 THOMAS ENGINEERING GROUP AND DATED 8/2/2022 (REVISED
 3.9.23).
  
 1. SINCE THE ITC RELOCATION TO TAMARIND AVENUE AND TO
 THE SEABOARD TRAIN STATION AREA IS A TEMPORARY
 ARRANGEMENT PROMPTED BY THE CONSTRUCTION OF THE TRANSIT
 VILLAGE PROJECT, THE SUBMITTAL NEEDS TO INCLUDE PLANS
 SHOWING HOW TAMARIND AVENUE AND THE SEABOARD STATION
 AREA ARE GOING TO BE RESTORED TO THEIR CURRENT
 CONDITION (OR BETTER) ONCE THE TRANSIT VILLAGE PROJECT
 IS COMPLETED AND THE ITC MOVES ITS OPERATIONS BACK TO
 THE TRANSIT VILLAGE LOCATION.
  
 2. THE APPLICANT NEEDS TO SHOW WRITTEN DOCUMENTATION
 THAT THESE PLANS SATISFY THE NEEDS OF THE DIFFERENT
 USERS (TRI-RAIL, GREYHOUND, PALM BEACH INTERNATIONAL
 SHUTTLE, FLIXBUS, AMTRAK, TAXI, CITY TROLLEY).
  
 3. IN ADDITION TO PROVIDING RAILROAD PASSENGER SERVICE
 THROUGH TRI-RAIL AND AMTRAK, THE SEABOARD TRAIN STATION
 AREA IS ALSO SERVED BY GREYHOUND BUSES AND BY THE
 CITY???S GREEN TROLLEY ROUTE. THE PLANS SHOW THE
 REMOVAL OF THE THREE (3) GREYHOUND PARKING SPACES AND
 OF THE AREA WHERE THE CITY???S TROLLEY STOPS; HOWEVER,
 THE PLANS DO NOT SHOW HOW THE NEEDS OF GREYHOUND AND
 THE CITY???S TROLLEYS WILL BE ACCOMMODATED. IN
 ADDITION, THE CURRENT ITC FACILITY INCLUDES AT LEAST 16
 BUS BAYS FOR PALM TRAN BUSES. THE PROPOSED TAMARIND
 AVENUE ITC RELOCATION SHOWS A TOTAL OF 13 BUS BAYS
 (FIVE WITHIN THE NORTH PARKING LOT AREA AND EIGHT ALONG
 TAMARIND AVENUE). IT IS UNCLEAR HOW THESE 13 BAYS ARE
 SUPPOSED TO ADDRESS THE NEEDS OF PALM TRAN, GREYHOUND
 AND THE CITY???S TROLLEY AND HOW THE PROPOSED CHANGES
 WOULD AFFECT THE OPERATIONS OF SFRTA AND AMTRAK. THE
 APPLICANT NEEDS TO PROVIDE WRITTEN DOCUMENTATION FROM
 THE DIFFERENT USERS OF THE FACILITY INDICATING THAT THE
 PROPOSED PLANS ADDRESS THEIR NEEDS.
  
 4. OVER 50 VEHICULAR PARKING SPACES AS WELL AS A DOZEN
 MOTORCYCLE/SCOOTER SPACES IN THE NORTH AND SOUTH
 PARKING LOTS OF THE SEABOARD TRAIN STATION AREA ARE
 PROPOSED TO BE REMOVED AS PART OF THE ITC RELOCATION.
 MOST OF THESE SPACES ARE USED BY TRI-RAIL AND AMTRAK
 USERS, TAXIS, WHILE OTHERS ARE SPECIFICALLY DEDICATED
 TO GREYHOUND AND AMTRAK EMPLOYEES. HOW WILL THE PARKING
 NEEDS OF THESE USERS BE ADDRESSED? THE AGREEMENTS WITH
 GREYHOUND AND AMTRAK NEED TO BE REVIEWED TO DETERMINE
 CONTRACTUAL IMPLICATIONS OF PARKING REMOVAL OR NEED FOR
 AMENDMENTS.
  
 5. THE PROPOSED PLANS FOR THE NORTHERN PORTION OF THE
 SITE SHOWS THAT BUSES WILL CIRCULATE AND PARK ON A)
 WHAT IS TODAY THE NORTHERN PARKING LOT FOR THE SEABOARD
 STATION; AND, B) ALONG TAMARIND AVENUE. BOTH PARKING
 AREAS WOULD BE SEPARATED BY A PROPOSED 6 TO 8-FOOT
 SIDEWALK THAT INCLUDES TREES THAT WOULD REDUCE WALKING
 SPACE TO 3-4 FEET ON CERTAIN SECTIONS. THIS SIDEWALK
 WOULD BE USED FOR PEDESTRIAN CIRCULATION ALONG THE WEST
 SIDE OF TAMARIND AND FOR ACCESSING OR ALIGHTING THE
 DIFFERENT BUSES THAT WOULD PARK ALONG IT. STAFF IS
 CONCERNED THAT THIS SIDEWALK WOULD BE TOO NARROW TO
 SAFELY HANDLE THE NUMBER OF PEDESTRIANS THAT WOULD BE
 WALKING ALONG IT WITH BUSES THAT WOULD BE CIRCULATING
 AND PARKING ON BOTH SIDES OF IT. STAFF SUGGESTS THAT
 THE PROPOSED SIDEWALK BE EITHER SUBSTANTIALLY EXPANDED
 OR THAT A NEW CONFIGURATION FOR PEDESTRIAN AND BUS
 CIRCULATION BE PROPOSED FOR THIS AREA. PROPOSED DATE
 PALMS ALONG THE STREET FRONTAGE DO NOT COMPLY WITH THE
 DMP STREETSCAPE STANDARDS. PALMS SHALL BE REPLACED BY
 SHADE TREES TO PROVIDE PEDESTRIAN COMFORT.
  
 6. CURRENTLY, THERE IS A BRIGHT BIKE BIKESHARE STATION
 LOCATED IN THIS AREA THAT WILL BE IMPACTED BY THE
 PROPOSED RECONFIGURATION. THE DEMOLITION PLAN ON PAGE
 C-2 INCORRECTLY IDENTIFIES THIS FACILITY AS A ???BIKE
 RACK??? THAT WILL BE REMOVED. THE PLANS DON???T SHOW A
 LOCATION WHERE THIS STATION, WHICH INCLUDES AN
 ELECTRICAL INSTALLATION, WOULD BE RELOCATED. THE PLANS
 NEED TO CLEARLY IDENTIFY THE LOCATION WHERE THE
 BIKESHARE STATION WOULD BE RELOCATED. CITY HAS SEPARATE
 AGREEMENTS AND OBLIGATIONS WITH BRIGHTBIKE TO PROVIDE
 THESE FACILITIES AT SELECT "PRE-APPROVED" LOCATIONS,
 COORDINATION WITH BRIGHTBIKE WILL BE NECESSARY.
  
 7. PAGE C-06 PRELIMINARY SITE DETAILS OF THE PLANS
 SHOWS A BIKE RACK DETAIL FOR A ???WAVE??? BIKE RACK, A
 MODEL WHICH IS NOT PERMITTED BY THE CITY.
  
 8. THE PLANS PROPOSE TO MODIFY SECTIONS OF TAMARIND
 AVENUE BY REPLACING A NB LEFT TURN LANE INTO THE
 STATION WITH A ???GREEN MEDIAN???. THE PLANS NEED TO
 SHOW WHAT THE NEW CROSS SECTION FOR TAMARIND AVENUE
 WOULD BE AS A RESULT OF THESE PROPOSED CHANGES.
  
 9. THE NEW PROPOSED VEHICULAR ENTRANCE TO THE
 ???INTERNAL??? BUS AREA IN THE ITC IS APPROXIMATELY 40
 FEET FROM THE INTERSECTION OF TAMARIND AVENUE AND
 BANYAN BOULEVARD. THIS IS INCONSISTENT WITH THE
 PROVISIONS OF SECTION 94-312- ACCESS TO STREETS OF THE
 CITY???S ZONING AND LAND DEVELOPMENT REGULATIONS, WHICH
 REQUIRE FOR COLLECTOR ROADS SUCH AS TAMARIND AVENUE A
 MINIMUM OF 50 FEET OF CORNER CLEARANCE DISTANCE BETWEEN
 A DRIVEWAY OR ACCESS POINT AND THE INTERSECTION. IN
 ADDITION TO MOVING THE ACCESS POINT TO A DISTANCE OF AT
 LEAST 50 FEET FROM THE INTERSECTION OF TAMARIND AND
 BANYAN, THE PLANS NEED TO INCLUDE AN AUTO-TURN ANALYSIS
 OF THE TURNING MOVEMENTS FOR THE DIFFERENT TYPES OF
 BUSES THAT WOULD ACCESS THIS FACILITY. THE ANALYSIS
 SHOULD REFLECT THE FACT THAT MANY OF THE BUSES
 ACCESSING THE ITC WOULD BE TURNING INTO TAMARIND FROM
 EASTBOUND BANYAN BOULEVARD.
  
 10. DESIGN NEEDS TO PROVIDE AN AREA FOR DROP-OFF AND
 PICK UP. THE CURRENT CONFIGURATION OF THE STATION DOES
 NOT PROVIDE A DEDICATED SPACE FOR CARS TO LINE UP FOR
 DROP OFF OR PICK UP FROM THE TRI-RAIL THEREFORE THE
 CARS UTILIZE THE INTERIOR DRIVEWAY OF THE NORTH PARKING
 LOT. THE NEW CONFIGURATION WILL REMOVE THAT OPTION.
 WHAT AREA WILL BE DEDICATED FOR DROP OFF AND PICK UP
 WITH THE NEW CONFIGURATION?
  
  
 NEW COMMENTS 3.9.23 FROM ZONING.
  
 1. SITE DESIGN SHALL COMPLY WITH BUILDING REQUIREMENTS
 OF SEC. 94-120 TRANSIT ORIENTED DEVELOPMENT DISTRICT
 AND TABLE IV-21. SPECIFICALLY SETBACKS (RESTROOM
 FACILITIES & TICKET BOOTH EXCEED MAXIMUM SETBACK OFF OF
 S TAMARIND AVE.), OPEN SPACE REQUIREMENTS, ETC.
  
 2. SITE DESIGN SHALL COMPLY WITH REQUIREMENTS OF SEC.
 94-111 PARKING & LOADING REQUIREMENTS:
  
 G. OFF-SITE PARKING. OFF-SITE PARKING SHALL BE
 PERMITTED. OFF-SITE PARKING MAY COUNT TOWARD REQUIRED
 PARKING, AND SHALL COMPLY WITH THE FOLLOWING
 CONDITIONS:
 1. OFF-SITE PARKING SHALL BE LOCATED WITHIN 700 FEET OF
 THE PROPOSED DEVELOPMENT. THE DISTANCE SEPARATION SHALL
 BE MEASURED BY FOLLOWING A STRAIGHT LINE FROM THE
 PROPERTY LINE ON WHICH THE PRIMARY USE IS LOCATED TO
 THE PROPERTY LINE WHERE THE OFF-SITE PARKING IS
 PROPOSED.
 2. A RESTRICTIVE COVENANT SHALL BE REQUIRED FOR THE
 PURPOSE OF ENSURING THAT THE REQUIRED PARKING IS
 PROVIDED. SUCH RESTRICTIVE COVENANT SHALL BE EXECUTED
 BY OWNERS OF THE PROPERTIES CONCERNED. ALL RESTRICTIVE
 COVENANTS AND OTHER DOCUMENTS REQUIRED TO BE RECORDED
 SHALL BE ON CITY APPROVED FORMS, AND RECORDED IN THE
 PUBLIC RECORDS.
 3. THE LOCATION AND NUMBER OF OFF-SITE PARKING SPACES
 SHALL REQUIRE APPROVAL BY DAC.
  
 N. PASSENGER LOADING AND DROP-OFF.
 1. PASSENGER LOADING AND DROP-OFF SHALL COMPLY WITH
 TABLE IV-11.
 2. ON-STREET PASSENGER LOADING AND DROP-OFF. ON-STREET
 PASSENGER LOADING AND DROP-OFFS MAY BE PERMITTED WHEN
 PROPOSED OR EXISTING DEVELOPMENTS CANNOT REASONABLY
 PROVIDE THIS FUNCTION WITHIN THE BUILDING STRUCTURE, AS
 DETERMINED BY THE PLANNING DIRECTOR. ON-STREET
 PASSENGER LOADING AND DROP-OFFS SHALL BE PERMITTED
 WITHIN THE AREAS DESIGNATED FOR ON-STREET PARKING WITH
 THE FOLLOWING CONDITIONS:
 A. AN ON-STREET PASSENGER LOADING AND DROP-OFF PERMIT
 MUST BE OBTAINED FROM THE CITY PARKING ADMINISTRATOR.
 B. FOR EACH PROPOSED DEVELOPMENT, THERE SHALL BE NO
 MORE THAN ONE ON-STREET PASSENGER LOADING AND DROP-OFF
 AREA PER LOT FRONTAGE.
 C. THE CITY PARKING ADMINISTRATOR SHALL DETERMINE THE
 DIMENSIONS OF THE ON-STREET PASSENGER LOADING AND
 DROP-OFF AREAS BASED ON THE PROPOSED DEVELOPMENT
 PROJECT.
  
 O. CURB CUTS, PARKING ENTRANCES, AND DRIVEWAYS.
 3. CURB CUTS, PARKING ENTRANCES, EXITS, AND DRIVEWAYS
 SHALL NOT BE WIDER THAN 25 FEET AS MEASURED PARALLEL TO
 THE STREET AT THE CURB.
  
 3. TABLE IV-11: DOES NOT PERMIT ON-STREET PASSENGER
 LOADING AND DROP-OFF OR OFF-STREET PASSENGER LOADING
 AND DROP-OFFS ALONG AVENUE STREET DESIGNATIONS WITHIN
 THE TOD DISTRICTS. S TAMARIND AVENUE IS AN AVENUE.
  
 4. PLEASE PROVIDE TABULAR DATA ON THE PARKING COUNTS,
 OUTLINING REQUIRED PARKING FOR ITC/SFRTA & PALM TRAN,
 REQUIRED PARKING FOR SEABOARD TRAIN STATION, AMTRAK,
 GREYHOUND, ETC. AND FINAL NUMBER OF SPACES ALLOCATED
 ONSITE.
  
 5. SITE DESIGN SHALL COMPLY WITH REQUIREMENTS OF SEC.
 94-113 LANDSCAPE AND STREETSCAPE REQUIREMENTS;
 SPECIFICALLY SIDEWALK WIDTH (MAINTAIN A MINIMUM
 CONTINUOUS 8 FT. CLEAR SIDEWALK PATH, 4FT. WIDE
 LANDSCAPE STRIP BETWEEN CURB AND SIDEWLAK, STREET TREES
 PLANTED ADJACENT TO CURB MAX. 30FT. ON CENTER,
 LIGHTING, IRRIGATION, ETC.) BUS AND SURFACE PARKING
 SPACES NEED TO PROVIDE 5FT. LANDSCAPE BUFFER AND HEDGES
 PLANTED AT TWO-FOOT TO THREE-FOOT INTERVALS AT A
 MAXIMUM HEIGHT OF 36 INCHES.
  
 6. PLEASE PROVIDE UPDATED NARRATIVE AND JUSTIFICATION
 STATEMENT OUTLINING THE PHASING OF OPERATIONS,
 CONSTRUCTION, ELIMINATION OF PARKING,
 OBLIGATIONS/AGREEMENTS, OFF-SITE PARKING PROPOSALS,
 ETC. THAT IMPACTS ITC RELOCATION AND SITE PLAN.
  
 7. PLEASE PROVIDE ALL LEASE AGREEMENTS, LETTERS OF
 APPROVAL, AND DOCUMENTATION BETWEEN CITY, TRANSIT
 VILLAGE, SFRTA, AND COUNTY FOR SEABOARD PROPERTY AND
 RELOCATION.
  
 8. SUPPLEMENTAL DOCUMENTATION AND ADDITIONAL ITEMS TO
 PROVIDE: UTILITY LETTERS, A TRAFFIC STUDY, UPDATED
 OPERATIONAL PLAN, AND STANDARDS FOR CODE COMPLIANCE FOR
 ALL APPLICABLE ELEMENTS OF: SITE PLAN REVIEW, DAC
 SPECIAL REVIEW, AND VARIANCE STANDARDS.
  
 9. IF SURFACE PARKING LOTS ARE TO BE SUBMITTED AS A
 SEPARATE SITE PLAN APPLICATION OR PERMITTING, PLEASE
 PROVIDE DIAGRAMS, EXHIBITS, OR DRAWINGS WHICH VERIFY
 THE CONDITIONS OF THESE PARKING LOTS, PARKING COUNTS,
 ETC. AS THESE LOTS FACILITATE PORTIONS OF THE ITC'S
 REQUIRED PARKING.
  
 10. ALL SUGGESTED IMPROVEMENTS TO SITE, HOW ARE THESE
 TO BE MAINTAINED, WHICH PARTY IS RESPONSIBLE FOR
 MAINTENANCE? SEPARATE DISCUSSIONS AND AGREEMENTS MAY BE
