 FEBRUARY 27, 2023
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. THE VALUE OF THE BUILDING IS $127,532.00
 PER THE PBC PROPERTY APPRAISER. THE PROJECTED COST OF
 THE CHANGES FOR THE BUILDING ARE EXPECTED TO EXCEED
 $64,000.00, EXCEEDING 50% OF THE VALUE. PER SECTION
 94-441(C)(2), THIS REQUIRES THE ENTIRE SITE BE BROUGHT
 INTO COMPLIANCE WITH THE LANDSCAPE CODE REQUIREMENTS.
 REVISE PLANS TO SHOW LANDSCAPING MEETING THE CODE
 REQUIREMENTS PROPOSED FOR THE ENTIRE SITE.
 LANDSCAPE PLAN SUBMITTED FOR REVIEW FOR CODE
 COMPLIANCE.
  
 2. SATISFIED. PROVIDE A TREE INVENTORY AND DISPOSITION
 PLAN SHOWING THE LOCATIONS AND IDENTIFYING THE EXISTING
 TREES FOR THE ENTIRE SITE.
  
 3. PARTIALLY SATISFIED. THE TWO FICUS TREES NEED TO BE
 EVALUATED FOR HEALTH AND STRUCTURE. CONSTRUCTION IN
 CLOSE PROXIMITY MAY NEGATIVELY AFFECT THEM AND THE
 EXISTING AND POTENTIAL RISK SHOULD BE ASSESSED.
 FICUS TREE #2 (REFERRED IN ARBORIST REPORT AS #466) IS
 NOT IN GOOD CONDITION PER THE ARBORISTS REPORT AND
 CONSTRUCTION AROUND THE ROOT SYSTEM COULD SIGNIFICANTLY
 INCREASE RISK OF FAILURE. FICUS TREE #1 (REFERRED IN
 ARBORIST REPORT AS #465) IS IN REASONABLY HEALTHY AND
 BALANCED CONDITION, BUT THE LOCATION OF THE PAVED AREA
 PROPOSED TO BE CONSTRUCTED WILL REMOVE A SIGNIFICANT
 PORTION OF THE EXISTING ROOT SYSTEM AND MAY INCREASE
 THE RISK OF FAILURE.
  
  
 4. SATISFIED. PROVIDE THE CALCULATIONS FOR THE MINIMUM
 REQUIRED SHADE TREES, FLOWERING TREES AND SHRUBS FOR
 THE SITE BASED ON 40% OPEN SPACE PER SECTION
 94-442(C)(2)B. PROVIDE THE CALCULATIONS FOR THE OPEN
 SPACE BASED ON THE SITE SQUARE FOOTAGE.
  
 5. PARTIALLY SATISFIED. PER SECTION 94-443(A)(2) LABEL
 THE REQUIRED 5 FOOT LANDSCAPE BUFFER ALONG EACH
 PROPERTY LINE AND CALCULATE THE NUMBER OF TREES
 REQUIRED AND PROVIDED FOR EACH BUFFER SEGMENT. THE
 TOTAL LENGTH OF THE PROPERTY LINE PER THE SURVEY MUST
 BE USED.
 EAST AND WEST BUFFER CALCULATIONS AND REQUIREMENTS MUST
 BE INCLUDED.
  
  
 6. WITHDRAWN. THE SPLIT ZONING FOR THE SITE CREATES
 CONFLICTS WITH THE LANDSCAPE BUFFER REQUIREMENTS BEING
 DIFFERENT FOR EACH ZONING CATEGORY. NON RESIDENTIAL
 ZONING ADJACENT TO RESIDENTIAL ZONING REQUIRES A WALL
 PER SECTION 94-443(A). THIS COULD BE RESOLVED BY
 REZONING.
 WEST BUFFER CALCULATIONS MUST BE SHOWN AND BUFFER
 PROVIDED.
  
 7. SATISFIED. PER SECTION 94-443 (E)2., PROVIDE THE 30%
 FOUNDATION PLANTING CALCULATION REQUIRED AND PROVIDED
 FOR THE PROPOSED BUILDING AND THE SECOND BUILDING. THE
 PLAN MUST SHOW THE LINEAR FOOTAGE OF EACH BUILDING
 PERIMETER, REQUIRED LINEAR FOOTAGE AND PROVIDED.
  
 8. SATISFIED. PER SECTION 94-443(C)(3)A. AND B.,
 TERMINAL LANDSCAPE ISLANDS AND INTERIOR ISLANDS MUST
 HAVE AT LEAST 8 FEET WIDE LANDSCAPE AREA AND RUN THE
 FULL LENGTH OF THE ADJACENT PARKING SPACE. EACH AREA
 SHALL HAVE AT LEAST ONE SHADE OR FLOWERING TREE PER ROW
 OF PARKING.
 THE PARKING IS BEING RECONFIGURED FROM THE EXISTING SO
 TERMINAL LANDSCAPE ISLANDS MUST BE PROVIDED.
  
 9. SATISFIED. A MINIMUM OF 75% OF ALL TREES REQUIRED TO
 BE PLANTED WITHIN THE PARKING AREA MUST BE CATEGORY 1
 SHADE TREES. SHOW THE NUMBER REQUIRED AND THE
 PERCENTAGE PROVIDED.
  
  
 10. PARTIALLY SATISFIED. LOCATIONS OF PROPOSED UTILITY
 LINES INCLUDING WATER, SEWER AND DRAINAGE MUST BE SHOWN
 ON THE LANDSCAPE PLAN AND RESOLVE CONFLICTS WITH
 REQUIRED LANDSCAPING. CIVIL ENGINEERING PLAN, SITE PLAN
 AND LANDSCAPE PLAN MUST BE CONSISTENT.
 THE PROPOSED WATER SERVICE LINE WITH ROOT BARRIER WILL
 REMOVE A SIGNIFICANT AMOUNT OF THE ROOT SYSTEMS OF THE
 TWO EXISTING FICUS TREES, WOULD BE BETTER IF LOCATED
 AWAY FROM THE TREES.
  
 11. SATISFIED. SHOW AND LABEL ALL OVERHEAD POWER LINES
 THAT WILL LIMIT THE TREE SPECIES TO RIGHT TREE RIGHT
 PLACE GUIDELINES.
  
 12. PER SECTION 94-443 (A)(1) A PROTECTIVE SCREEN WALL
 IS REQUIRED ALONG ANY ADJACENT RESIDENTIAL PROPERTY
 LINES. THE SPLIT ZONING CAUSES A CONFLICT IF ANY OF THE
 PROPOSED COMMERCIAL USE IS NOT BUFFERED FROM THE
 ADJACENT PROPERTY. THE PARKING AREA ENCROACHES INTO THE
 SF 14 ZONING.
  
 13. NOT SATISFIED. ADONIDIA PALMS MUST BE A MINIMUM OF
 8 FEET CT.
 THE REPLY IN COMMENTS IS INCORRECTLY REFERRING TO
 SPACING.
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
