DATE | TIME | INSPECTION / EVENT TYPE | INSTRUCTIONS / COMMENTS | 2020-07-09 | 10:33:00 | COMMENTS | 10:08 I CALLED/SPOKE WITH JOANN/OWNER REGARDING CASE.I EXPLAINED THAT I HAD CITED PROPERTY WITH A "COURTESY NOTICE" FOR THE PILE OF BULK WASTE IN FRONT OF THE PROPERTY WHICH HAD BEEN REPORTED BY THE DRIVER IN A SERVICE ORDER.I EXPLAINED THAT I WAS TRYING TO MAKE CONTACT WITH NEIGHBORS BUT NO ONE WAS HOME.SO AFTER REINSPECTION ON COURTESY NOTICE FAILED I POSTED A VIOLATION NOTICE SINCE PILE WAS STILL THERE AND NO CONTACT FROM ANYONE.THEN ON REINSPECTION FROM VIOLATION NOTICE THE TENANT ACROSS THE STREET WAS OUT BY HIS CAR SO I ASKED HIM IF HE SAW ANYONE OR IF TENANTS FROM HIS PROPERTY PUT TRASH ACROSS THE STREET.HE SAID THAT NO ONE FROM WHERE HE RENTS PUT TRASH THERE AND THAT THE HOMELESS BRING ITEMS AND SLEEP ON THE VACANT LOT BY THE NEIGHBORS CONCRETE FENCE AND ONCE THEY MOVE ON THE PUT THE THING THEY BRING OUT ON THE STREET.HE SAID HE SAW THEM PUT IT OUTA FEW WEEKS AGO.SO WITH THIS SINCE NO ONE WAS ON THE LOT I CAN ONLY HAVE THE PILE PICKED UP WITH A WORK ORDER AND THE CITY BILLS THE OWNER.SHE SAID SHE DID NOT GET A NOTICE.I TOLD HER NOTICES ARE POSTED ON THE PROPERTY AND I POSTED IT ON THE PILE.SHE SAID THEY LIVE 2 HOURS AWAY AND ONLY GO BY ONCE A MONTH.SHE SAID SHE HAS HAD HOMELESS PEOPLE CAMP OUT AND BUILD SHELTER ON THE PROPERTY AND LEAVE TRASH.I TOLD HER KNOWING THIS SHE SHOULD BE CHECKING ON HER PROPERTY MORE REGULARLY AND I SUGGESTED FENCING OFF THE PROPERTY TO PREVENT TRESPASSING.I TOLD HER THAT DOESN'T MEAN THAT TRASH WON'T BE DUMPED IN THE ADJOINING EASEMENTS WHICH THE OWNER WOULD STILL BE RESPONSIBLE FOR AND THAT IS WHY WHEN I CAME TO ISSUES LIKE THIS I TRY TO MAKE CONTACT WITH NEIGHBORS TO FIND OUT WHO DUMPED TRASH TO CITE THE ONE WHO DUMPS THERE BUT IN THIS CASE ACCORDING TO THE TENANT NEIGHBOR IT WAS HOMELESS WHO ARE NO LONGER THERE.I TOLD HER I AM NOT ABLE TO HELP HER AT THIS POINT AND SUGGESTED TO CONTACT JOHNNY/SUPERVISOR.
