 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
  
 1. SATISFIED. THE NORTHERN PORTION OF THE PARK IS
 CONSERVATION ZONING. THIS LIMITS THE ACTIONS THAT CAN
 BE TAKEN WITHIN THIS AREA. PER THE CONSERVATION ELEMENT
 OF THE COMPREHENSIVE PLAN AND SECTIONS 94-373 AND
 94-377 OF THE ZONING AND LAND DEVELOPMENT REGULATIONS
 AN ENVIRONMENTAL ASSESSMENT WOULD BE REQUIRED PRIOR TO
 APPROVAL OF ANY DEVELOPMENT WITHIN THIS PARCEL TO
 DETERMINE THE CLASSIFICATION AND CONDITION OF THE
 ECOSYSTEM AND IDENTIFY ANY THREATENED, ENDANGERED OR
 RARE SPECIES. THE PASSIVE MULCH PATH ROUTED AROUND ANY
 EXISTING TREES AND THE REMOVAL OF PROHIBITED INVASIVE
 EXOTIC SPECIES WOULD BE THE ONLY MODIFICATIONS ALLOWED
 WITHOUT THIS VERIFICATION.
 2. PARTIALLY SATISFIED. SECTION 94-448 (D)(3) REQUIRES
 NATIVE TREES AND PALMS IN GOOD CONDITION TO BE
 PRESERVED ON SITE OR RELOCATED. ANSI A 300 (PART 5)
 STANDARDS SPECIFY EXAMPLES OF SUITABILITY RATINGS OF
 GOOD, MODERATE, OR POOR FOR RELOCATION. PROVIDE AN
 ARBORISTS REPORT RATING THE CONDITION AND RELOCATION
 POTENTIAL FOR THE NATIVE TREES PROPOSED TO BE REMOVED.
 LIVE OAK TREES SHOULD BE RELOCATED.
 THE 6 LIVE OAK TREES ARE LISTED IN GOOD CONDITION BUT
 ARE INDICATED AS BEING REMOVED.
 STAFF MUST HAVE AN ARBORISTS REPORT DOCUMENTING WHY THE
 TREES CANNOT BE RELOCATED.
 3. MAKE THE FOLLOWING CORRECTIONS TO THE TREE
 DISPOSITION LIST:
 ??? SATISFIED. PROVIDE THE CANOPY DIAMETER IN FEET FOR
 ANY PROPOSED REMOVALS. LIVE OAK, SILVER BUTTONWOOD,
 SLASH PINE AND DAHOON HOLLY.
 ??? SATISFIED. THE KEY FOR THE RELOCATES AND REMOVALS
 IS NOT CLEAR. REMOVALS SHOULD BE SHOWN WITH AN X TO
 CLEARLY INDICATE PROPOSED REMOVAL.
 ??? SATISFIED. PROVIDE THE METHODOLOGY FOR THE
 DETERMINATION OF TREES TO BE SURVEYED AND INVENTORIED
 WITHIN THE CONSERVATION ZONING PORTION.
 4. NOT SATISFIED. IDENTIFY RELOCATED TREES OR PALMS ON
 THE PLANT LIST AND COUNT THEM TOWARD THE REQUIRED
 TREES.
 ADD THE 12 SABAL PALMS AS RELOCATES TO THE PLANT LIST.
 IF ANY OTHER TREES ARE TO BE RELOCATED, THEY MUST ALSO
 BE LISTED IN A SECTION ON THE PLANT LIST.
  
 5. SATISFIED. SILVER BUTTONWOOD, BLACK IRONWOOD AND
 TABEBUIA TREES MUST MEET THE MINIMUM 12 FOOT HEIGHT
 REQUIREMENT.
  
 6. SATISFIED. SUGGEST THAT THE FENCE BE PLACED AT THE
 PROPERTY LINE INSTEAD OF 5 FEET INSIDE THE PROPERTY
 LINE.
  
 7. SATISFIED. PARKING IS NOT ALLOWED WITHIN THE
 CONSERVATION ZONING DESIGNATION. THE DUMPSTER ENCLOSURE
 MUST ALSO BE ADJUSTED TO BE WITHIN THE ROS DESIGNATED
 PARCEL.
  
 8. SATISFIED. PER SECTION 94-443(C), TERMINAL LANDSCAPE
 ISLANDS ARE REQUIRED AT THE END OF EACH ROW OF PARKING.
 THERE ARE 2 LOCATIONS OF NEW PARKING THAT DO NOT HAVE
 THE REQUIRED TERMINAL ISLAND OR REQUIRED SHADE TREE.
  
 9. SATISFIED. SECTION 94-443(C)(3) REQUIRES THAT A
 MINIMUM OF 75 PERCENT OF ALL TREES THAT ARE REQUIRED TO
 BE PLANTED WITHIN THE INTERIOR OF AN OFF STREET PARKING
 AREA SHALL BE CATEGORY 1 SHADE TREES. SHOW THE
 PERCENTAGE OF CATEGORY 1 TREES PROVIDED FOR THE
 REQUIRED LANDSCAPE AREAS.
  
  
 10. SATISFIED. SHOW ALL EXISTING AND PROPOSED WATER AND
 SEWER AND DRAINAGE LINES ON THE LANDSCAPE PLAN. SHOW
 LOCATIONS OF BACKFLOWS AND ADJUST LOCATIONS OF UTILITY
 LINES TO RESOLVE CONFLICTS WITH EXISTING AND PROPOSED
 TREES AND LANDSCAPING.
  
 11. SATISFIED. SHOW COMPLIANCE WITH SECTION 94-445 L.
 PLANT SPECIES. A MINIMUM OF 60 PERCENT OF PLANT
 MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES. PROVIDE THE ACTUAL PERCENTAGE BASED
 ON THE PLANT LIST.
  
 12. PARTIALLY SATISFIED. PROVIDE SCREENING HEDGES AND
 SHOW LOCATIONS FOR ALL GROUND MOUNTED VALVES AND
 EQUIPMENT AND ADD A NOTE THAT ALL EQUIPMENT WILL BE
 SCREENED.
 SHOW SCREENING HEDGES WHERE POSSIBLE TO ACCOUNT FOR THE
 ADDITIONAL PLANT MATERIAL REQUIRED. THE DUMPSTER
 ENCLOSURE MUST SHOW THE REQUIRED HEDGE ON THE 3 NON
 ACCESS SIDES.
  
 ADDITIONAL COMMENTS 12/21/22:
  
 13. UPDATE THE FLORIDA FRIENDLY DESIGN OPTIONS CHART TO
 THE CURRENT CODE LANGUAGE AND ADJUST POINTS. #7 DOES
 NOT APPLY.
  
 14. CORRECT NOTE ON SHEET LP-2 REGARDING SHADED TREES
 FOR RELOCATION INSTEAD OF REMOVAL.
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
