 ROAD FOR THE USE OF THE HOME OWNERS AND FOR UTILITIES.
 THE CITY HAS A SANITARY SEWER IN THE ALLEY AND IT CAN
 NOT BE FENCED IN.
 2. SINCE THE WALL IS IN THE ALLEY, RESUBMIT THE FENCE
 REQUEST AND PERMIT WITH THE FENCE BEHIND THE WALL
 (SOUTH SIDE) AND IT CAN BE APPROVED.
