 [A] 109.3 BUILDING PERMIT VALUATIONS.
 THE APPLICANT FOR A PERMIT SHALL PROVIDE AN ESTIMATED
 PERMIT VALUE AT TIME OF APPLICATION. PERMIT VALUATIONS
 SHALL INCLUDE TOTAL VALUE OF WORK, INCLUDING MATERIALS
 AND LABOR, FOR WHICH THE PERMIT IS BEING ISSUED, SUCH
 AS ELECTRICAL, GAS, MECHANICAL, PLUMBING EQUIPMENT AND
 PERMANENT SYSTEMS. IF, IN THE OPINION OF THE BUILDING
 OFFICIAL, THE VALUATION IS UNDERESTIMATED ON THE
 APPLICATION, THE PERMIT SHALL BE DENIED, UNLESS THE
 APPLICANT CAN SHOW DETAILED ESTIMATES TO MEET THE
 APPROVAL OF THE BUILDING OFFICIAL. FINAL BUILDING
 PERMIT VALUATION SHALL BE SET BY THE BUILDING OFFICIAL.

 OUTDOOR SWIMMING POOLS SHALL BE PROVIDED WITH A BARRIER
 COMPLYING WITH SECTIONS R4501.17.1.1 THROUGH

 THE TOP OF THE BARRIER SHALL BE AT LEAST 48 INCHES
 (1219 MM) ABOVE GRADE, MEASURED ON THE SIDE OF THE
 BARRIER WHICH FACES AWAY FROM THE SWIMMING POOL. THE
 MAXIMUM VERTICAL CLEARANCE BETWEEN GRADE AND THE BOTTOM
 OF THE BARRIER SHALL BE 2 INCHES (51 MM) MEASURED ON
 THE SIDE OF THE BARRIER WHICH FACES AWAY FROM THE
 SWIMMING POOL. WHERE THE TOP OF THE POOL STRUCTURE IS
 ABOVE GRADE, THE BARRIER MAY BE AT GROUND LEVEL OR
 MOUNTED ON TOP OF THE POOL STRUCTURE. WHERE THE BARRIER
 IS MOUNTED ON TOP OF THE POOL STRUCTURE, THE MAXIMUM
 VERTICAL CLEARANCE BETWEEN THE TOP OF THE POOL
 STRUCTURE AND THE BOTTOM OF THE BARRIER SHALL BE 4
