 THE PUBLIC UTILITIES DEPARTMENT.
 (C)SWALES AND PARKWAYS SHALL BE SODDED OR SEEDED BY THE
 ADJACENT REAL PROPERTY OWNER OR OCCUPANT WITH GRASS,
 WHICH SHALL BE MAINTAINED TO A HEIGHT NOT GREATER THAN
