 COMPONENTS INDOORS AND OUTDOORS THAT ARE WITHIN THE
 SCOPE OF THIS CODE, INCLUDING SERVICES, POWER
 DISTRIBUTION SYSTEMS, FIXTURES, APPLIANCES, DEVICES AND
 APPURTENANCES. SERVICES WITHIN THE SCOPE OF THIS CODE
 SHALL BE LIMITED TO 120/240-VOLT, 0- TO 400-AMPERE,
 SINGLE-PHASE SYSTEMS. THESE CHAPTERS SPECIFICALLY COVER
 THE EQUIPMENT, FIXTURES, APPLIANCES, WIRING METHODS AND
 MATERIALS THAT ARE MOST COMMONLY USED IN THE
 CONSTRUCTION OR ALTERATION OF ONE- AND TWO-FAMILY
 DWELLINGS AND ACCESSORY STRUCTURES REGULATED BY THIS
 CODE. THE OMISSION FROM THESE CHAPTERS OF ANY MATERIAL
 OR METHOD OF CONSTRUCTION PROVIDED FOR IN THE
 REFERENCED STANDARD NFPA 70 SHALL NOT BE CONSTRUED AS
 PROHIBITING THE USE OF SUCH MATERIAL OR METHOD OF
 CONSTRUCTION. ELECTRICAL SYSTEMS, EQUIPMENT OR
 COMPONENTS NOT SPECIFICALLY COVERED IN THESE CHAPTERS
 SHALL COMPLY WITH THE APPLICABLE PROVISIONS OF NFPA
 70". SO, BASED ON THE FACT THAT THE RESIDENTIAL CODE
 COVERS THE METHODS AND MATERIALS "MOST COMMONLY
 ENCOUNTERED", AND THAT ANY "EQUIPMENT OR COMPONENTS NOT
 SPECIFICALLY COVERED IN THESE CHAPTERS SHALL COMPLY
 WITH THE APPLICABLE PROVISIONS OF NFPA 70", I ALWAYS
 SUPPLY THE NEC SECTION NUMBERS IN ADDITION TO THE FBC
 RESIDENTIAL CODE SECTIONS. I HOPE THIS ANSWERS YOUR
 QUESTION. PLEASE FEEL FREE TO EMAIL ME IF YOU NEED
 FURTHER EXPLANATION.
 2. PREVIOUS COMMENT #2 NOT ADDRESSED SATISFACTORILY.
 THE SUBMITTED RISER SHOWS 3-#2 WIRES WITH A "BOND" TO
 THE INTERIOR PANEL, WHICH IS STATED TO BE A 120 AMP
 SERVICE. THE METER MAIN COMBO SPECIFIED ON THE PLAN
 WILL NOT ACCEPT ANYTHING LARGER THAN A 100 AMP BREAKER
 ON A 2-POLE SPACE, PER THE MANUFACTURERS SPEC SHEET.
 ADDITIONALLY, 120 AMP IS NOT A RECOGNIZED FUSE/BREAKER
 SIZE PER THE NEC OR THE FBC RESIDENTIAL. THEREFORE, THE
 INTERIOR PANEL FEED WILL NEED TO BE SIZED FOR THE 150
 AMP MAIN BREAKER IN THE METER MAIN (USING THE FEED
 THROUGH LUGS), OR A SMALLER SIZE BREAKER AND WIRE IF
 THE LOAD CALCULATION PERMITS. ALSO, THE FEEDER TO THE
 INTERIOR PANEL IS REQUIRED TO HAVE AN EQUIPMENT
 GROUNDING CONDUCTOR PER CODE, NOT A "BOND". THERE
 SHOULD NOT BE A "BOND", OR ANY OTHER GROUND WIRE IN THE
 SERVICE LATERAL FROM THE POWER COMPANY. PROVIDE
 CORRECTIONS AS PREVIOUSLY REQUESTED AND EXPLAINED
 ABOVE. NEC 215.5, 240.6, 250.4(A), 250.24(A),
