 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. SECTION 94-448 (D)(3) REQUIRES NATIVE
 TREES AND PALMS IN GOOD CONDITION TO BE PRESERVED ON
 SITE OR RELOCATED. ANSI A 300 (PART 5) STANDARDS
 SPECIFY EXAMPLES OF SUITABILITY RATINGS OF GOOD,
 MODERATE, OR POOR FOR RELOCATION. PROVIDE THE ARBORISTS
 REPORT RATING THE CONDITION AND RELOCATION POTENTIAL
 FOR THE NATIVE TREES AND PALMS.
 11/29/22: SABAL PALMS QUALIFYING AS GOOD CONDITION ARE
 TO BE SHOWN AS RELOCATE. #6, 11, 12, 22, AND 23.
 CORRECT #65 AND 66 TO JACARANDA.
 PER A SITE VISIT ON 11/29, IT APPEARS TREES HAVE BEEN
 REMOVED FROM THE SITE WITHOUT A PERMIT BEING ISSUED.
  
 2. SATISFIED. FOR THE REQUIRED PUBLIC OPEN SPACE,
 PTYCHOSPERMA ELEGANS CANNOT BE COUNTED AS A LARGE PALM
 TOWARD TREE CANOPY REQUIREMENT.
  
 3. PROVIDE CALCULATIONS FOR REQUIRED STREET TREES AT
 MAXIMUM SPACING EVERY 30 FEET OR PORTION THEREOF FOR
 EACH STREETSCAPE LENGTH, AND SHOW THE NUMBER PROVIDED
 PER SECTION 94-113. MAKE THE FOLLOWING CORRECTIONS:
 ??? SATISFIED. THE NEW ROAD REQUIRES STREET TREE
 CALCULATIONS FOR BOTH SIDES.
 ??? SATISFIED. PALMS CAN BE ADDED TO THE STREETSCAPE
 BUT ARE NOT COUNTED TOWARD THE SHADE TREE REQUIREMENT.
 MAXIMUM SPACING IS 30 FEET. FERN ST DOES NOT MEET THE
 SPACING REQUIREMENTS AND THE WEST SIDE OF THE NEW ROAD
 MUST PROVIDE 10 TREES.
 11/29/22: 30 FOOT MAXIMUM SPACING OF SHADE TREES IS
 POSSIBLE ON FERN STREET.

 4. SATISFIED. STREET TREES MUST MEET THE MINIMUM HEIGHT
 OF 20 FEET. PROVIDE SPECIES LIVE OAKS OR CATHEDRAL
 CULTIVAR INSTEAD OF HIGH RISE CULTIVAR.
  
 5. SATISFIED. PROVIDE LOCATIONS AND DETAIL FOR THE
 REQUIRED STRUCTURAL SOIL UNDER HARDSCAPE PER SECTION
 94-113 AND PROVIDE THE TYPICAL DETAIL FOR INSTALLATION.
 THE DETAIL PROVIDED ON SHEET LP-6 DOES NOT MATCH CITY
 DETAIL. THE AREA MUST BE 9 X14 FT PARALLEL TO THE CURB
 FOR EACH TREE CONSISTING OF PLANTING AREA AND/OR
 STRUCTURAL SOIL. ROOT BARRIERS WILL CUT OFF THE
 STRUCTURAL SOIL, SO UTILITIES MUST BE COORDINATED I.E.
 GAS LINE ALONG FERN.
  
 6. MAKE THE FOLLOWING CORRECTIONS ON THE PLANT LIST:
 ??? SATISFIED. JAPANESE BLUEBERRY TOPIARY AND GREEN
 ISLAND FICUS TOPIARY MUST BE MOVED FROM THE TREE LIST
 TO THE SHRUB LIST.
 ??? SATISFIED. COCONUT IS NOT A FLORIDA NATIVE PLANT.
 ??? SATISFIED. CLUSIA GUTTIFERA CAN BE COUNTED AS A
 FLORIDA NATIVE PLANT.
  
  
  
 7. SATISFIED. SHOW ALL EXISTING AND PROPOSED WATER AND
 SEWER AND DRAINAGE LINES CLEARLY ON THE LANDSCAPE PLAN.
 SHOW LOCATIONS OF BACKFLOWS AND ADJUST LOCATIONS OF
 UTILITY LINES TO RESOLVE CONFLICTS WITH EXISTING AND
 PROPOSED TREES AND LANDSCAPING. DRAINAGE LINES APPEAR
 TO BE IN CONFLICT WITH TREES IN THE PUBLIC OPEN SPACE
 PLAZA.
  
  
 8. SATISFIED. PROVIDE SCREENING HEDGES FOR ALL GROUND
 MOUNTED VALVES AND EQUIPMENT AND ADD A NOTE THAT ALL
 EQUIPMENT WILL BE SCREENED.
 ADDITIONAL COMMENTS 11/29/22:
 9. SATISFIED. CLARIFY THE LANDSCAPE BUFFER AREA ALONG
 THE WEST PROPERTY LINE AND PROVIDE THE REQUIRED
 LANDSCAPING. PALMS MAY BE SUBSTITUTED FOR REQUIRED
 TREES. LANDSCAPE PLAN DOES NOT MATCH THE SITE PLAN FOR
 THE ACCESS LAYOUT.
  
 10. SATISFIED. THE PLAN APPEARS TO SHOW THE 5 FOOT
 LANDSCAPE BUFFER ON THE 360 ROSEMARY PROPERTY BEING
 REMOVED AND REPLACED WITH A SIDEWALK. THIS WOULD
 REQUIRE AMENDING THE APPROVED LANDSCAPING FOR 360
 ROSEMARY.
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
  
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 RIGHT OF WAY LANDSCAPING AND IRRIGATION APPROVED WITH
 THIS PETITION.
  
  
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE STREETSCAPE
 LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
